order. No rent shall be charged for meter. Minimum, 10,000
gallons per quarter or any portion of a quarter.
22. Rent of meters, 15 per cent. on cost payable quarterly
in advance. A deposit of the value of the meter may, if
deemed necessary, be demanded from applicants.
23. Fee for cutting off and turning on water-supply, 5s.
each.
24. Exceptional cases for supply of piping outside of streets
with mains, in the manner as decided by the Water Com-
mittee.

METERS.
25. Rates by meter shall be payable quarterly.
26. Any consumer using the water shall, on delivery of
written notice, provide a meter to gauge his supply. Meters
shall be fixed in such places as the Water Committee shall
direct, and be charged as mentioned in scale of charges.
27. Should any meter be out of repair, or cease to
register, or register inaccurately, the Water Committee
shall estimate the consumption of the average of the pre-
vious quarter charged to the consumer, who shall be liable
to pay accordingly, and such decision shall be final.
28. All water-meters must be enclosed in a wooden box,
and the key of both meters and boxes, duly labelled with
the name of the owner, must be lodged at the office of
water-supply. If required by the consumer the box may
have a glass front. Locks and meters to be uniform, and
supplied by the Board at the expense of the consumer by
meter.

PLUMBERS.
29. Competent plumbers may be licensed by the said
Board to lay pipes and do any work in connection with
water-supply on payment of an annual fee of £1 1s. Every
such plumber, on receiving his license and making the
necessary deposit, shall sign an agreement binding himself
to comply with the conditions contained in the by-laws of
the said Board relating to him, and no person but those
duly licensed by the Board shall be allowed to attach or
alter any service pipe, or in any other way interfere with
pipes, taps, cocks, meters, or any matters or things con-
nected with the water-supply.
30. Every plumber shall forward a monthly return (on
forms supplied to him) of the work he has done, to the said
water-supply office, and failing to do so shall be either guilty
of an offence, or have his license suspended until such return
is duly forwarded.
31. No licensed plumber shall do any work connected with
the water-supply without giving at least one day's notice
thereof, and receiving written authority from the Water
Committee to do such work.
32. Plumbers shall be responsible for all damage done or
caused by them in doing any work whatever, or through bad
workmanship or inferior material; and, in the event of any
such damage, bad workmanship, or neglect, they shall be
liable to have their licenses cancelled without any refund of
license-fee.
33. All work shall be done to the approval and satisfaction
of the Board or officer appointed thereby, and must be passed
by such Board or officer before the water shall be turned on
at the main.
34. All drawing cocks must be of the best quality and most
approved description, and must be those known as screw-
down valves, and in exposed or public places must be
enclosed with a wood or iron box under lock and key.
35. In addition to the valve-cock at the junction of the
main in each service, a second valve-cock shall be placed in
a strong wooden box within the boundary of the property;
supplied at the expense of the consumer.
36. In no case will the use of instantaneous closing taps,
valves, or cocks be permitted; galvanised iron piping of an
approved quality only will be allowed for external services,
and of the requisite size suitable to the requirements of the
tenements, as shall be determined by the officer appointed
by the Board.

RATES IN ARREAR.
37. At the expiration of fourteen days from the date of
any water-rate being due, and after delivery of notice on the
premises to which such water is laid on (excepting temporary
supplies, which may be cut off after twenty-four hours'
notice), it shall be competent for the officers of the Board to
cut off any such supply in whatever manner may be deemed
advisable.

WRONG OR FALSE INFORMATION.
38. Any person who shall give to any officer of the Board
false information upon any matter pertaining to water-supply
shall be guilty of an offence.

PENALTIES.
39. Any person who shall violate, or fail to do or observe,
any rules, matters, or things laid down in these by-laws, or
shall do that which he is not entitled or allowed to do under
the authority of these by-laws, shall be deemed guilty of an
offence, and for each such offence shall forfeit and pay any
sum not exceeding £5, and a further sum not exceeding £5
for every day during which such offence shall continue.

THE following special order, made by the Pahiatua Road
Board, is published in accordance with "The Road
Boards Act, 1882."

SPECIAL ORDER.
That a special rate of 6½d. in the pound be hereby made
upon the rateable value of the rateable property within the
special area composed of the following Sections—Nos. 1, 2,
5, 6, 8, 9, 10, Block IV.; 128, 130, 131, Block III.; 125, 126,
127, Block VII.; 50, 51, 61, 62, Block VIII., Mangahao Sur-
vey District—for the purpose of paying principal and interest
on a loan of £1,500, to be borrowed under the provisions of
"The Government Loans to Local Bodies Act 1886 Amend-
ment, 1887;" such rate to be an annually-recurring one for
a period of twenty-six years, and to be due and payable in
one sum on the 1st day of April in each year.
I certify that the above special order was duly made by
the Pahiatua Road Board on the 3rd instant, in conformity
with the provisions of "The Road Boards Act, 1882."

Notice respecting Paris Exhibition, 1889.

UNIVERSAL EXHIBITION OF 1889, AT PARIS.
TO BE OPENED ON THE 5TH MAY, 1889.
Colonial Secretary's Office,
Wellington, 14th November, 1888.
PERSONS intending to exhibit at the above are invited
to apply to the Colonial Secretary, Wellington, from
the 1st December, 1888, to the 15th January, 1889.
Forms of application for space can be obtained from the
municipal authorities and French Consular Agents in the
cities and chief towns of the colony.
It is not yet known how much space will be available, but
it is expected to be very limited, and precedence will there-
fore be given to first applicants.
Allotment will be made from the 16th to the 20th January.
Exhibits must be at Paris early in April, and consequently
must leave in February.
Freight and other expenses at the charge of the exhibitors,
who are invited to state what amount they would be disposed
to incur.
Specimens of natural history, samples of produce, &c., to
be exhibited and afterwards presented for permanent ex-
hibition in the Paris Museum, or at the permanent Com-
mercial Exhibition of the Ministry of Commerce, or else-
where in a public institution, will be taken free of charge,
at Wellington, and thankfully acknowledged by the repre-
sentative of the French Government.
Curios, photographs, exhibits of produce, &c., can be sold
at the Exhibition, New Zealand being a part of the extreme
orient where to this privilege was exceptionally granted.

IN accordance with section 144 of "The Public Works
Act, 1882," I, George Frederick Richardson, the Minister
acting for the Minister for Public Works, do hereby make
the following addition to the scale of charges, to come into
