At the Government Buildings, at Wellington, this seventeenth day of February, 1890.
Present:
THE HONOURABLE THE PREMIER PRESIDING IN COUNCIL.
IN exercise and pursuance of the powers and authorities vested in him by “The Public Domains Act, 1881,” His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the fourteenth day of June, one thousand eight hundred and eighty-seven, making delegation of certain powers in manner as therein appears; and doth, with the like advice and consent, by this present order, delegate, but only with respect to the piece or parcel of land described in the Schedule hereto, all the powers conferred by the Act aforesaid, except the powers under or conferred by sections five and twelve thereof, to the under-mentioned persons, who shall be known as the Hirstfield Public Domain Board, namely,—

THOMAS DEVONSHIRE,
WILLIAM SIMPSON,
FRANKLAND ALLEN WESTON, and
WILLIAM HERBERT HIRST
(herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the third Saturday in each month, at noon, at Hirstfield, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Saturday, the fifteenth day of March, one thousand eight hundred and ninety.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting, and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the third Saturday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. ALL that piece or parcel of land in the Southland Land District, containing by admeasurement 15 acres 3 roods 21 perches, more or less, being Section No. 1, Block X., Township of Hirstfield. Bounded towards the north-east by Denbigh Street, 528·1 links; towards the east by Frome Street, 858·5 links; towards the south-east by Aurum Street, 1122·7 links; towards the south-west by Sections Nos. 6 and 7 of said block, 1100 links; and towards the north-west by Tramway Reserve, 1392·5 links: excepting from the above-described area a water-race intersecting same.

The Chairman of the Selwyn County Council,
subject to the stipulations hereinafter contained:—

The Board shall meet at such times and places as shall be from time to time appointed by the Chairman, or when it shall be convened by him; and the business shall be conducted under such regulations as shall be determined on by the Board.

The Board shall keep proper minutes and records of all its proceedings, and full accounts of its receipts and expenditure; and a yearly statement of the same, together with a general report of its proceedings, shall be forwarded to the Governor once in every year.

This delegation of powers to the Board shall not in any way affect any lease or contract now validly in force in respect of any portion of the lands named in the Schedule hereto, nor any agreement in respect of the dedication of any portion of the said lands to any purpose of public recreation or amusement.

None of the powers delegated shall be exercised in respect of the ground occupied by the building known as the Canterbury Museum, or by any building pertaining thereto which has been or may hereafter be erected in connection therewith, or to such enclosures in connection therewith as may be approved by the Board and the Governor.
The Trustees of the said Museum, and their officers and servants, shall at all times have the right of ingress and egress to and from the said Museum, at such times as shall be determined by the said Trustees.
SCHEDULE.

THE land commonly known and described in the Schedule B to “The Canterbury Association’s Ordinance, Session IV., No. 6,” as the Government Domain, No. 25, save and except such part of the same as has been duly conveyed to the Corporation of Christ’s College, Canterbury.

The land commonly known as Hagley Park, being part of the land numbered 24, and described as the town reserves in the Schedule B to “The Canterbury Association’s Ordinance, Session IV., No. 6.” Bounded on the west and south by the road reserved along the boundary of the town reserves; on the north by the road reserved along the banks of the River Avon; on the east and south-east by the River Avon and the Lower Lincoln Road.
