New County of Stratford divided into Ridings, &c.

A PROCLAMATION.

I N exercise and pursuance of the powers and authorities vested in me by “The Counties Act, 1886,” and “The Stratford County Act, 1890,” I, William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, do hereby divide the new County of Stratford, as constituted by the said Acts, into five ridings, to be called the North Riding, the East Riding, the South Riding, the West Riding, and the Central Riding, and declare that the boundaries thereof shall be those set forth under the names of the said ridings respectively in the Schedule hereto.

And I do hereby declare that the number of members to be elected for each of the said ridings shall be as follows: For the North Riding, one member; for the East Riding, one member; for the South Riding, one member; for the West Riding, one member; and for the Central Riding, two members.

And I do further declare that Friday, the nineteenth day of December, one thousand eight hundred and ninety, shall be the day upon which the election of the first Council of the said County of Stratford shall take place; and that Saturday, the twenty-seventh day of December, one thousand eight hundred and ninety, at two o’clock in the afternoon, shall be the time, and the Town Hall at Stratford shall be the place, at which the first meeting of the said Council shall be held.

SCHEDULE.
RIDINGS OF STRATFORD COUNTY.

North Riding.—Comprises all that portion of Stratford County bounded towards the north-west and north by Taranaki County, from Mount Egmont to the Makino Stream; thence towards the south-east by the said Makino Stream to the western boundary-line of Section No. 14, Block XI., Huiroa Survey District; thence towards the east by the said Section No. 14, and Sections Nos. 25, 26, and 27, Block XV., to Section No. 16 of the last-named block; thence again towards the north by the said Section No. 27 to the eastern boundary-line of the said Section No. 16; thence again towards the east by the eastern boundary-line of Section No. 16 aforesaid, and the eastern boundary-lines of Sections Nos. 15 and 14 of the said Block XV. to Section No. 8; thence towards the south by the said Section No. 8 and Section No. 9; again towards the east by the last-mentioned section to Ahuroa Road; thence again towards the south by that road to a point opposite to the north-western corner of Section No. 16, Block III., Ngaiere Survey District; thence again towards the east by a line across the said Ahuroa Road to the north-western corner of the said Section No. 16; thence by that section and Sections Nos. 17 and 18 to Section No. 1 of the said Block III.; thence again towards the south by the said Section No. 1, and Sections Nos. 112, 111, 110, 109, 108, 13, 11, 9, 8, 7, and 6, Block II., Ngaiere Survey District, to the Town District of Stratford; thence towards the west and south-east and again towards the east by the said Town District of Stratford to the Patea River; thence towards the south-west by the said Patea River to its source; and thence by a right line to Mount Egmont.

East Riding.—Comprises all that portion of Stratford County bounded towards the north and north-west by Clifton County; towards the south-east by Wanganui County and Waitotara County; towards the south by Patea County to the Patea River; thence towards the south-west generally by the said Patea River to the Town District of Stratford; thence again towards the south-west by the said Town District of Stratford; towards the south-east and towards the west by the Town District of Stratford aforesaid; again towards the north and again towards the west and north-west by the North Riding, hereinbefore described.

South Riding.—Comprises all that portion of Stratford County bounded towards the north-west and south-west by the Town District of Stratford, from Brecon Road to the left bank of the Patea River; thence towards the north and north-east generally by the East Riding, hereinbefore described; towards the south by Hawera County to Section No. 78, Block V., Ngaiere Survey District; thence towards the west by the said Section No. 78 and Section No. 75 to the Waingongoro; thence again towards the north by the left bank of that river to the eastern boundary-line of Section No. 20 of the said Block V.; thence again towards the west by the said Section No. 20 and Section No. 2 to the southern boundary-line of Section No. 5 of the said Block V.; thence again towards the north by the last-mentioned section and Section No. 8; again towards the west by the said Section No. 8; again towards the north by Sections Nos. 11, 13, and 15; again towards the west by the last-mentioned section to Brooke’s Road; thence again towards the south by Brooke’s Road to Brecon Road.; and thence again towards the south-west by the said Brecon Road to the Town District of Stratford.

West Riding.—Comprises all that portion of Stratford County bounded towards the north-east by the North Riding, hereinbefore described; towards the east by the Town District of Stratford and the South Riding, hereinbefore described; towards the south-east generally by the said South Riding; and towards the south and west by Hawera County.

Central Riding.—Comprises all that portion of Stratford County known as the Town District of Stratford, as described in the New Zealand Gazette No. 68, 3rd December, 1885.

Given under the hand of His Excellency the Right Honourable William Hillier, Earl of Onslow, of Onslow in the County of Salop; Viscount Cranley, of Cranley in the County of Surrey; Baron Onslow, of Onslow in the County of Salop, and of West Clandon in the County of Surrey; Baron Cranley, of Imbercourt; Baronet; Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George; Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at the Government House, at Wellington, this twenty-second day of November, in the year of our Lord one thousand eight hundred and ninety.

Arrangements for First Elections, &c., New County of Stratford.

H IS Excellency the Governor has been pleased to appoint

SYDNEY HENRY JAMES, Esq.,

to be the person to make up electors’ rolls for each of the ridings of the new County of Stratford, as constituted under “The Counties Act, 1886,” and “The Stratford County Act, 1890;” also to appoint the said

SYDNEY HENRY JAMES, Esq.,

to be the Returning Officer to conduct the first elections of members of the County Council for each of the ridings of the said County of Stratford; and also to appoint the said

SYDNEY HENRY JAMES, Esq.,

to be the Clerk of the Stratford County Council, for the purpose of presiding at the first meeting of the said Council.
