Blenheim Subdivision exempted from Wool-branding Sheep,
under "The Sheep Act, 1890."—Notice No. 313.

ORDER IN COUNCIL.
At the Government House, at Wellington, this third day
of February, 1891.
Present:
His Excellency the Governor in Council.
WHEREAS a petition has been presented to His Excel-
lency the Governor, signed by a majority of the
owners of sheep in the Blenheim Subdivision of the Marl-
borough Sheep District (representing the ownership of not
less than two-thirds of the total number of sheep in the said
subdivision), requesting that such subdivision may be ex-
empted from the operation of section sixty-seven of "The
Sheep Act, 1890:" And whereas it appears expedient to
grant the prayer of the said petition:
Now, therefore, His Excellency the Right Honourable
William Hillier, Earl of Onslow, the Governor of the Colony
of New Zealand, in pursuance and exercise of the powers
conferred by "The Sheep Act, 1890" (hereinafter termed
"the said Act"), and acting by and with the advice and
consent of the Executive Council of the said colony, doth
hereby order and declare that the Blenheim Subdivision of
the Marlborough Sheep District, as defined under the said
Act, shall be exempt from the operation of section sixty-
seven of the said Act; and it is hereby declared that this
Order in Council shall come into force upon the publication
thereof in the New Zealand Gazette.

Landing-places appointed.
ONSLOW, Governor.
IN exercise of the powers in me for this purpose vested by
"The Customs Laws Consolidation Act, 1882," I, Wil-
liam Hillier, Earl of Onslow, the Governor of the Colony of
New Zealand, do hereby appoint that, from and after the
date hereof, the wharves known as
THE QUEEN'S WHARF,
JERVOIS QUAY (as far as the 35-ton crane),
THE WOOL JETTY,
THE RAILWAY WHARF, and
THE WHARF CONNECTING THE WOOL JETTY AND RAIL-
WAY WHARF AT THEIR HEADS,
shall be deemed and taken to be legal landing-places at
the Port of Wellington for the lading and unlading of goods,
under "The Customs Laws Consolidation Act, 1882."
As witness the hand of His Excellency the Governor,
this thirty-first day of January, one thousand
eight hundred and ninety-one.

Regulations under "The Coal-mines Act Amendment Act, 1890."
ONSLOW, Governor.
WHEREAS by "The Coal-mines Act Amendment Act,
1890" (hereinafter termed "the said Act"), it is
enacted that it shall be lawful for the Governor from time
to time to make, alter, or revoke regulations for, inter alia,
prescribing the terms and conditions for the issue of certi-
ficates of competency for the office of manager of a mine,
and for regulating the examinations to be held with respect
to the necessary knowledge and requirements in working
a mine, and for regulating the examinations with respect to
the necessary knowledge of persons in charge of working-
gear or winding-machinery for letting down or bringing up
persons from any shaft, pit, or mine, and for the purpose of
ascertaining the fitness of any person applying for any such
certificate as aforesaid: And whereas it is expedient to make
the regulations hereinafter set forth:
Now, therefore, I, William Hillier, Earl of Onslow, the
Governor of the Colony of New Zealand, in exercise of the
power and authority conferred by the said Act, do hereby
make the following regulations; and do declare that such
regulations shall come into force on the sixth day of
February, one thousand eight hundred and ninety-one.
REGULATIONS MADE UNDER "THE COAL-MINES ACT AMEND-
MENT ACT, 1890."
Mine Manager.
- THE Board of Examiners appointed under "The Coal-
mines Act Amendment Act, 1890" (hereinafter termed "the
Board"), shall examine, or cause to be examined, on the
subjects hereinafter specified, applicants for certificates as
mine managers, first and second class. At all meetings of
the Board three shall form a quorum.
The said Board may appoint supervisors from time to time
to conduct such examinations, and shall grant certificates, in
the form set forth in Schedules A, B, C, D, and E hereto
annexed, to such persons as shall have passed the prescribed
examinations and shall have produced certificates of charac-
ter which shall be satisfactory to the Board.
Every application for examination for a certificate as a
mine manager shall be made in writing under the hand of
the applicant to the Secretary of the Board of Examiners,
Mines Department, Wellington, accompanied by a fee of
£1 sterling, together with a certificate that the applicant
