have been appointed officers for the purposes of that Act within the Counties of Hutt, Horowhenua, Wairarapa North, Wairarapa South, Pahiatua, Oroua, Manawatu, Kiwitea, and Pohangina, and within all the town districts and boroughs situated within the said counties.
