an electric-lichting plant for the Borough of Alexandria—was
as follows:—
Number of ratepayers on roll, 79; number of votes exercis-able, 90: Number of burglsses who voted for the proposal, 42; number of votes recorded for the proposal, 51; number of burglsses who voted against the proposal, 9; number of votes recorded against the proposal, 9; informa vote, 1.
A sufficient number of burglsses, entitied to more than one-half in number of the votes exercis-able, being recorded in favour of the proposal, I declare it carried.

I, James Rivers, of the Borough of Alexandria South, in the Provinsial District of Otago, May or of the said burough, do solemnly and sincerely declare that all proceodings re-quired by "The Municinal Corporations Act Ammendment Act, 1887," and "The Local B odies' Lo ans Act, 1886," to be taken in or towards obt aining the sanction of the burglsses of the said burough, have been d uly taken, and that the reso-lution in favour of such proposal has been d uly carried.
And I make this solemn declaratios consci entiously be-lieving the same to be true, and by virtue of the pro visions of an Act of the General Assembly of New Ze aland intituled "The Justices of the Peac e Act, 1882. "

WEDN ESDAY, the 5th day of August next, will be observed as a public holiday in the Government
offices throughout New Ze aland for the ce lebration of Arbor Day.
In order that the movement may be made as successful as possible, the Government hopes that the Mayors of the various M unicipalities and Chairmen of Local B odies will place the matter prom inently before the people of the Col ony, and do all they can to encourage the plant ing of Public Reserves and other available lands, both public and private, with trees su ited to the local ity.

Applic ations for Position of Inspecting Engine er.
M ines Departm ent,
Wellington, 9th July, 1896.
W RIT T EN applications, st ating qualifcations, and ac-com panied by testimonials, will be received at this office up to Monday, the 17th of August next, for the position of Inspecting Engine er to the M ines Departm ent, at a salary of £450 a year, and an allowance of 12s. 6d. a day while abs ent from Wellington on the public service, to cover all exp enses excepting ste amboat-, railway-, and coach-fares and horse-hire, the cost of which will be paid by the depart-m ent.
The person to be app ointed must be qualified to hold a first-class certificate as a mine-m anager under "The M ining Act, 1891," and the am endm ents thereto, and also under "The C oal-mines Act, 1891." He will also be required to visit the mining centres throughout the col ony as well as the various coal-mines, and to prepare an annual report thereon for the General Assembly. The Inspecting Engine er must also report on applic ations for assistance towards the con-struction of ro ads, tracks, and bridges in mining dist rict s, for subsi dies towards prospec t ing, the construction of mining works such as water-races, dams, reser vo irs, &c., and, under the direction of the M inister of M ines, take general control of all works towards the cost of which money is contribut ed by the M ines Departm ent from votes provided by the Legislat ure.

Boneus for the Manuf acture of Potass ium Cyanide.

N OT ICE is her eby given that a bonus of £1,000 will be paid for the erection of a plant and the manuf acture in New Ze aland of the first 200 t on s of crude cyanide of potassium from colonial produce.

The plant must be capable of produc ing at least 70 t on s of crude cyanide of potassium annual ly.

The crude cyanide of potassium so manuf actured shall contain at least 70 per cent. of potassium cyanide.

The bonus will be paid in two equal inst alments, the first inst alment being pay able on the production of the first 100 t on s, and the second inst alment on the production of the second 100 t on s, of crude cyanide of potassium contain-ing the required percentage of potassium cyanide.

On the completion of the plant, notice in writing must be sent to the M inister of Industries and C ommerce, Well-ington, who will appoint an officer to insp ec t the same, together with the raw material then available from which the cyanide of potassium is proposed to be manuf actured.

The officer so appoint ed shall from time to time insp ec t the process of manuf acture, in order that he may satis fy himself that the whole of the cyanide of potassium is being manuf actured from material of New Ze aland production; and before any bonus is paid such officer will be required to cert ify that he is satis fied the crude cyanide of potassium is the product of New Ze aland material only, and that it contains the required percentage of potassium cyanide.

The bonus must be claimed for the first 100 t on s on or before the 31st March, 1897, and for the second 100 t on s on or before the 30th September, 1898.

Boneus for Encouragement of New Ze aland Hemp (Phor-m ium tenax) Industr y.—N otice No. 430.

B onus No. 1.
A B ONUS of £1,750 is offered for a machine or process for dress ing New Ze aland h emp (Phormium tenax) which shall be an improvement on the machines or processes now in use, and which shall, after trial, be found to ma te-rially reduce the cost of production, improve the product, or increase the quantity of d res sed fibre.
The following are the conditions:—

All applic ations for the bonus must be sent add res sed to the H on. the M inister for Agriculture, Wellington, and must reach him not later than the 31st March, 1897. Each applic ation must be accom panied by a description of the machine or process, particularly st ating improvem ents on present machines or processes, and also the cost at which the machine or process can be sup plied.

The applic ants must be prepared to submit their machines or processes to exam ination at such time and place as the Government may direct.

The Government shall appoint a committee of three or more experts, to whom all applic ations shall be subm itted. Such committee shall, after perusal, state what machines or processes they de em wort hy of consider ation, and may in-spect the same at any place within the col ony; and, having so insp ec t ed the whole or any of them, may direct that the whole or any of them be brought for further trial to such place as they may think fit.
The cost of bringing the machines or appliances on to the ground, from within the col ony, sup plying the necessary shaf t ing, mot ive-p ower, and buildings, to be defrayed by the Government. If any machine sent from beyond the col ony is award ed the bonus or part thereof, then the cost of bringing such machine shall be borne by the Government.
The following shall be the basis of the test:—
The committee shall supply a sufficient and equal quan-tity of green h emp to each machine or process as a test.
The committee shall take into consider ation—
The time occup ied by each machine or process in the operation;
The cost of lab our and time required after the fibre has left the machine or process before it is ready for baling;
The percentage of d res sed fibre and tow produced by each machine or process;
The cost of produc ing the same;
The cost of the machine, and the simplicity and d ura-bility of the working parts.
On completion of the tests the committee shall furnish a report to the M inister on all the machines or processes which they have exam ined or tested, and shall state,—
(1.) The machine or process which they consider on the whole the most efficient and economic.
(2.) Whether they consider that any machine or process tested so materially reduc es the cost of produc-tion, or improv es the product, as to be wort hy of the whole bonus or of a part only.
(3.) Whether, in the event of no one machine or process being ent itled to the whole bonus, they de em any machine or process wort hy of a part of the bonus, and, if so, how much.
