THE following special order, made by the Richmond Town Board, is published for general information.

SPECIAL ORDER made by the Richmond Town Board, at a Meeting held on Friday, the 14th February, 1890.
THAT, for the purpose of securing payment of the sum of Β£600 granted to the Board under "The Local Bodies' Loans Act, 1886," for the purpose of completing works to supply part of the Richmond Town District with water, a special rate of 1d. in the pound be made and levied on Sections 65, 67, 69, 79, 80, 82, 83, 220, 219, 218, 100, 102, 104, 106, 23, 25, 26, and 27 in the said town district.

Such special rate shall be an annually-recurring rate, and shall be paid in two half-yearly instalments for twenty-six years, the first half-yearly payment to be made on the 1st day of July, 1890, and the second on the 1st day of January, 1891, and on the same dates in each following year until the debt is liquidated.

I hereby certify that the above special order has been duly made, as required by section 19 of "The Town Districts Act 1881 Amendment Act, 1883."

THE following special orders, made by the Manawatu Road Board, are published in accordance with "The Road Boards Act, 1882."

SPECIAL ORDER.
THAT the portion of the Oroua County, or parts of Wards Nos. 1 and 6 of the Manawatu Road District, bounded as hereinafter described, be a special district, made under the provisions of section 289 of "The Counties Act, 1886," that is to say: All that piece or parcel of land commencing at the south-east corner of Section 1, Block XIII., Kairanga Survey District; thence along the southern boundary of that section to the south-west corner; thence in a northerly direction along the eastern boundary of the Lower Aorangi Block to the south-east corner of Section 1A, Middle Aorangi; thence along the southern boundary of that section and Section 1, same block, in a westerly direction to the Oroua River; thence along the eastern bank of the Oroua River in a northerly direction to the north-west corner of Section 9, Block XII., Te Kawau, and along the northern boundary of that section for a distance of 2410 links; thence in a straight line across Section 8 to a point distant 4400 links from the Oroua River on the boundary-line between Sections 8 and 6A; thence along the boundary-line to the Oroua River; thence along the eastern bank of the Oroua River to the north-west corner of Section 7AA; thence along the northern boundary of that section in an easterly direction to Section 6, and along the boundary of that section to its northernmost corner; thence along the eastern boundary of Section 6 in a south and south-east direction as far as the north-west corner of Section 1616, Block IX., Kairanga Survey District; thence following the north-western and north-eastern boundaries of that section, and the north-western and north-eastern and south-eastern boundaries of Section 1604, Block IX., Kairanga Survey District, to the south-east corner of Section 1603; thence along the south-east boundaries of Sections 1603, 1602, and 1601 to the north-east corner of Section 1598; thence along the north-east and south-east boundaries of Section 1598 to its south-west corner, being part of Block IX., Kairanga Survey District; thence in a southerly direction along the north-eastern boundaries of Section 1595 and Part 2 of Section 5, and in a south-westerly direction along the southern boundaries of Parts 2 of Sections 5, 4, 3, 2, and in a south-easterly direction along the eastern boundary of Section 1 to its south-eastern corner, being part of Block XIII., Kairanga Survey District aforesaid: as the same is delineated on the plan now lying for inspection at the office of the Road Board.

Such special order to take effect on and from the 23rd day of January, 1890.

SPECIAL ORDER.
THAT a special rate be herewith struck on all lands within the boundary of the special district as defined on the plan accompanying the petition presented to the Board on the 30th December, 1889, and in accordance with section 289 of "The Counties Act, 1886;" such lands being portion of the Oroua County, or parts of Wards Nos. 1 and 6 of the Manawatu Road Board District. Such rate to be a special rate of 2s. per acre on all lands principally benefited, and 1s. per acre on all lands less benefited, and payable in one instalment at the office of the Manawatu Road Board, on the 22nd day of February, 1890.

I hereby certify that the foregoing special order was duly passed by the Manawatu Road Board, at a meeting held on Thursday, the 23rd January, 1890; and that the foregoing special resolution striking the special rate was passed on Tuesday, the 11th day of February, 1890.

Notice to Imprestees under "The Public Revenues Act, 1878."

The Treasury,
Wellington, 19th February, 1890.

EVERY officer holding advances of public money is hereby required to pay to the Public Account, at the nearest branch of the Bank of New Zealand, the unexpended balance in his hand on or before Monday, the 31st March proximo, and forthwith to transmit to the Treasury at Wellington the bank receipt for such repayment, together with an account of his expenditure to the same date, as required by clause 4 of the Treasury Regulations.

As respects disbursements which officers may require to make during the week following the close of the financial year, requisitions for the amount required are to be made in such time as to enable them to reach Wellington not later than the 20th March, so that the requisite funds may be placed at the disposal of the officer on the 1st April.

Examination of Teachers.

Education Department,
Wellington, 24th February, 1890.

THE following lists contain statements of the principal results of the examination held last month. It must be understood that the granting of a certificate depends only in part upon the result of an examination, and that candidates who have not had the experience required by the regulations, or who do not receive the necessary marks from a School Inspector, have no claim to a certificate.

The first list contains the names of the successful candidates at the examination for Classes C, D, and E. The names of candidates who were partially successful in former years, and have now passed in the additional subjects necessary for a certificate, are included in this list. The second list gives the names of candidates who will be allowed to qualify for Classes D and E respectively, by passing at the next examination in those subjects only in which they have this year been unsuccessful. In the case of the candidates who relied partly upon work done at the matriculation examination, the results of that examination have been taken into consideration in preparing these lists. The third list gives the names of the candidates to whom prizes for drawing and for elementary experimental science have been awarded. In a fourth list are given the names of the candidates whose work has been deemed worthy of special mention by the examiners.

Every candidate will receive a private intimation of his success or failure, and those whose names are in the second list will be advised as to the subjects in which they will have to be examined again. There are a few unsuccessful candidates who, in consideration of work done at matriculation, will be exempt from further examination in some subject or subjects required for Class D, and in a few days these candidates will receive precise information as to the exemption accorded to them.

The next examination will take place in January, 1891, beginning about the eighth of the month. Notices must be given so as to be in the office of the Department by the thirty-first of October. Candidates who have obtained "partial pass" must observe this rule equally with other candidates, and must not expect to receive any further intimation of the date at which the notices become due. Forms of application can be obtained at the office of the Department or of any Education Board.

Teachers who have gained promotion at this examination may send in their certificates for indorsement.
