other powers enabling him in this behalf, His Excellency the Right Honourable William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, acting with the advice and consent of the Executive Council of the said colony, doth hereby revoke the regulations made under the said Act by Order in Council bearing date the eleventh day of February, one thousand eight hundred and ninety-one, and published in the New Zealand Gazette of the fifth day of March of that year, and in lieu thereof doth hereby make the regulations and fix the scale of charges set forth in the Schedule hereto as the regulations to be observed and the charges to be demanded and received respectively for the use of Government telephones at bureau stations; and it is hereby declared that this Order in Council shall come into force and take effect on the day of publication hereof in the New Zealand Gazette.
SCHEDULE.
REGULATIONS.
A BUREAU station means any ordinary telegraph station connected by telephone with an exchange, and includes any station so connected.
The following are the charges to be paid by the public for the use of Government telephones wherever established in the colony at a bureau station:—
Where the line used is not more than six miles long, a uniform charge of 6d. for the use of same for any period not exceeding three minutes, and a further charge of 6d. for every additional three minutes or portion of three minutes.
Where the line used is over six miles long, the charges are 1s. for the use of the same for any time not exceeding three minutes, and a further charge of 1s. for every additional three minutes or portion of three minutes.
The above regulation as to time (three minutes) shall only apply to bureau stations within the limits of a town where an exchange is situated.
For bureau stations outside the limits of a town the charge will be for the first six minutes, and every additional six minutes or fraction of six minutes.
Messages telephoned by subscribers through an exchange to a bureau station, or from a bureau station to a subscriber by a subscriber, will be charged half the above rates.
When a message to the effect that any person is required at a telephone is delivered by the department from a bureau station, 3d. will be charged for delivery within the ordinary circuits of delivery. These charges must be paid by the sender.
Messages outside the limits described above are subject to special charges for delivery, according to the extra expense thereby incurred.

Validating certain Proceedings of the Akaroa Licensing Committee.

ORDER IN COUNCIL.
At the Government House, at Wellington, this eleventh day of August, 1891.

His Excellency the Governor in Council.
WHEREAS by the two hundred and twenty-seventh section of “The Licensing Act, 1881” (hereinafter termed “the said Act”), it is enacted that if, through any accidental or unavoidable impediment, misfeasance, or omission, anything required by the said Act to be done is omitted to be done, or is not done within the time fixed, the Governor in Council may take all such measures as may be necessary for removing such impediment or rectifying such misfeasance or omission, and may validate anything which may have been irregularly done in matter of form, so that the intent and purpose of the said Act may have effect: And whereas the Committee appointed for the Akaroa Licensing District failed to elect a Chairman at the time when the said Committee met for the purpose of electing a Chairman: And whereas His Excellency the Governor of the Colony of New Zealand did, by Order in Council bearing date the twenty-fourth day of June, one thousand eight hundred and ninety-one, fix and appoint Friday, the third day of July ultimo, and the Courthouse at Akaroa, as the time and place at which the Committee appointed for the Licensing District of Akaroa should meet for the purpose of electing a Chairman of such Committee: And whereas, in ignorance of the issue of the said Order in Council, the said Committee met on the twenty-fifth day of June, one thousand eight hundred and ninety-one, and elected Mr. John Dennett Bruce as Chairman of the said Committee, and also granted renewals of several publican’s licenses: And whereas on the third July ultimo the said Committee again met and re-elected the said John Dennett Bruce as such Chairman as aforesaid, in compliance with the terms of the said Order in Council: And whereas it appears expedient to validate certain of the said proceedings so irregularly taken as aforesaid:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, in exercise of the powers conferred by the said Act, and acting with the advice and consent of the Executive Council of the said colony, doth hereby order and declare that, notwithstanding the irregularities aforesaid, the election as such Chairman as aforesaid of the said John Dennett Bruce, on the twenty-fifth day of June aforesaid, shall be deemed to be and to have been valid and effectual, and no act or proceeding of the said Committee at such meeting of the twenty-fifth day of June last shall be set aside or called in question by reason only that the Chairman of such Committee was irregularly elected.

Kihikihi Town Board subject to “The Public Bodies’ Powers Act, 1887.”

At the Government House, at Wellington, this eleventh day of August, 1891.

WHEREAS the Kihikihi Town Board, being a leasing authority within the meaning of “The Public Bodies’ Powers Act, 1887” (hereinafter termed “the said Act”), has requested that these presents should issue, and it appears expedient to make the order hereinafter contained:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, in exercise and pursuance of the powers conferred upon him by the said Act, and by and with the advice and consent of the Executive Council of the said colony, doth hereby order and declare that the Kihikihi Town Board shall, as from the date of publication hereof in the New Zealand Gazette, be subject to the provisions of the said Act.

Vesting a Reserve in the Ashburton County Council.

ORDER IN COUNCIL.
At the Government House, at Wellington, this eleventh day of August, 1891.

WHEREAS the land mentioned in the Schedule hereto was reserved for river-conservation purposes: And whereas it is expedient that the said land should be vested in the Ashburton County Council:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, and in exercise of the powers and authorities vested in him by the fourth section of “The Public Reserves Act, 1881,” doth hereby declare that, from and after the day of the date hereof, the reserve mentioned in the Schedule hereto shall become vested in the Chairman, Councillors, and inhabitants of the Ashburton County, in trust, for river-conservation purposes.
SCHEDULE.
ALL that parcel of land in the Land District of Canterbury, containing by admeasurement 27 acres 2 roods, more or less, being Section No. 2905 (in red), situate in Block X., Alford Survey District. Bounded north-eastward by the south branch of the River Ashburton; south-eastward by Section No. 25144; and south-westward by the road forming the north-east boundary of Section No. 29819: as the same is delineated on the map deposited in the District Survey Office, Christchurch.
