Officer Commanding District.
When circumstances prevent the attendance of a member of
the Permanent Staff at any parade, drill, or inspection held to
qualify for capitation, the Officers Commanding Corps at such
parades will be required to certify, as follows, to the number of
men present on parade, and will furnish a nominal roll of all
absentees on the back of the parade state:—

the above is a correct statement of the number present on the
parade, that the names of all absentees are correctly entered
on the back of the state, and that the drill was held in strict
compliance with the Volunteer Regulations.
