didates being stated by the Chairman, each candidate shall
be proposed by one member and seconded by another mem-
ber of the electing body. The Chairman at such meeting
of the electing body may be any person who would be
entitled or might be appointed to act as Chairman at the
ordinary meetings of such body.

  1. After the candidates for election have been proposed
    and seconded, the Chairman of the meeting shall call for
    votes by a show of hands for each candidate in order of
    proposal.

  2. The candidates getting the largest number of votes shall
    be elected.

  3. In the case of there being an equality of votes, the
    Chairman of the meeting shall have a casting-vote. Such
    Chairman shall have a casting-vote but not a deliberative
    vote.

  4. When such member has to be elected by two or more
    local governing bodies sitting together, the regulations afore-
    said, Nos. 1 to 5, shall apply, except that, on the meeting of
    such bodies for the purpose of conducting an election, they
    shall, unless otherwise provided by the special Act, proceed
    in the first instance to elect a Chairman.

  5. Where the members of a Harbour Board are required
    to be elected by a Chamber of Commerce: The Secretary to
    the Chamber of Commerce shall, on or before the 14th day
    of January in each year, cause to be made a list containing
    the names of every person who is a member of such Chamber
    of Commerce; such list shall be open for inspection at such
    Chamber of Commerce during office-hours on each day from
    the 15th day of January until the 20th day of January; and
    the Secretary to the Chamber may add to such list the name
    of any person who may prove to the satisfaction of such
    Secretary that he is entitled to be enrolled on such list, and
    has been omitted therefrom. The governing authority of
    the Chamber of Commerce for this purpose shall, at a special
    meeting to be held on a day subsequent to the 20th day of
    January and prior to the 1st day of February in each year,
    receive and adjudicate upon any written objections to the
    said list, or upon any written applications to be enrolled on
    the same. The decision of the said governing authority
    upon every such application and objection shall be final;
    and the said governing authority may at such special meet-
    ing alter or amend the list, and shall then approve the list
    with such alterations or amendments (if any), and the list as
    approved by the said governing authority shall be the roll of
    members entitled to vote at such election.

  6. Nominations in writing shall be received by the Secre-
    tary to the Chamber of Commerce up till noon on the first
    Monday in February next preceding a biennial election, or, in
    the case of an extraordinary vacancy, up till noon on a day
    seven clear days before the day fixed by the Chamber of
    Commerce as the date of the election. Such nominations
    shall be signed by two members of the Chamber of Commerce
    whose names appear on the rolls as qualified to vote at the
    election of the member nominated.

  7. In the event of no more persons being nominated than
    the number required to be then elected, the Secretary shall
    notify the fact to the Secretary of the Harbour Board.

  8. In the event of more persons being nominated than
    the number required to be then elected, a ballot shall be
    taken on the day of election, between the hours of 11 a.m.
    and 3 p.m., at a place to be fixed, and before a Returning
    Officer appointed, by the Chamber of Commerce, and in the
    manner provided by “The Regulation of Local Elections Act,
    1876,” except so far as the provisions of that Act are incon-
    sistent with these regulations. The Returning Officer shall
    report the result of the ballot to the Secretary to the
    Chamber of Commerce and the Secretary to the Harbour
    Board.

  9. Where members of a Harbour Board are required to be
    elected by the payers of dues: The Secretary to the Harbour
    Board shall, on or before the 14th day of January in each
    year, cause to be made a list containing the names of every
    person, firm, and company who or which has respectively,
    during the year ending the 31st December preceding, paid
    harbour dues to an amount sufficient to qualify such person,
    firm, and company to vote. Such list shall be open for
    inspection at the offices of the Harbour Board during office-
    hours on each day from the 15th day of January until the
    20th day of January; and the Secretary to the Board may
    add to such list the name of any person, firm, or company
    who or which shall, by the production of receipts or other
    proof satisfactory to such Secretary, show that such person,
    firm, or company is entitled to be enrolled on such list by
    reason of such payment of dues, and has been omitted
    therefrom. The Harbour Board, at a special meeting to be
    held on a day subsequent to the 20th day of January and
    prior to the 1st day of February in each year, shall receive
    and adjudicate upon any written objections to the said list,
    or upon any written applications to be enrolled on the same.
    The decision of the Harbour Board upon every such applica-
    tion and objection shall be final; and the Harbour Board
    may at such special meeting alter or amend the list, and
    shall then approve the list with such alterations or amend-
    ments (if any); and the list as approved by the Harbour
    Board shall be the roll of such electors for that year.

