38. The viva voce part of the exa-mination for the extra certificates will be conducted on the same priciple as at present.
39. The exa-mination will commence with a quarter-of-a-n hour's dictation to test handwriting and sp-elling. This, for however, is only to be given to those candidates who present themselves for exa-mination for the first time for a foreign-going certificate. The sp-elling must be rea-sonably good, and the writing clear and legible. The sp-elling and writing of a., candidates must be satisfactory, and in cases where there is any doubt about the ability of a can-didate to spell correctly he should be specially tested by dictation as at present.
40. The paper of defi-nitions is only for those candidates who present themselves for exa-mination for the first time for a foreign-going certificate.
41. In using this paper the Exa-miner will place a mark against the questions which he wises to be answ-ered, not less than ten questions being so selected. The candidate will then write against the questions so marked his defi-nition of the terms in a clear and legible hand, so as to pre-vent the possibility of any letter being mistaken, and also draw a rough sk-etch or diagram opposite to each of the questions which he has given written answers, in further illustration of its meaning. The sup-ple-mentary viva voce test should also be applied as usual.
42. In the questions on the deviation of the com- pass the Exa-miner will mark at least tw- elve of the questions, including the pro-blems. The selected questions will be va-ried frequently, and no two candidates will have pre-cisely the same questions. The candidate will be furn-ished with she-ets of the blank rule-d paper which is sup-plied for the pur-pose, with in-struction that he is to write only on one side of the paper, and to answer in a clear and legible hand each of the questions against which a mark is placed, and to com-mence each answer by writing down the number of the question to which it relates in the margin. In answering Question 33, on the tenta-tive method of com- pass ad-justment, the candidate will be tested by Beall's com- pass devia-scope, and it will not therefore be necessary for him to give the written answer and sketche. A candidate for an extra master's certificate will not be required to answer the questions on the deviation of the com- pass on Form Exn. 7, but will be exa-mined by the sylla-bus and "com- pass devia-scope."
