with the official seal of the Minister of Justice, or some other
Minister of the other State; but any other mode of authen-
tication for the time being permitted by law in the State
where the examination is taken may be substituted for the
foregoing.

ARTICLE XIII.

If the individual claimed by one of the two high con-
tracting parties, in pursuance of the present treaty, should
be also claimed by one or several other powers on account of
other crimes or offences committed upon their respective
territories, his extradition shall be granted to that State
whose demand is earliest in date.

ARTICLE XIV.

If sufficient evidence for the extradition be not produced
within two months from the date of the apprehension of the
fugitive, or within such further time as the State applied to,
or the proper tribunal thereof, shall direct, the fugitive shall
be set at liberty.

ARTICLE XV.

All articles seized which were in the possession of the
person to be surrendered at the time of his apprehension
shall, if the competent authority of the State applied to for
the extradition has ordered the delivery of such articles, be
given up when the extradition takes place; and the said
delivery shall extend not merely to the stolen articles, but
to everything that may serve as a proof of the crime.

ARTICLE XVI.

All expenses connected with extradition shall be borne by
the demanding State.

ARTICLE XVII.

The stipulations of the present treaty shall be applicable
to the colonies and foreign possessions of Her Britannic
Majesty, so far as the laws for the time being in force in
such colonies and foreign possessions respectively will allow.

The requisition for the surrender of a fugitive criminal
who has taken refuge in any of such colonies or foreign pos-
sessions shall be made to the Governor or chief authority of
such colony or possession by the Chief Consular Officer of the
Republic of Mexico in such colony or possession.

Such requisition may be disposed of, subject always, as
nearly as may be, and so far as the law of such colony or
foreign possession will allow, to the provisions of this treaty,
by the said Governor or chief authority, who, however, shall
be at liberty either to grant the surrender, or to refer the
matter to his Government.

Her Britannic Majesty shall, however, be at liberty to
make special arrangements in the British colonies and
foreign possessions for the surrender of Mexican criminals
who may take refuge within such colonies and foreign pos-
sessions, on the basis, as nearly as may be, and so far as the
law of such colony or foreign possession will allow, of the
provisions of the present treaty.

Requisitions for the surrender of a fugitive criminal
emanating from any colony or foreign possession of Her
Britannic Majesty shall be governed by the rules laid down
in the preceding articles of the present treaty..

ARTICLE XVIII.

The present treaty shall come into force ten days after
its publication, in conformity with the forms prescribed by
the laws of the high contracting parties. It may be ter-
minated by either of the high contracting parties by a notice
not exceeding one year, and not less than six months.

The treaty, after receiving the approval of the Congress of
Mexico, shall be ratified, and the ratifications shall be ex-
changed at Mexico as soon as possible.

In witness whereof the respective Plenipotentiaries have
signed the same, and have affixed thereto the seal of their
arms.

Done in two originals, at the City of Mexico, the seventh
day of September, in the year one thousand eight hundred
and eighty-six.

And whereas the ratifications of the said treaty were ex-
changed at Mexico, on the twenty-second day of January,
one thousand eight hundred and eighty-nine:

Now, therefore, Her Majesty, by and with the advice of
her Privy Council, and in virtue of the authority committed
to her by the said recited Acts, doth order, and it is hereby
ordered, that from and after the nineteenth day of April, one
thousand eight hundred and eighty-nine, the said Acts shall
apply in the case of Mexico, and of the said treaty with the
President of the United States of Mexico.

Provided always, and it is hereby further ordered, that the
operation of the said Acts shall be suspended within the
Dominion of Canada so far as relates to the United States of
Mexico and to the said treaty, and so long as the provisions
of the Canadian Act aforesaid of 1886 continue in force, and
no longer.

THE Secretary of State for the Colonies presents his compli-
ments to the Officer Administering the Government of New
Zealand, and, with reference to his circular note of the 19th
January last, requests that he will be good enough to cause
to be added to the footnote on page 2 of the Naval Cadet
Regulations therein enclosed, after "November, 1889, A.D.
1688-1820," the following:-

June, 1890, A.D. 1066-1485.
November, 1890, A.D. 1485-1688.
June, 1891, A.D. 1688-1820.

Result of Poll for Proposed Loan, Alfredton Road Board,
County of Wairarapa North.

Number of ratepayers on roll, 9. Number of ratepayers
voted for, 4; against, nil. Number of votes, 10; votes for,
5; against, nil; informal, nil.

As the number of ratepayers voting, and number of votes
given, being less than the majority, I hereby declare the
proposed loan not carried.

RESULT OF POLL FOR PROPOSED LOAN, MANGATAINOKA AND
MANGAHAO SPECIAL RATING DISTRICT.

THE following is the result of a poll, taken on the 8th day of
July, 1889, on the proposal to raise a loan of £1,500, under the
provisions of "The Local Bodies' Loans Act, 1886," for the
purpose of forming, bridging, &c., roads in the Mangahao
Riding, as under: £400 for forming, bridging, &c., Makakahi
Bridge Road; £100 for formation, &c., road from Section 35 to
Section 37, Block X., Mangahao; £300 for forming, &c., road
from Scarborough Railway-station site to Section 30, Block
X., Mangahao; £200 for forming, &c., road from Section 17,
Block VII., to Section 35, Block X.; £260 for formation, &c.,
road from Section 23 to Section 7, and from Section 15 to
Section 19, Block X., Mangahao; £240 for formation, &c.,
road from Section 1 to Section 7, Block X., and from Section
3, Block IX., to Section 2, Block XII., Mangahao:-

Number of ratepayers on roll, 81; representing 81 votes.
Number of ratepayers who voted for the proposal, 45;
number of votes recorded against the proposal, 1; number
of votes not recorded, 35.

A majority of the ratepayers, exercising more than one-
half the number of votes, being in favour of the proposal, I
therefore declare it to be carried.

RESULT OF POLL FOR PROPOSED LOAN, ROCK ROAD SPE-
CIAL RATING DISTRICT.

THE following is the result of a poll, taken on the 10th day
of July, 1889, on the proposal to raise a loan of £1,000, under
the provisions of "The Local Bodies' Loans Act, 1886," for
the purpose of widening the Rock Road, and metalling the
same, and forming portion of the Mangaramarama Valley
Road, constructing bridges and culverts where required, and
metalling the road :-

Number of ratepayers on roll, 16; representing 16 votes.
Number of ratepayers who voted for the proposal, 10; num-
ber of votes not recorded, 6.

A majority of the ratepayers, exercising more than one-
half the number of votes, being in favour of the proposal, I
therefore declare it to be carried.
