The accounting period, which ends on Saturday, the 28th March, shall be and is hereby extended to Tuesday, the 31st idem.

The account for the period will include all receipts after bank hours on the 21st March, and during the week ending the 28th, as well as any amounts received up to the time when the bank closes on Tuesday, the 31st instant.

Officers who render four-weekly accounts will also extend their account to Tuesday, the 31st instant, so as to embrace all transactions from the closing of the bank on the 29th February to the 31st March.

If any bank receipts for moneys paid in on or before the 31st instant are received from sub-offices after copies of cash-books have been posted, officers are directed to enter all such receipts in a supplementary account, and to transmit a copy thereof to the Receiver-General on the same day.

The first ordinary account for the new year shall be for the period from the 1st to 4th April, both inclusive, and is only to contain such revenue as may have been paid to the Public Account subsequent to the 31st instant, or collected after bank hours on that date.

The first four-weekly account shall be for the period from the 1st to the 25th April, both inclusive.

Receivers are requested to take great care that the copies of their cash-books to be rendered during the current month are promptly posted.

By-laws of Hawera County Council regulating Traffic on Roads.

BY-LAWS of the County of Hawera, made in pursuance of the power conferred in that behalf by “The Counties Act, 1886,” and “The Public Works Act, 1894,” and “The Public Works and Government Railways Acts Amendment Act, 1895”; to come into force upon the 1st day of January, 1896:—

In these by-laws, if not inconsistent with or repugnant to the context,—

“ The county ” means the Hawera County as constituted under “ The Counties Act, 1886 ”:

“ The Council ” means the Hawera County Council:

“ County Clerk ” or “ Clerk ” means the Clerk of the Hawera County Council:

“ Road ” or “ public road ” means any road, street, thoroughfare, or way of a public nature, or used by the public as of right:

“ Public place ” means and includes every road, street, footpath, court, alley, or thoroughfare of a public nature, or open or used by the public as of right, and every reserve and place of recreation or resort so open or used:

“ Footpath ” or “ footway ” means a space formed or set apart on the side of any road or street or elsewhere for the use of the foot-passengers:

“ Chairman ” or “ County Chairman ” means the Chairman of the Hawera County:

“ Vehicle ” means and includes all classes of structures and machines on wheels drawn by any animal or animals, or drawn or propelled by locomotive or other power:

“ Tires ” means those portions of the wheels of vehicles which when used on an ordinary road come into contact with and bear uniformly upon the ground:

“ Cattle ” shall mean and include any horse, mare, gelding, colt, filly, and foal, and any bull, cow, ox, steer, heifer, and calf, and any ram, ewe, wether, and lamb, and any mule, ass, goat, boar, sow, or other pig:

“ Junker ” shall include a vehicle whereon logs or unsawn timber are commonly carried.

I.—Offences on Roads and Public Places.

Any person guilty of any of the following offences, nuisances, or neglects within the County of Hawera shall be liable to a penalty not exceeding five pounds sterling (£5) for each separate offence.

  1. No person shall drive or ride across any bridge upon any public road with any horse or with any vehicle faster than a walking pace.

  2. No person shall drive, lead, or take any cattle or horses across or upon any bridge upon any public road at a pace faster than a walking pace.

  3. No person shall use any road by the traction thereon of a junker unless the tire of each wheel thereof shall be at least twelve (12) inches in width.

  4. No person in charge of or driving any junker on a road shall allow or permit any portion of such junker when in motion other than the wheels, or any portion of the load thereon, to touch or come in contact with such road.

II.—Width of Tires of Wheels.

  1. The width of the tires of all vehicles using any road in the Hawera County shall be regulated in proportion to the load on such vehicle, not including the weight of such vehicle, according to the scale set forth in the First Schedule hereto; and every owner or driver or other person in charge of any vehicle on any such road the whole weight on which shall exceed that specified and provided for in the said First Schedule shall be liable to a penalty not exceeding five pounds sterling (£5).

  2. It shall be lawful for any person acting under the authority of the Council, or for any policeman or constable, to stop any vehicle affected by By-law No. II., 1, when on any such road, and to examine and measure the width of the tires of the wheels of such vehicle, and to measure and compute the weight of the load on such vehicle on the scale set forth in the Second Schedule hereto or otherwise; and every owner or driver or person in charge of such vehicle, after such measuring and examination shall have been lawfully required, refusing to permit such measuring or examination, or in any way hindering or obstructing the same, shall for any such offence be liable to a penalty not exceeding five pounds sterling (£5).

  3. Every owner, driver, or other person in charge of any vehicle conveying a greater weight than allowed by the scale set forth in the Second Schedule hereto shall prima facie be deemed guilty of an offence under By-law No. II., 1, hereof.

III.—Heavy Traffic on Roads.

“ Heavy traffic ” means,—

(a.) The transportation of any vehicle, engine, or machine which shall itself, or together with any thing or things being transported thereon, weigh more than one and a half (1½) tons avoirdupois to each pair of wheels.

(b.) The traction of any vehicle or thing by means of bullocks, notwithstanding that such vehicle or thing may separately or together with any load thereon weigh less than one and a half (1½) tons avoirdupois.

  1. Heavy traffic of all kinds shall cease during the months of May, June, July, August, and September.

  2. Before any vehicle which shall itself or together with any thing or things being transported thereon weigh more than three (3) tons avoirdupois to each pair of wheels shall go upon or pass over any bridge at or near the approaches to which the notice in the terms set forth at the foot hereof or in similar terms shall be posted, the driver or other person in charge of such vehicle shall first lay down on such bridge planks or ways of sufficient length and width, and not less than three (3) inches in thickness, for the purpose of distributing as equally as possible the weight of such vehicle over the whole surface of such bridge; and no such vehicle shall be taken upon or across such bridge save on ways or planks; and immediately after the passage of such vehicle over such bridge the driver or other person in charge of such vehicle shall remove such planks or ways.

Notice.

This bridge must not be used by any vehicle which shall itself, or together with any thing or things being transported thereon, weigh more than three (3) tons avoirdupois to each pair of wheels, save under By-law No. III., 2, of the Council’s by-laws.
