IN pursuance and exercise of the powers and authorities
conferred upon me by the third section of "The Land
Act Amendment Act, 1887" (hereinafter termed "the said
Act"), I, William Francis Drummond Jervois, the Governor
of the Colony of New Zealand, having received the report
of the Surveyor-General in this behalf, as in the said section
is provided, do hereby declare that the rural lands enume-
rated in the Schedule hereto shall be open for sale or selec-
tion, after the lapse of a period of forty-five days from the
date of the first public notification hereof, in the manner
and upon the conditions mentioned in the said Act, and at
the price per acre respectively set opposite such land in the
said Schedule.

Description of Land: The Horowhenua Block is situated
in the Horowhenua District, on the Wellington-Manawatu
Railway, at Levin, sixty miles from Wellington and twenty-
eight miles from Palmerston North. The area, excepting
Rural Sections 45, 46, 47, and 48, is nearly level; the soil
varies from fair to good, though that on the south-western
part is very stony. With the exception of clearings shown
on the plans, the whole area is covered by a mixed forest, in-
cluding matai, tawa, hinau, and usual undergrowth. The
eastern part is watered by the Koputuroa, but elsewhere
there are no large streams; wells have been sunk on the
railway-line and Suburban Section 58, and good water ob-
tained at depths between 20ft. and 40ft. The western part
of the land is within 10 chains of the Horowhenua Lake.
The block has been cut up into 257 township sections, com-
prising an area of 120 acres in all; surrounding this are the
suburbs, including 71 sections, varying from about 3 acres
to 20 acres, and comprising 870 acres in all; and east and
west of the town and suburbs are 28 rural sections, ranging
from about 28 acres to 247 acres, and comprising in all
3,010 acres, the total area of the block being nearly 4,000
acres. The township has been laid off on both sides of the
railway, and ample reserves have been set aside for public
purposes, including 4 for public buildings, 24 for municipal
endowment, 12 for primary education, a large gravel reserve,
an excellent school-site of 5 acres; and contiguous to the
town are reserves for recreation, 11 acres, and cemetery, 5
acres, besides reserves for other purposes; five per cent. of
the town, suburban, and rural lands are reserved for endow-
ment of education; a recreation reserve has also been set
aside next the lake, and on the Koputuroa provision has been
made for the future water-supply of the town or irrigation of
the country: the elevation of the waterworks reserve is about
110ft. above the township, and the fall uniform. The block
is situated in the centre of one of the most extensive and fer-
tile tracts of flat country between the Manawatu and Welling-
ton; it is intersected by the county road, and is contiguous
to the Horowhenua Lake, a fine picturesque sheet of water
about two miles long by one mile in width. The sea-coast
is only six miles off, and has one of the finest hard sandy
beaches in the colony. The general elevation of the flats
varies from 100ft. to 200ft. above the sea, and the climate is
equable and most favourable; the capabilities of the country
for all purposes of agriculture, dairy-farming, fruit-growing,
market-gardening, &c., can hardly be exaggerated, and it
may be anticipated that the district is destined to be one of
the richest and most densely-populated parts of the colony.
