Regulations for First Election of Members of the Canterbury Agricultural College.
GLASGOW, Governor.
BY virtue of the powers and authorities vested in me by “The Canterbury College and Canterbury Agricultural College Act, 1896,” I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, do hereby order that the regulations specified in the Schedule hereto shall be regulations under and subject to which the first election shall be conducted of persons to be elected to be members of the Board of Governors of the Canterbury Agricultural College.
SCHEDULE.

Alexander Cracroft Wilson, the Registrar of the Canterbury College, shall be the Returning Officer, and shall forthwith prepare for the purposes of section 46 of the said Act,—
(1.) A roll containing the names and addresses of such of the members of the Legislative Council as for the time being are resident within the Provincial District of Canterbury, and of such of the members of the House of Representatives as for the time being represent electoral districts within the said provincial district, as defined by subsection (2) of section 5 of the said Act, (hereinafter referred to as “legislative electors”);
(2.) A roll containing the names of such agricultural and pastoral societies, duly incorporated under “The Agricultural and Pastoral Societies Act, 1877,” as have their principal offices in the Provincial District of Canterbury, (hereinafter referred to as “incorporated electors”);
and such rolls shall be final and conclusive for the purposes of the first election. -
Such rolls, when prepared, shall be open for inspection at the office of the Registrar of the Canterbury College at Christchurch, and the Returning Officer shall forthwith send to every legislative elector and incorporated elector a copy of these regulations and a nomination-paper in the form following :—
“I, A.B. [or (as the case may be) The governing body of the ], hereby nominate the under-mentioned persons as candidates for election by the legislative [or (as the case may be) incorporated] electors, as members of the Board of Governors of the Canterbury Agricultural College:—

Every legislative or incorporated elector may nominate three candidates, and no more.

Nomination-papers, duly filled up and signed, shall be sent to the Returning Officer at the office aforesaid, and may there be received by him not later than the 21st day of November, 1896.

No person shall be eligible for election unless he shall send, and the Returning Officer shall receive from him, not later than the 21st day of November, 1896, his consent in writing to be nominated for election.

On or before the 23rd day of November, 1896, the Returning Officer shall send to each legislative and each incorporated elector a voting-paper containing a list of all the candidates that have been duly nominated by the respective classes of electors, and have given their consent as aforesaid; and such voting-paper shall be in the form or to the effect following :—
“Names of candidates for election as members of the Board of Governors of the Canterbury Agricultural College, by the legislative [or (as the case may be) the incorporated] electors:—
“[Insert in alphabetical order the Christian names and surnames of all the candidates nominated by the legislative (or, as the case may be, the incorporated) electors.]
“N.B.—The voter must draw a line through the name of every candidate for whom he does not desire to vote. He must leave not more than three names uncancelled, or the voting-paper will be invalid.

The vote of an incorporated elector shall be given pursuant to a resolution of the governing body, and shall be signed by the President or Chairman and two other members thereof.

Voting-papers, duly filled up and signed, may be sent to the Returning Officer at the office aforesaid, and may there be received by him not later than 5 o’clock in the afternoon of Monday, the 7th day of December, 1896, at which hour the poll shall be deemed to be closed.

Forthwith upon the closing of the poll the Returning Officer shall proceed to ascertain the number of votes duly recorded by the legislative electors and the incorporated electors respectively for each candidate nominated by them respectively.

The three candidates that have received the highest number of votes of the legislative electors, and the three candidates that have received the highest number of votes of the incorporated electors, shall be elected. If by reason of an equality of votes given for two or more candidates the election is not complete, the Governor shall choose between the candidates that have equal numbers of votes, and his choice, signified to the Returning Officers, shall determine which of them shall be elected.

The Returning Officer shall forthwith after the election notify in the New Zealand Gazette the names of the persons elected.

If any candidate is nominated by both classes of electors, and receives from each class votes qualifying him for a seat on the Board, the Returning Officer shall forthwith notify him thereof; and such candidate shall, within six days thereafter, by notice in writing to the Returning Officer, select one of the two seats, and thereupon the other seat shall be deemed to be a casual vacancy, and shall be filled accordingly.

If any dispute or difference shall arise in respect of such election, the same shall be determined by the Governor by writing under his hand, a copy whereof shall be published in the New Zealand Gazette.

Regulation under “The Industrial Conciliation and Arbitration Act, 1894.”
GLASGOW, Governor.
PURSUANT to and in exercise of the powers in that behalf conferred upon him by “The Industrial Conciliation and Arbitration Act, 1894,” His Excellency the Governor of the Colony of New Zealand doth hereby repeal the regulations made on the tenth day of September, one thousand eight hundred and ninety-six, and, in lieu thereof, make the following regulation prescribing the fees to be paid to the President and members of the Court of Arbitration and the Chairman and members of the Board of Conciliation under that Act.
FEES.
For every day’s absence from home for the purpose of attending the sittings of the Court or the Board, including the day of departure from home, but not the day of returning thither :—
To the President and each member of the Court of Arbitration .. .. .. £ s. d.

In addition to the foregoing daily allowance the cost actually paid or incurred in respect of fare for passage by rail, vessel, or coach to and from home will be paid.

Trustees for Awanui Cemetery appointed.
GLASGOW, Governor.
IN pursuance and exercise of the powers and authorities vested in me by the sixth section of “The Cemeteries Act, 1882,” I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, do hereby appoint the several persons whose names are specified in the first column of the Schedule hereto to be trustees to provide for the maintenance and care of the cemetery specified in the second column of the said Schedule.
