Result of Poll for Proposed Loan, County of Geraldine.

T HE following notice, received from the Chairman of the
Geraldine County Council, is published in accordance
with "The Local Bodies' Loans Act, 1886."

LOAN FOR WAITOHI FLAT WATER-SUPPLY DISTRICT.
Result of poll on a proposal of the Geraldine County
Council to borrow the sum of £3,000 from the Government
for the purpose of a water-supply for the Waitohi Flat
Water-supply District, taken at Waitohi Flat, on Friday,
the 31st October, 1890:—
Number of ratepayers who voted 34, out of a possible 50;
number of votes recorded 75, out of a possible 101; number
of votes for the proposal, 64; number of votes against the
proposal, 5; informal, 1; under protest, 5.
As a majority of the number of ratepayers voted in favour
of the proposal, and the number so voting are entitled to
more than one-half of the number of votes that can be
exercised by the whole number of ratepayers, I do hereby
declare that the vote is carried.

SPECIAL ORDER passed by the Waimata Road Board, at
a Meeting held on Saturday, the 1st November, 1890.
RESOLVED, That the provisions of "The Local Bodies' Loans
Act, 1886," be adopted generally within the Waimata Road
Board District.
I hereby certify that the above special order has been
duly passed in conformity with the provisions of "The Road
Boards Act, 1882," relating to such special orders.

Arrangements for First Elections, &c., New County of Waiapu.

to be the person to make up electors' rolls for the Ridings of
Matakaoa, Awanui, Piritarau, Waipiro, and Tokomaru, in the
new County of Waiapu, as constituted under "The Counties
Act, 1886," and "The Waiapu County Act, 1890;" also to
appoint
THOMAS BEATTIE
to be the Returning Officer to conduct the first election of
one member of the County Council of the said County of
Waiapu for the Matakaoa Riding; also to appoint the said
WILLIAM HARDING
to be the Returning Officer to conduct the first election of
one member of the said County Council for the Awanui
Riding; also to appoint
JOSHUA JOHNSTON
to be the Returning Officer to conduct the first election of
two members of the said County Council for the Piritarau
Riding; also to appoint
SYDNEY DODESHUN
to be the Returning Officer to conduct the first election of
one member of the said County Council for the Waipiro
Riding; also to appoint
PHILIP HENRY CLEMANCE
to be the Returning Officer to conduct the first election of
one member of the said County Council for the Tokomaru
Riding; also to appoint Friday, the 19th day of December,
1890, to be the day upon which such first election of mem-
bers of the Council of the said County of Waiapu shall be
held; also to appoint Saturday, the 27th day of December,
1890, at 2 o'clock in the afternoon to be the time, and the
Courthouse, Awanui, to be the place, at which the first meet-
ing of the said County Council shall be held; and also to
appoint the aforesaid

to be the Clerk of the Waiapu County Council, for the pur-
pose of presiding at the aforesaid first meeting.

receive, free from prepayment of postage, for a period of nine
months from that date, letters and packets, and also to frank
telegrams, on business of census or agricultural statistics
only.

Declaration between Great Britain and France as to Dis-
posal of Proceeds of Wrecks.

I T is hereby notified that the stipulations of the following
declaration between the Government of the United
Kingdom of Great Britain and Ireland and the Government
of the French Republic, with reference to the disposal of the
proceeds of wrecks on their respective coasts, have, in accord-
ance with the proviso to Article VI. thereof, been made
applicable to New Zealand.

DECLARATION BETWEEN THE GOVERNMENT OF THE UNITED
KINGDOM OF GREAT BRITAIN AND IRELAND AND THE GO-
VERNMENT OF THE FRENCH REPUBLIC WITH REFERENCE
TO THE DISPOSAL OF THE PROCEEDS OF WRECKS ON
THEIR RESPECTIVE COASTS.
The Government of Her Majesty the Queen of the United
Kingdom of Great Britain and Ireland, Empress of India,
and the Government of the French Republic, desiring to
regulate by a new agreement questions relative to the dis-
posal of the proceeds of wrecks on the coasts of the two
States, have agreed to replace the declaration signed at
London on the 16th June, 1879, by the following arrange-
ments:—
ARTICLE I.
When any ship belonging to the subjects of one of the two
contracting States is wrecked or stranded on the coast of the
other, the competent local authorities shall, with as little
delay as possible, bring the fact to the knowledge of the
Consul-General, Consul, Vice-Consul, or Consular Agent
nearest to the spot where the wreck or stranding has taken
place.
ARTICLE II.
All operations relative to the salvage of British ships which
may be wrecked or stranded on the coasts of France shall
be directed by the Consuls-General, Consuls, Vice-Consuls,
or Consular Agents of Great Britain, and, reciprocally, the
French Consuls-General, Consuls, Vice-Consuls, and Consular
Agents shall direct all operations relative to the salvage of
ships of their nation wrecked or stranded on the coasts of
Great Britain.
ARTICLE III.
If the owners of the ship and cargo, or their duly-autho-
rised representatives, shall be present and shall claim it, the
Consuls-General, Consuls, Vice-Consuls, and Consular Agents
shall hand over to them the conduct of the salvage opera-
tions after requiring the deposit of the ship's papers, as well
as the reimbursement of the expenses already defrayed, and
a sufficient guarantee for those incurred before the opera-
tions were handed over, and which may not have been
already settled.
ARTICLE IV.
The intervention of the local authorities shall only take
place in the two countries for the purpose of assisting the
consular authority, of maintaining order, of securing the
interests of the salvors if they are strangers to the ship-
wrecked crews, and of assuring the due execution of the
arrangements to be carried out for the entry and departure
of the merchandise saved.
