Inspector's directions to be carried out.
- Any person receiving a requisition or direction from an Inspector under these regulations shall, with due despatch, give effect to and carry out the same ; and if there be any information or document in the possession or power of any person which is required by an Inspector under these regulations, and asked for by him, the same shall be given by such person ; and, if the requisition so made or directions so given be not complied with, they shall be carried out by an Inspector at the owner's cost and expense, and such cost and expense may be recovered in any competent Court by and in the name of an Inspector.
PART B.—INTRODUCTION OF AUSTRALASIAN STOCK.
II. INTRODUCTION OF AUSTRALASIAN STOCK.
- General Provisions.
What shall be deemed a clean colony.
- Any Australasian Colony shall, as regards any particular kind of stock, be deemed a clean colony if the introduction of that kind of stock, or of stock of a different kind, but liable to be infected with the same disease, is not prohibited from such colony in terms of these regulations, or with respect to which there are no grounds for prohibiting the introduction of any such stock ; and no stock shall be introduced into this colony but from a clean colony.
What shall be deemed a clean Australian vessel.
- When the question is raised, with respect to any particular kind of stock, whether or not the vessel by which such stock are intended to be conveyed, or have been conveyed, is a clean Australian vessel, then it shall be held and deemed that such vessel is not a clean vessel,—
(1.) If any such vessel shall during the preceding three months have been in any port or place outside the Australasian Colonies ;
(2.) If any of such stock have been put on board such vessel at any port or place not being a port or place in a clean Australasian Colony ;
(3.) If within the then preceding three months such vessel shall have had on board any infected stock of the same kind, or stock of another kind but liable to be infected with the same disease or diseases as such first-mentioned stock ;
(4.) If such vessel shall within the then preceding three months have received on board any stock or skins, or any fodder or fittings, from a vessel which is not a clean Australian vessel.
And the exporter of stock shall, in every case, produce to the Inspector examining the same a declaration from the captain or agent of the vessel, in terms of Schedule V., that the vessel by which such stock are to be exported is a clean Australian vessel in terms of this regulation. And no stock shall be introduced but by a clean vessel, and in accordance with the regulations relating to foreign stock.
Diseased Australian stock, how to be disposed of.

If any Australian stock shall be found on arrival, or on being landed, to be actually affected with any of the diseases mentioned in Schedule I. hereto, such stock shall be destroyed ; and stock which have been in direct or indirect contact with or on the same land or vessel as such infected stock during the preceding three months shall be destroyed or otherwise disposed of as the Minister shall direct.

Miscellaneous Provisions.
Stock arriving from the undermentioned colonies are allowed to land (on complying with Regulation 17) as follows:—
Horses: All colonies, without quarantine.
Dogs: All colonies, without quarantine (see Regulation 17, last paragraph of subclause 4).
Sheep: Western Australia, prohibited ; all other colonies, without quarantine.
Cattle: Tasmania, without quarantine ; all other colonies, ninety days.
Swine: All colonies, without quarantine.
Goats, deer, and other ruminants, if intended for zoological or acclimatisation society: Tasmania, without quarantine; Western Australia, prohibited; all other colonies, ninety days.
Conditions on which Australian stock may be introduced.
- Australian stock arriving by a clean Australian vessel from a clean Australasian Colony, in terms of No. 14 of these regulations, may be admitted into this colony on the following conditions:—
(1.) Horses may be landed at the ports of Auckland, Gisborne, Napier, Wellington, Lyttelton, Dunedin, and Bluff on production of a declaration and certificate in terms of Schedule VI. if found, on inspection by a Customs officer or Inspector, to be free from disease ; but, if the declaration and certificate in terms of Schedule VI. be not produced, such horse or horses shall not be landed until the master
or agent of the vessel and the owner of such horses shall have made a declaration as aforesaid, and shall have paid to the Inspector examining them a fee of 5s. per head for inspection of such horses.
(2.) Swine, cattle, and other ruminants shall be landed at the ports of Wellington and Lyttelton only on production of a declaration and certificate in terms of Schedule VI. if found by an Inspector to be free from disease. No swine, cattle, or other ruminants will be allowed to land unless accompanied by a certificate from a veterinary surgeon in terms of Schedule VI.
(3.) Sheep may be landed at the ports of Auckland, Wellington, Lyttelton, Dunedin, and Bluff on production of a declaration and certificate in terms of Schedule VI. if found on inspection by an Inspector to be free from disease ; but, if the declaration and certificate in terms of Schedule VI. be not produced, such sheep shall not be landed until the master or agent of the vessel and the owner of such sheep shall have made a declaration as aforesaid, and shall have paid to the Inspector examining them a fee of 2s. 6d. per head, nor until they shall have been dressed as the Inspector shall direct.
(4.) Dogs may be landed at the ports of Auckland, Gisborne, Napier, Wellington, Lyttelton, Dunedin, and Bluff on production of a declaration and certificate in terms of Schedule VI. if found on inspection by a Customs officer or Inspector to be free from disease ; but, if the declaration and certificate in terms of Schedule VI. be not produced, such dogs shall not be landed until the master or agent of the vessel and the owner of such dogs shall have made a declaration as aforesaid, and shall have paid the Inspector examining them a fee of 5s. per head.
Provided, however, that all dogs arriving from any Australasian Colony in which foreign dogs are quarantined at any other than a Government quarantine-ground shall be deemed and dealt with as foreign dogs, or as the Minister shall direct.
Australian stock arriving in vessel not a clean vessel.
- Any Australian stock arriving by a vessel which is not a clean Australian vessel shall be deemed to be foreign stock, and shall be so treated.
Australian stock not to be transhipped without the written permission of an Inspector.
- No one shall within the waters of this colony transfer any Australian stock from any vessel to any other vessel without the written authority of an Inspector, and in accordance with such authority ; neither shall the master of any vessel allow any stock to stray from his vessel, nor to be removed therefrom, without the written authority of an Inspector.
Australian stock on a foreign vessel.
- No Australian stock shall be taken on board any foreign vessel except to be landed at a foreign port, and no person in charge of any foreign vessel shall allow any Australian stock not intended to be taken to any foreign port to be taken or to go on board such foreign vessel, and all Australian stock taken or being on board a foreign vessel shall be destroyed or treated and dealt with as foreign stock.
Foreign stock not to be put on board nor transhipped to an Australian vessel.
- No foreign stock, unless they shall have performed the quarantine hereby prescribed, and with respect to which all the other provisions of these regulations shall have been duly carried out, shall be put on board or transhipped to any Australian vessel; and if any foreign stock shall be brought by sea by an Australian vessel which shall not have performed the prescribed quarantine and been duly certified to be free from infection, then such stock shall, for the purpose of these regulations, be deemed to have been shipped at the place whence the same were originally brought, and such vessel shall for three months thereafter be held and deemed to be a foreign vessel.
PART C.—INTRODUCTION OF FOREIGN STOCK AND THINGS.
III. ANIMALS AND THINGS PROHIBITED.
- The importation to the colony of the following foreign animals and things is hereby prohibited, viz.:—
(1.) Cattle, sheep, and swine from all foreign countries and colonies other than Great Britain and Ireland, unless such have been fourteen days in Great Britain or Ireland.
(2.) All fodder and litter with which foreign animals have been in contact from any foreign colony or country, or from any foreign vessel.
IV. INTRODUCTION OF FOREIGN ANIMALS.
- The following foreign stock may be admitted to the colony subject to the regulations hereby made (see Regulation 38):—
(1.) Horses from any colony or country ;
(2.) Camels from any colony or country ;
