"Disease:" Any of the diseases mentioned in the Schedule I. hereto, and any other disease affecting stock, which the Governor shall hereafter, by Order in Council, declare to be a disease for the purposes of the said Act:

"Diseased stock:" All stock actually suffering from or affected with disease as hereinbefore defined:

"Dog:" Any dog, slut, or whelp of any breed or age:

"Fittings:" Any stall, stable, sheep-pen, cow- or cattle-house, horse-box, or other premises for keeping or confining stock; and any halters, brushes, clothes, buckets, or other articles or things whatsoever which shall have been brought into contact with any stock:

"Fodder:" Any hay, straw, grass, green crop, root, vegetable, grain, corn, litter, manure, or any other thing used for the food or litter of stock, or found with or about stock:

"Foreign:" As regards places, stock, vessels, or things—any place, port, stock, vessel, or thing, other than any Australasian place, port, stock, vessel, or thing:

"Horse:" Any horse, mare, gelding, colt, filly, foal, ass, or mule, or the carcase or any portion of the carcase thereof respectively:

"Imported stock:" Any stock arriving in the colony by sea:

"Infected place:" Any place, land, or premises defined by Order in Council or by an Inspector to be an infected place:

"Infected stock:" All stock not actually diseased which forms, or during the preceding three months has formed, part of a lot containing any diseased stock, or which has during the preceding three months been in contact with diseased stock or with stock dressed, dipped, or otherwise treated for the cure of any disease; but no stock shall be considered "infected stock" by reason only of forming part of a lot affected or infected with a disease to which such stock are not liable:

"Infected vessels or things:" Any vessel or thing with which any infected stock shall have come in contact within the three months preceding the date of arrival:

"Inspector:" The Chief Inspector, or any Inspector of Stock:

"Litter:" Any straw, or other bedding or litter, or any manure or other excreta with which stock shall have been in direct or indirect contact:

"Master:" The captain or other person in charge of any vessel:

"Minister:" Any member of the Executive Council of New Zealand for the time being having charge of the administration of "The Stock Act, 1893":

"Notice" means a notice in writing or in print, or partly in writing and partly in print, delivered personally, or by leaving the same at, or posting the same addressed to, the office or address of an Inspector, or at or to the usual or last-known place of abode in New Zealand of the stockowner or other person to be affected by such notice, or by affixing such notice at the homestead or other conspicuous and frequented place on the land of such stockowner or person:

"Owner:" Any owner or joint owner (other than a mortgagee not in possession) of stock, and any superintendent, overseer, agent, or carrier, and any master or captain of any vessel, and any consignee, and any person in possession or charge of any stock, conveyance, fodder, or fittings:

"Prescribed" means prescribed by any regulations under "The Stock Act, 1893":

"Quarantine-ground:" Any land, place, or vessel proclaimed by the Governor to be a quarantine-ground:

"Regulations:" The regulations for the time being in force:

"Sheep:" Any ram, ewe, wether, or lamb, and the carcase or any portion of the carcase thereof respectively:

"Ship's stock:" Any stock on board ship for the use of the passengers or crew, and any stock (including dogs) not intended to be introduced, nor to be transhipped:

"Stock:" All horses, cattle, and sheep, as hereinbefore respectively defined, and all goats, deer, llamas, antelopes, buffaloes, and other ruminants, dogs, and swine, of any age or sex, and the carcase or any portion of the carcase of any stock, and also all other animals and their carcases to which the Governor shall at any time, by Order in Council, declare that the provisions of "The Stock Act, 1893," or any of them, shall apply:

"Swine:" Any boar, barrow, sow, or pig of any age or breed, or the carcase or any portion thereof respectively:

"Vessel:" Any ship, steamer, lighter, launch, boat, punt, or ferry-boat:

"Waters:" Includes the waters of any tidal or navigable river, port, or harbour.

Introduction of infected stock, &c., prohibited.

  1. The introduction into this colony of any stock, articles, or things infected or likely to be infected with any disease is hereby prohibited; and the introduction of any carcase, skins, hair, wool, horns, hoofs, or other portion of any carcase brought from any colony other than a clean colony, or other than by a clean vessel, except as hereinafter provided, is also prohibited.

Veterinary surgeons not to act under regulations and for the owner.

  1. No veterinary surgeon shall perform any duties as such under these regulations with respect to any stock which are or have been under his professional treatment on behalf of the owner or consignee thereof.

Owner to give notice of arrival of stock.

  1. If any stock are brought by sea to a port or place in this colony, the owner thereof shall, prior to or within twenty-four hours after their arrival, give the Inspector at or near such port or place notice to the effect of Schedule II. hereto: Provided that the notice hereby required may be dispensed with if the master of the vessel by which such stock are brought make and deliver to the Customs officer first boarding his vessel a declaration to the effect of Schedule VI. or X. hereto, according as such stock are Australasian or foreign stock.

The whole expense re stock to be borne by owner.

  1. The owner of the stock shall pay all charges and expenses connected with the inspection, transporting, quarantining, housing, sustenance, disinfecting, dipping, dressing, veterinary, or other treatment of any stock from the time of their arrival in the waters of this colony until they are, as the case may be, released from detention or quarantine, transhipped, or otherwise disposed of; and the charges and expenses as set forth in Schedule XIII. hereto, together with all other expenses incurred, shall be payable on demand. The charges and expenses for transit, inspection, and dipping shall be calculated on the whole number of stock, and where there are more owners than one each owner shall pay on demand a proportionate share thereof.

All risks and loss to be borne by the owner.

  1. All loss sustained with respect to any imported stock while being conveyed to or from or whilst in quarantine, whether by accident or by sickness arising from natural causes, or contracted from other stock, or by the destruction, or detention, or quarantine, or dipping, or dressing of such stock to prevent the spread of disease, shall be borne by the owner of such stock, and no Inspector shall be liable for any loss or damage occasioned to any owner of stock by any act of such Inspector, unless such damage shall be occasioned by his wilful neglect or default.

No stock to be landed but on Inspector's permit.

  1. No person shall land or attempt to land, nor permit to be landed, any imported stock, nor any carcase, skin, or any other portion of the carcase of any stock, nor any fodder, fittings, nor clothes, nor other articles or things with which such stock have been in contact, or likely to have been in contact—although their introduction may not be prohibited—without the written permission of an Inspector to the effect of Schedule III. hereto, except Australasian stock, as provided by Regulation No. 17 hereof; and any Inspector of Stock, officer of Customs, or member of the Police Force may prevent the landing of stock about to be introduced, or detain any such stock which may have been newly introduced, by sea into this colony until these regulations have been complied with.

If Inspector is doubtful he may detain stock.

  1. If the Inspector at the port of arrival is doubtful as to the freedom of any stock from infection he may temporarily detain them on board ship, or remove them to some other vessel for a period not exceeding forty-eight hours, at the owners' expense, where they may be dressed or disinfected as the Inspector may direct.

Owner to receive notice when stock are ailing or about to be destroyed.

  1. When any stock are ailing or about to be destroyed under the above-named Act or regulations thereunder, notice thereof shall be given to the owner of such stock to the effect of Schedule IV. hereto.

How notices are to be given.

  1. Notices under these regulations may be either served personally on the person to whom such notice is required to be given, or left at his residence or place of business, or sent to him by registered letter through the post, or by affixing such notice at the homestead or other conspicuous and frequented place on the land of such stockowner or person.
