Transmission of “Delayed” Telegrams.
GLASGOW, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this eighth day
of November, 1895.
Present:
His Excellency the Governor in Council.
WHEREAS by Order in Council dated the twenty-second day of December, one thousand eight hundred
and eighty-five, and published in the New Zealand Gazette
of the thirty-first day of December, one thousand eight
hundred and eighty-five, certain regulations were made in
relation to “delayed” telegrams: And whereas it is expe-dient to revoke the said regulations, and in lieu thereof to
make the regulations hereinafter set forth:
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, acting by and with the advice and consent
of the Executive Council of the said colony, doth hereby
revoke the said recited regulations of the twenty-second day
of December, one thousand eight hundred and eighty-five,
and in lieu thereof doth hereby make the regulations set
forth in the Schedule hereto, prescribing the time and manner
of delivering delayed telegrams, and doth hereby declare
that this Order in Council and the regulations thereby made
shall have effect on and from the first day of December, one
thousand eight hundred and ninety-five.
SCHEDULE.
A “DELAYED TELEGRAM” is a telegram which is not to be de-livered free on arrival at its destination, but which shall be
posted not earlier than eight o’clock in the evening at the
post-office of the place where the terminal telegraph-office is
situated, or which, at places where there is no post-office
near the terminal telegraph-office, shall be delivered to the
addressee in accordance with the regulations for the time
being in force for the delivery of telegrams at the terminal
telegraph-office during such hours as may be fixed by the
Electric Telegraph Commissioner: Provided that no such
delivery shall be made during office-hours of the day of the
arrival of such telegram at the terminal office.
All telegrams presented for transmission as above must be
prepaid, and bear under the head of “Instructions” in such
telegrams the word “Delayed,” which must be filled in by the
sender at time of presentation, or otherwise such telegrams
will be treated as ordinary telegrams, and the rates on ordi-nary telegrams will be payable.
Delayed telegrams shall be subject to half the present
rates on ordinary telegrams, namely:—
For any number of words up to eighteen (inclusive s. d.
of address and signature) .. .. .. 0 6
For every additional word .. .. .. 0 0½
If any sum payable shall include the fraction of a penny,
then one penny shall be payable in lieu of such fraction.

Regulations under “The Unclassified Societies Registration Act, 1895.”

ORDER IN COUNCIL.
At the Government House, at Wellington, this eighth day
of November, 1895.

His Excellency the Governor in Council.
IN pursuance and exercise of the power and authority
conferred by “The Unclassified Societies Registration
Act, 1895,” I, David, Earl of Glasgow, the Governor of the
Colony of New Zealand, acting with the advice and consent
of the Executive Council of the said colony, do hereby make
the regulations set forth in the Schedule hereto respecting
registry and procedure under the said Act and the inspec-tion of documents kept by the Registrar under the said Act,
and prescribing the fees payable in respect thereof and
otherwise, and generally for the purposes of the said Act.
SCHEDULE.
REGULATIONS.

Every application to register a society under “The
Unclassified Societies Registration Act, 1895” (in these
regulations termed “the Act”), shall be in Form A of the
Schedule to the Act. -
With every application for registration under the
Act two copies of the rules of the applicant society shall be
furnished to the Registrar, who shall retain one copy as
evidence of the rules of the society in force at the date of
registration, and shall when forwarding the certificate of
registry return to the society the other copy, on which he
shall write the words “Rules accepted, copy kept,” followed
by his signature and the date thereof, and the seal of the
Friendly Societies’ Registry Office. -
Two copies of every amendment of the rules of a
society registered under the Act, duly passed in accordance
with its rules, shall be submitted to the Registrar by the
society, and the Registrar shall return to the society one of
the said copies, duly signed, dated, and stamped as provided
in regulation No. 2. -
There shall be a register to be called “The Register
of Unclassified Societies.” Such register shall contain the
particulars set forth in the Form No. 3 in the Appendix
hereto. -
With the application for registry the society shall for-ward to the Registrar the sum of twenty shillings, of which
ten shillings shall be returned in the event of registration
being refused on the ground that the society does not come
within the definition of an unclassified society as set forth in
section 2 of the Act. -
In case of doubt the Registrar may refer the rules sub-mitted with the application for registry to the Revising
Barrister for the time being under the Friendly Societies
Act, for his report as to whether the applicant society is
entitled to registration under the Act. Should the said
officer report that the society is not entitled to registration
under the Act by reason of certain provisions in its rules, it
shall be open to the society, after alteration of the rules
objected to, to renew its application for registry. With
such renewed application the society shall submit to the
Registrar two copies of rules as amended. There shall be
payable by the applicant society in respect of every such
report as aforesaid the fee of ten shillings, of which five
shillings shall be returned to the society if registration be
again refused. -
Should the Registrar, in exercise of the power conferred
by section 7 of the Act, alter the name of any society, notice
of any such alteration shall forthwith be given by him to
such society in the form or to the effect set forth in Form
No. 1 in the Appendix hereto. -
Notice of the cancellation by the Registrar of the certi-ficate of incorporation of a society shall be in the form or
to the effect set forth in Form No. 2 in the Appendix hereto.
Every such notice shall be published in the New Zealand
Gazette, and when so published shall be deemed to have been
duly given. Immediately after such publication the Regis-trar shall note on the Register the fact of such cancellation,
including in such note a reference to the Gazette. -
Every notice of change in the situation of the registered
office of a society registered under the Act shall be sent to
the Registrar within fourteen days after every such change,
to which notice shall be attached the seal of the corporation,
and the signature of the President or Secretary or other
principal executive officer. -
The following fees shall be payable for inspection of
the Register and for extracts therefrom:— s. d.

Take notice that it has been made to appear to me that the

under a name so nearly resembling that by which another
society is registered under “The Unclassified Societies Regis-tration Act, 1895,” as to be calculated to deceive, and that I
have accordingly altered the name of the said to
that of the , pursuant to the power conferred upon
me by the said Act.
