all in the Kaupokonui Survey District. Such rate to be pay-
able, if required, in one instalment, on the 1st day of Janu-
ary in each year of the aforesaid period.

That, to secure repayment of a loan of £100, and interest
thereon, being an additional advance of 10 per cent. on the
Kiri Road loan of £1,000 raised under "The Government
Loans to Local Bodies Act, 1886," for the purpose of felling
all bush, clearing a track 12ft. wide, and ditching and forming
the Kiri Road, from the northern point of Section 69, Block
XI., Opunake Survey District, to the Forest Reserve, at a
cost of £400; and ditching, forming, making fords, and
metalling the Kiri Road, from the Opunake-Stratford Road
to the northern point of Section 69, Block XI., Opunake
Survey District, at a cost of £600, a special annually-recur-
ring rate of ½d. in the pound be made and levied for a period
of twenty-six years over the Kiri Road Loan Special Rating-
area, comprising the following Sections: 1 to 8, Block V.,
Kaupokonui Survey District; 1 and 2, Block VIII., Opunake
Survey District; 61 to 65, 69 to 71, 73, 49, 46, 48, Block XI.,
Opunake Survey District. Such rate to be payable, if re-
quired, in one instalment on the 1st day of January in each
year of the aforesaid period.

That, to secure repayment of a loan of £300, and interest
thereon, raised under "The Government Loans to Local
Bodies Act, 1886," and its amendments, for the purpose of
forming and metalling the unmetalled portions of the Watino
Road (South), from the Main South Road to a point 122
chains in a north-easterly direction, a special annual recur-
ring rate of ½d. in the pound, for a period of twenty-six years,
be made and levied over the Watino Road (South) Special
Rating-area, comprising the following sections: 1 to 7, 9 to
11, 15, 20, Block XIII.; 14, 17 to 20, Block XIV.; all in the
Opunake Survey District. Such rate to be payable, if
required, in one instalment on the 1st day of January in
each year of the aforesaid period.

Alterations to the Scale of Fares, Rates, and Charges in Force
upon the New Zealand Government Railways.

In pursuance of all powers and authorities enabling me
under "The Public Works Act, 1894," and any amend-
ment thereof, and also of "The Government Railways Act,
1894," I, Alfred Jerome Cadman, the Minister for Rail-
ways, do hereby make the following alterations in the
scale of fares, rates, and charges in force on the New
Zealand Government railways open for traffic, such altera-
tions to come into force on and after the 21st day of Decem-
ber, 1896:—

Class H.—Wool, &c.

Class H, undumped, consigned direct to Dunedin, will be
charged at the following through rates per bale for convey-
ance by steamer and rail from the places named—steamer

Notice to Mariners, No. 37 of 1896.

PRELIMINARY NOTICE.—LIGHT ON ROCKY POINT, NEAR CAPE
PALLISER, EASTERN ENTRANCE TO COOK STRAIT.

Wellington, N.Z., 14th December, 1896.

NOTICE is hereby given that about the month of June,
1897, a light will be exhibited from a lighthouse now
being erected on Rocky Point, near Cape Palliser, in lat. 41°
36' 45" S., and long. 175° 18' 45" E., as measured from the
Admiralty chart.

The light will be 258ft. above the level of the sea at high
water, and will be a dioptric revolving white light of the
second order, flashing twice every half-minute, with inter-
vals of three seconds between the flashes. It will be visible
to seaward over an arc of 214 degrees of the horizon for a
distance of about twenty-five statute miles from the deck of
a vessel of ordinary height.

Further particulars, together with the date of lighting,
will be given in a future notice.

Further Regulations for Adjustment of Compasses and Licens-
ing of Adjusters.

In pursuance and exercise of the power and authority
conferred upon me by section 5 of "The Shipping
and Seamen's Act Amendment Act, 1895," and of all other
powers and authorities me enabling in this behalf, I, William
Hall-Jones, the Minister having charge of the Marine De-
partment, and of "The Shipping and Seamen's Act, 1877,"
and its amendments, do hereby make the following addi-
tional regulations for the purpose of the aforesaid section 5;
and do hereby declare that such regulations shall form
part of and be read with the regulations made under the
same section on the 13th day of February, 1896, and gazetted
on the 20th idem (hereinafter called "the principal regula-
tions").

REGULATIONS.

  1. Subject in each instance to satisfactory evidence of
    good character, and to the payment of a fee of 10s., any
    person who holds a certificate as master, and is in actual
    command of a foreign-going ship (not being an intercolonial
    trading-ship), may receive, without examination, a special
    license as an adjuster of the compasses of such ship.

  2. Such license may be issued by any Collector with the
    previous approval of the Minister.

  3. Such license shall apply only to the ship named therein,
    and shall continue in force so long only as the licensee is in
    actual command of such ship.

  4. Such license shall be in the following form:—

SPECIAL LICENSE as an Adjuster of Compasses for the Ship
[Name of ship].

A.B., being the master in actual command of the ship
", is hereby licensed as an adjuster of the compasses
of that ship, but of no other ship. This license may be
suspended or cancelled at any time by the Minister having
charge of the Marine Department, and shall continue in
force so long only as the licensee is in actual command of
the said ship.

  1. It shall not be necessary for the licensee to specially
    adjust the compasses before sailing if he is satisfied that
    they are then in fact satisfactorily adjusted; and a certifi-
    cate under his hand in the following form shall be sufficient
    evidence that the compasses are in fact satisfactorily ad-
    justed:—

"This is to certify that at this date the compasses of the
ship ' ' are satisfactorily adjusted.
"Dated at , this day of , 18 .
"A.B.,
Licensed Adjuster of the Compasses
of the said Ship."

  1. The principal regulations are hereby modified in so far
    as they conflict with these regulations.

Regulations for Examination of Engineers.

Marine Department,
Wellington, 15th December, 1896.

In pursuance and exercise of the powers vested in me by
the 24th and 25th sections of "The Shipping and
Seamen's Act, 1877," I do hereby make the following regu-
lations for the conduct of examinations of engineers, and as
to the qualifications of candidates; and direct that the fees
specified therein shall be paid to the Collectors of Customs
at the ports where the applications to be examined are made.
These regulations shall come into force on the 1st day of
January next, and shall then supersede any rules or regu-
lations heretofore existing and affecting such examinations,
qualifications, and fees.