  10. Where members of a Harbour Board are required to
    be elected by the owners of ships: The Collector of Customs
    at the port or ports under the jurisdiction of the Harbour
    Board shall, on or before the 14th day of January in each
    year, forward to the Secretary to the Harbour Board a list,
    certified by his signature, of every owner of a ship who was
    qualified according to the requirements of the special Act
    affecting the Harbour Board to be an elector on the 31st day
    of December then next preceding; and such certified list
    shall be the roll of electors for that year; and a copy thereof
    shall be open for inspection at the offices of the Board during
    office-hours after the 14th day of January.

  11. Nominations in writing shall be received by the Secre-
    tary to the Board up till noon on the first Monday in
    February next preceding a biennial election, or, in the case
    of an extraordinary vacancy, up till noon on a day seven
    clear days before the day fixed by the Harbour Board as the
    date of the election. Such nominations shall be signed by
    two electors whose names appear on the rolls as qualified to
    vote at the election of the member nominated, or by two
    persons similarly qualified under section 36 of “The Har-
    bours Act, 1878,” to represent a firm or company whose
    name appears on the rolls.

  12. In the event of no more persons being nominated than
    the number required to be then elected, the Secretary shall
    by advertisement declare such person elected.

  13. In the event of more persons being nominated than
    the number required to be then elected, a ballot shall be
    taken on the day of election, between the hours of 10 a.m.
    and 4 p.m., at a place to be fixed, and before a Returning
    Officer appointed, by the Harbour Board, and in the manner
    provided by “The Regulation of Local Elections Act, 1876,”
    except so far as the provisions of that Act are inconsistent
    with these regulations.

Constituting Districts under “The Factories Act, 1891.”

ONSLOW, Governor.

ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this sixth
day of January, 1892.

Present:

THE HONOURABLE THE PREMIER PRESIDING IN COUNCIL.

WHEREAS by “The Factories Act, 1891” (hereinafter
termed “the said Act”), it is enacted that the
Governor may from time to time divide New Zealand, or
any portion thereof, into such districts as he shall think fit,
and notice of the constitution of every such district shall be
given in the Gazette as occasion requires:

Now, therefore, I, William Hillier, Earl of Onslow, the
Governor of the Colony of New Zealand, in pursuance and
exercise of the power and authority conferred upon me by
the said Act, do hereby divide the portions of the said colony
enumerated in the Schedule hereto into districts for the pur-
poses of the said Act, the descriptions and boundaries
whereof shall be those set forth in the Schedule hereto;
and I do hereby declare that for the purposes of the said
Act each of such districts shall be known by the name set
over the description of each such district respectively.

SCHEDULE.

ONEHUNGA FACTORY DISTRICT.

All that area in the Auckland Land District bounded
towards the east generally by Frederick Street, from Hills-
borough Bay, by Carlton Street, Hillsborough Road, and by
School Road; towards the north generally by Selwyn Place,
the Pah Road, Auckland-Onehunga Road, Section No. 54
(recreation reserve), and by part of Section No. 11 (education
reserve) to its eastern corner; thence by a right line to the
western corner of Section No. 14, by Section No. 14 and
part of Section No. 15 to its south-east corner; towards the
north-east by the Great South Road and the Main South
Railway-line; and towards the south by the waters of the
Manukau Harbour.

PATEA FACTORY DISTRICT.

All that area in the Taranaki Land District bounded
towards the north-west generally by Section No. 59, Block
VI., Carlyle Survey District, and the production of the
south-east boundary-line of that section to the ocean, across
a road-line, and by Sections Nos. 495, 501, and 502; towards
the north by Sections Nos. 547 and 503 to the southernmost
corner of that section; thence by a right line to the southern-
most corner of Section No. 136, Block VII., and by that
section and by a road-line bounding that section, Sections
