Rules and Regulations of the Printing and Stationery Department.
Wellington, 26th June, 1893.
THE following rules and regulations in connection with the Printing and Stationery Department have been approved by the Government.

ATTENDANCE.

THE hours of attendance shall be from 8.30 a.m. to 5.30 p.m., with an interval of one hour for dinner, except on Saturdays, when the hours shall be from 8.30 a.m. to 1 p.m. continuously. If during the parliamentary session it be found necessary to organize a staff of night-hands, the hours of attendance for such staff shall be from 6 p.m. to 2 a.m., one hour being allowed for supper; except on Saturdays, when the hours shall be from 1.30 to 5 p.m. An additional remuneration of 10s. per week shall be paid to members of the night staff. The hours of attendance for the clerical branch shall be the same as those observed in the Government Buildings.

Punctual attendance must be strictly observed, and continuance at work until the signal is given to cease. Time-keepers of the several branches are required carefully to note late arrivals and absentees, and to report them to the Superintending Overseer every morning by ten o'clock.
OVERTIME.
- If at any time attendance should be required earlier in the morning or later at night than usual, the extra time will be paid for as overtime, according to the scale set forth in Schedule A hereto.
ABSENCE.
- Any permanent employé who shall absent himself from the office during working-hours owing to any cause other than sickness must, not later than the following day, when feasible, report to his overseer, in writing or otherwise, the cause of his absence; and a record of the time lost shall be entered, for subsequent deduction from his salary, in a book to be kept for the purpose.
Should the alleged cause of absence be deemed frivolous, or should any employé be frequently absent without sufficient cause, it shall be the duty of the overseer to report the matter, through the Superintending Overseer, to the Government Printer, who may admonish or, in extreme cases, disrate the offender.
If in any case absence be caused by sickness, and extend beyond two days, the employé must apply for sick leave, and forward a medical certificate, at the earliest opportunity.
- Persons wishing to interview any of the employés during hours of attendance shall first communicate with either the Government Printer or the Superintending Overseer, either of whom may grant permission, unless in his opinion the work of the department is likely to be unduly interfered with. It shall be the duty of the overseer of any branch to see that the visits of strangers are neither too frequent nor unduly prolonged.
SICKNESS.
- In cases of sickness of members of the permanent staff, the Government Printer may, on receiving a certificate signed by a legally-qualified medical practitioner, specifying the ailment, and declaring the inability of any person to discharge his duties, grant to such person during the continuance of such sickness, but not for a longer period than three months, sick pay at the follow-
ing rate: For the first month, full salary; after the first month, half-salary. In the event of prolonged sickness, the Government Printer may submit such special case for the consideration of the Minister having control of the department.
- Any person guilty of practising imposition under the plea of sickness shall be subject to instant dismissal, disratement in rank, or reduction in salary, as the Minister may determine.
HOLIDAYS.

All public holidays will be granted to the permanent staff.

Should the attendance of a portion of the staff be necessary on holidays, an equal amount of time will be allowed for such attendance. Double pay will be allowed for working on Sundays, New Year's Day, Good Friday, and Christmas Day.
APPLICATIONS FOR LEAVE OF ABSENCE.
- Applications by permanent employés for leave of absence shall in all cases be made in writing by or through the Government Printer to the Minister of the department, and shall be accompanied by a statement showing the total length of absence of the employé from duty, from all causes, during the previous part of the same year. The Government Printer shall also, in all cases of application for leave of absence by any employé under him, make a special report (1) as to the general conduct of the employé during the previous portion of the year, and (2) as to the regularity or irregularity of attendance by the employé for the same period during the hours of attendance prescribed by the first regulation. But overseers, and readers on the permanent staff, shall be entitled without diminution of salary to two weeks' leave of absence in each year, at such time as the Government Printer may consider convenient.
LEAVE OF ABSENCE.

Any permanent employé absent from the office without such application having been made and granted shall, except in case of sudden illness, or other emergency as mentioned in section 4, be deemed to be absent without leave.

On application, leave of absence may be granted by the Minister of the department, on the recommendation of the Government Printer, to overseers and readers for a period not exceeding three months on full pay, and to others permanently employed for a period not exceeding two months on full pay, after ten years' continuous service in the department.

In cases of pressing necessity leave of absence may be granted for one week without deduction of salary to any person permanently employed, provided the circumstances under which the request is made are stated in writing, and are considered sufficient to justify the request being granted.
CLASSIFICATION, PROMOTION, AND DISRATING.

The officers permanently employed in the Printing and Stationery Department shall be grouped under three heads, termed the "General," "Clerical," and "Mechanical" divisions, as set forth in Schedule C; and such officers shall, subject to the annual Appropriation Act, be entitled to be paid severally the annual increases of salary set forth therein.

Every accrued increase of salary shall date from the first day of the financial year during which such increases may be voted by Parliament; but, in the case of promotion to a higher position, the increase shall take effect on the day of promotion.
