88 to a mining reserve; thence by said mining reserve and
a right line due north from the northernmost corner of Sec-
tion No. 22 to Section No. 54; thence by said Section
No. 54 to the road forming its eastern boundary; thence by
said road and its continuation past Sections Nos. 23 and 22
to the southernmost corner of Section No. 3; and thence by
Sections Nos. 3, 4, 5, 6, 7, 8, and 9.

ASHBURTON FACTORY DISTRICT.

All that area in the Canterbury Land District bounded
towards the north-west generally by the north-western
boundary-line of Section No. 6505 and that boundary-line
produced across the north branch of the Ashburton River,
and by Sections Nos. 4903 and 28667, the road forming the
north-eastern boundary of Section No. 10091, and by Section
No. 16480; towards the north-east generally by Sections
Nos. 18407, 25274, 25302, Reserves Nos. 2060 and 1770, a
line across the Railway Reserve and Main South Road to
Reserve No. 1496; by that reserve, Section No. 25108, and
the road forming the south-western boundaries of Sections
Nos. 24369 and 25104; towards the south-east generally by
Sections Nos. 18151, 15471, 14370, 13705, 10350, Reserve
No. 1119, Sections Nos. 6149, 7970, 9719, 14199, 14676, and
16373, and the north-western boundary-line of the last-
mentioned section produced to the Ashburton River; and
towards the south-west by the Ashburton River.

GREYMOUTH FACTORY DISTRICT.

All that area in the Nelson and Westland Land District
bounded towards the north generally by Section No. 223,
Cobden District, a right line being the production in a
westerly direction of the northern boundary of Section
No. 182; towards the east generally by the road forming
the eastern boundaries of Sections Nos. 182, 99, 98, 97, and
96, by Coal Creek, the Grey River, and the Omotumotu
Creek to the road forming the south-eastern boundaries of
Sections Nos. 1111, 1436, and 1496, Arnold District; thence
by that road and Section No. 1431, across a road, and by
Sections Nos. 1428, 1430, 1434, a road-line, and Sections
Nos. 1432, 1469, 1467, and 1470 to a point in line with the
southern boundary-line of Section No. 1466, Greymouth
District; thence towards the south generally by a right line
to and by that boundary-line, by Sawyer's Creek Road, and
Sections Nos. 1546, 1558, and 1528, and the northern boun-
dary-line of the last-mentioned section produced to the sea;
and towards the west generally by the sea.

information.

MY LORD,—Herewith I have the honour to enclose copies of
a Regulation, No. 1 of 1891, to restrain the sale and use of
firearms in Samoa.
This regulation adopts, without any alteration, the provi-
sions of the Final Act of the Berlin Conference with regard
to the restrictions on the sale and use of firearms, placing
British subjects, who have hitherto been subject to some-
what severer restrictions, on the same footing as other
nationals.

of Great Britain and Ireland Queen, Defender of the
Faith, Empress of India, &c.

A REGULATION (made in the name and on behalf of Her
Majesty by Her Majesty's High Commissioner for the
Western Pacific, under the provisions of the Western
Pacific Order in Council of 1879) to restrain the Sale and
Use of Arms and Ammunition in Samoa.

  1. WHEREAS by Article VII., section 1, of the Final Act of
    the Conference on Samoan Affairs, signed at Berlin on the
    14th June, 1889, by the Representatives of Her Majesty the
    Queen of the United Kingdom of Great Britain and Ireland,
    Empress of India, His Majesty the Emperor of Germany,
    King of Prussia, and the President of the United States, and
    assented to by Samoa as attested by a certificate signed by
    the King of Samoa, it is provided as follows:—
    "The importation into the islands of Samoa of arms and
    ammunition by the natives of Samoa or by the citizens or
    subjects of any foreign country shall be prohibited, except
    in the following cases:—
    "(a.) Guns and ammunition for sporting purposes, for
    which written license shall have been previously
    obtained from the President of the Municipal
    Council;
    "(b.) Small arms and ammunition carried by travellers
    as personal appanage.
    "The sale of arms and ammunition by any foreigner to
    any native Samoan subject or other Pacific Islander resi-
    dent in Samoa is also prohibited.
    "Any arms or ammunition imported or sold in violation of
    these provisions shall be forfeited to the Government. The
    Samoan Government retains the right to import suitable
    arms and ammunition to protect itself and maintain order;
