Special meetings may be convened by the Chairman or
by any two members of the Board, provided that two days'
notice of such meeting be given to each member, specifying
the business to be transacted at such special meeting; and
no other business than that so specified shall be transacted
at such meeting. -
Any three of the said Board shall form a quorum. Any
meeting may be adjourned from time to time. -
The members of the Board shall, at their first meeting,
and thereafter at an annual meeting to be held on the first
Monday in February in every succeeding year thereafter,
elect one of themselves to be Chairman, who may join in the
discussion, and shall have an original as well as a casting
vote. The Chairman shall hold office until the election of
his successor. -
If at any meeting the Chairman is not present at the
time appointed for holding the same, the members present
shall choose some one of their number to be chairman of
such meeting. -
If, by resignation, death, or incapacity, or otherwise,
the office of Chairman shall be or become vacant, the mem-
bers may at any monthly or special meeting appoint a
Chairman. -
All questions shall be determined by the majority of
votes of the members of the Board present at a meeting.
SCHEDULE.
All that parcel of land in the Canterbury Land District,
containing by admeasurement 126 acres 2 roods 33 perches,
more or less, being Reserve No. 1544, situate in the Orari
and Geraldine Survey Districts. Bounded towards the
north-east by Sections Nos. 3609 and 15892, 3319 and 4007
links respectively; towards the south-east by Sections
Nos. 15590 and 15892, 3689 links, and a road-line, 430 links;
towards the south-west by a road-line, 6260 links; and
towards the north-west by Section No. 17116, 3547 links:
be all the aforesaid linkages more or less; save and except-
ing thereout Reserve No. 2828, for a cemetery, and a public
road running along the north-western boundary of said
reserve, which are included within the above-described
boundaries; as the same is delineated on the plan deposited
in the District Survey Office, Christchurch.

Extending Time for Preparation of Valuation List of
Borough of Westport.

IN COUNCIL.
WHEREAS it has been made to appear that the valua-
tion list of the Borough of Westport cannot be com-
pleted by or within the time mentioned in "The Rating
Act, 1894":
Now, therefore, His Excellency the Administrator of the
Government of the Colony of New Zealand, in exercise of
the powers vested in him by the said "Rating Act, 1894,"
and by and with the advice and consent of the Executive
Council of the said colony, doth hereby extend the time for
completing the preparation of such valuation list until the
fifteenth day of April, one thousand eight hundred and
ninety-seven, and doth also extend the time during which
such valuation list shall lie open for inspection, and during
which objections thereto may be made, until the fifteenth
day of May, one thousand eight hundred and ninety-seven.

WHEREAS the local authorities of the Borough Council
of Feilding, and of the Town Boards of Bull's,
Manai'a, Waverley, Opunake, and Otautau, being duly
authorised by "The Shops and Shop-assistants Act, 1894,"
to appoint by special resolution, in the month of January,
one thousand eight hundred and ninety-seven, the days on
which shops in the said borough and Town Board districts
are to be closed, in accordance with the said Act, have failed
so to appoint days:
Now, therefore, I, James Prendergast, the Administrator
of the Government of the Colony of New Zealand, acting by
and with the advice and consent of the Executive Council
of the said colony, and in exercise of the powers in this
behalf conferred upon me by section ten of the said Act, do
hereby appoint the days set opposite the names of the said
Borough Council and Town Boards respectively to be the
days on which shops shall be closed in the said borough
and Town Board districts, in accordance with the said Act,
viz.,—
Borough Council of Feilding . . Wednesday.
Town Board of Bull's . . . . Wednesday.

Regulations for the Inspection, etc., of Milk and Dairies,
Christchurch District.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-second
day of February, 1897.
Present:
HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN
COUNCIL.
WHEREAS by the third section of "The Public Health
Act 1876 Amendment Act, 1881," it is enacted that
the Governor in Council may from time to time make such
regulations as he shall think fit for the following purposes,
or any of them, and so that such regulations may either be
of general application throughout the whole colony, or may
only apply to one or more districts,—
(1.) For the registration with the Local Board of all per-
sons carrying on the trade of cowkeepers, dairy-
men, or purveyors of milk;
(2.) For the appointment of Inspectors of milk and
dairies;
(3.) For the inspection of cattle in dairies, and for pre-
scribing and regulating the lighting, ventilation,
cleansing, drainage, and water-supply of dairies,
and cowsheds, and yards in the occupation of per-
sons following the trade of cowkeepers or dairy-
men, or used by them in connection with such
occupation;
(4.) For securing the cleanliness of milk-shops, milk-
stores, and of milk-vessels used for containing
milk for sale by such persons;
(5.) For prescribing precautions to be taken for protect-
ing milk against infection or contamination, and
for prohibiting the sale of milk in cases where the
public health would be likely to be endangered by
such sale;
(6.) For authorising Local Boards to make regulations
for the purposes aforesaid, or any of them, sub-
ject to such conditions, if any, as the Governor in
Council may prescribe:
And whereas it is desirable that regulations should be made
for the aforesaid purposes, such regulations to be in force in
the districts hereinafter mentioned:
Now, therefore, His Excellency the Administrator of the
Government of the Colony of New Zealand, in pursuance
and exercise of the powers and authorities contained in the
above-recited Act, and of all other powers and authorities in
anywise enabling him in this behalf, and by and with the
advice and consent of the Executive Council of the said
colony, doth hereby make the regulations hereinafter set
forth, and doth hereby declare that such regulations shall,
on and after the first day of March, one thousand eight
hundred and ninety-seven, apply to and be in force in the
following districts, namely:—
City of Christchurch, Borough of Sumner,
Borough of St. Albans, Road District of Heathcote,
Borough of Sydenham, Road District of Riccarton,
Borough of Linwood, Road District of Halswell,
Borough of Woolston, Road District of Spreydon.
REGULATIONS.
- In these regulations the following words and expressions
shall have the meaning hereby assigned to them, unless there
be something in the subject or context repugnant to such
construction:—
