CHANGE OF FORM AND COLOUR OF BUOYS AND BEACONS IN VICTORIAN PORTS AND CHANNELS.

REFERRING to Notice to Mariners, published on the 6th February, 1889, notice is hereby given that the universal system of buoyage adopted by the Corporation of the Trinity House, London, will be introduced into Victorian ports at the times herein set forth.

The term “starboard-hand” shall denote that side which would be on the right hand of the mariner, either going with the main stream of flood or entering a harbour, river, or estuary from seaward; the term “port-hand” shall denote the left hand of the mariner under the same circumstances.

Buoys showing the pointed top of a cone above water shall be called “conical,” shall be painted red, and shall always be called starboard-hand buoys, as above defined.

Buoys showing a flat top above water shall be called “can,” shall be painted black, and shall always be port-hand buoys, as above defined.

Buoys showing a domed top above water shall be called “spherical buoys,” and when used to mark middle-grounds shall always be distinguished by horizontal stripes of white colour.

Surmounting-beacons, such as staff and globe, &c., shall always be painted of one dark colour.

Staff and globe shall only be used on starboard-hand buoys; staff and cage on port-hand; diamonds at the outer ends of middle-grounds, and triangles at the inner ends.

Buoys for marking submarine-telegraph cables shall be painted green, with the word “Telegraph” painted thereon in white letters. Mooring-buoys shall be continued as heretofore. Gas buoys shall be painted of a red or black colour, to correspond with the side of the channel on which they may be moored.

The buoyage of the West, South, and Geelong Channels will be altered to conical and can-shaped buoys.

The buoyage of Sorrento and Cole’s Channel, in Port Phillip Bay, also of Western Port, Port Albert, and Corner Inlet, will remain of the same shape as heretofore, but all starboard-hand buoys or beacons shall be painted of a red colour, and all port-hand buoys or beacons shall be painted black.

The change of buoyage will be made at the several ports and channels during the months and years as follows: Western Port, September, 1891; Port of Port Albert, October, 1891; Port of Geelong, and entrance thereto from Port Phillip, November, 1891; West Channel, Port Phillip, February, 1892; Port of Corner Inlet, March, 1892; South Channel, Port Phillip, June, 1892.

Buoying and marking of Wrecks: All buoys and topsides of vessels used for marking wrecks shall be painted green, with the word “Wreck” painted thereon in white letters, and, when practicable, shall be moored near to the side of wreck which is next to mid-channel.

When a wreck-marking vessel is used it shall exhibit by day three balls 20ft. above the level of the sea, two placed vertically at one side of the vessel, and one on the other side, the single ball being on the side nearest to the wreck; and by night three fixed white lights, similarly arranged, but not the ordinary riding-light.

Te Makarini Scholarships, held at Te Aute College, Hawke’s Bay.

THREE scholarships of the yearly value of £35, tenable for two years, are offered for competition. One of these scholarships, to be called the senior scholarship, is open to all Maoris under sixteen years of age at the end of the month preceding the date of the examination; the other two scholarships are junior scholarships, and are open to all Maoris under fifteen years of age at the end of the month preceding the date of the examination, who have not been pupils at Te Aute or St. Stephen’s, and whose attendance at school during the previous year is considered by the Inspector of Native Schools to have been satisfactory. The senior scholarship is offered for competition among Maori boys, on the conditions laid down in the regulations of the Trustees of the Te Makarini Scholarships Fund, as printed in the Native Schools Code, 1886, and in the supplementary regulations that have been sent out to all teachers. Candidates for the junior scholarships will be examined in the subjects specified for Standard IV. in the Native Schools Code, 1886. The questions set will, however, be more difficult than those given at the standard examinations. The examination will be held at convenient centres on the 21st and 22nd December, 1891.

Candidates must, either directly or through their teachers, send notice to the Inspector of Native Schools, Education Department, Wellington, of their intention to present themselves for examination. Such notice must be posted not later than the 31st October next.

Copies of the regulations and forms of notice may be obtained from teachers of Native schools and boarding institutions, the Secretaries to Education Boards, or the Secretary for Education.

Native Land Court Notices.

Notice of Time and Place for inspecting Plan after Interlocutory Order.—Opouwhero Block.

Gisborne, 9th October, 1891.

WHEREAS at a Court held at Waiomatatini on the 19th day of January, 1885, and following days, an order was made respecting the aforesaid block of land, that the names of Epiniha Hautupa and others should be registered as the owners thereof, and that a certificate of their title thereto should be made and issued when a proper survey should be made: Now notice is hereby given that the plan of such survey will be deposited for inspection at the Courthouse of the Native Land Court at Waiomatatini, on the 13th day of November, 1891.

If any person is desirous of making objections to the boundaries of the said block as defined by the said plan, he must give notice thereof to the Court, stating the grounds of
