STRATFORD COUNTY COUNCIL.

Result of poll taken on the 2nd day of December, 1897, upon the proposal to borrow £800, under “The Government Loans to Local Bodies Act, 1886,” to form, grade, and metal parts of the Bird and Skinner Roads :—

Number of ratepayers on special roll, 5 ; number of votes exercisable, 7 : Number of ratepayers voting in favour of the proposal, 3 ; number of votes recorded in favour of the proposal, 5 ; number of ratepayers voting against the proposal, 2 ; number of votes recorded against the proposal, 2. I declare the above proposal to be carried.

Special Order made by the Wirokino Road Board, County of Horowhenua.

THE following special order, made by the Wirokino Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

SPECIAL ORDER, made on the 23rd day of October, 1897, by the Wirokino Road Board, in Accordance with the Provisions of Sections 75 and 127 of “The Road Boards Act, 1882.”

That the resolution passed on the 18th of September, 1897, giving notice that this Board intended to pass amended Sanitary By-laws, and to define the boundaries of the Levin Township, having been publicly notified as by law provided, be now confirmed.

WIROKINO ROAD BOARD.

By-laws of the Wirokino Road Board, made under “The Road Boards Act, 1882,” and “The Public Health Act, 1876,” and the several Acts amending the same respectively, and all other Acts, ordinances, powers, and authorities in any wise enabling the said Board in that behalf :—

In pursuance and exercise of the powers and authorities vested in it in this behalf as aforesaid, the Wirokino Road Board, in its capacity as well of a Road Board as of a Local Board of Health, and also in every other capacity in which it can do so, hereby makes and ordains the by-laws following, that is to say :—

Interpretation.

“Board” shall mean the Wirokino Road Board, acting as a Local Board of Health under “The Public Health Act, 1876.”

“District,” or “road district,” shall mean the Wirokino Road District.

“Inspector of Nuisances” shall mean any person appointed by the Wirokino Road Board as such Inspector under “The Public Health Act, 1876.”

“Township” shall mean and include such part or parts of the Wirokino Road District as shall from time to time by special order of the Board heretofore have been or hereafter be declared to be or is hereby declared to be a township or part thereof.

“Court,” “drain,” “sewer,” “cesspool,” “water-closet,” “privy,” “earth-closet,” and “ashpit” shall have the meanings given to these words respectively by section 6 of “The Public Health Act, 1876.”

  1. Except as hereinafter provided, no cesspool shall be allowed in any township of the road district. The owner and also the occupier of every premises within the said townships shall, within one month of the coming into force of these by-laws, fill up with earth to the satisfaction of the Board’s Inspector of Nuisances every cesspool upon the premises owned or occupied by him or her.

  2. The owner or occupier of every premises within the said townships shall provide the same with a proper earth-closet, to be constructed in such a manner as the Board shall direct, and to the satisfaction of the Board, or the officer appointed by the Board to superintend such matters.

  3. All closets for the reception of nightsoil within townships in the district shall be earth-closets, and if at any time hereafter there shall be upon any premises within the townships aforesaid any closet, privy, or receptacle for nightsoil, not being an earth-closet in accordance with the provisions of this by-law, the owner of such premises (or, if such closet, privy, or receptacle shall have been provided or erected by the occupier, then he, such occupier) shall be deemed guilty of an offence against these by-laws. Every earth-closet shall at all times be provided with a proper seat and with a proper receptacle, to be provided at the cost-price by the Board. Every earth-closet shall be provided by the occupier of the premises on which such earth-closet is erected with a wooden or other box to the satisfaction of the Inspector of Nuisances, and such occupier shall keep at all times such box supplied with dry earth or ashes to the like satisfaction, a portion of which earth or ashes shall be placed upon the excrement on each and every occasion such earth-closet is used. Where an automatic apparatus to a dry-closet is used, the said apparatus shall be kept at all times by such occupier in thorough working-order. No
