mit, and shall be declared before a Justice of the Peace not more than three days before the declaration of the veterinary surgeon next hereafter required:
(b.) A declaration by a veterinary surgeon, who shall be a member of the Royal College of Veterinary Surgeons, that he has examined the animals shipped, and all other animals shipped on the same vessel, as well for export as for the use of the passengers and crew, and that, to the best of his knowledge and belief, none of such animals were then or were likely to be infected with any infectious or contagious disease. Such declaration shall be made before a Justice of the Peace at the port of embarkation, and shall be in the form of Schedule B hereto, or as near thereto as circumstances will permit:
(c.) A declaration by the captain or master of a vessel conveying the animals to Tasmania that no disease of any kind had shown itself on any animal on such vessel during the voyage, and that no animal on board is affected; or, if any disease should have shown itself during the voyage, a declaration stating the nature of such disease, its effect on the animal or animals affected, and the time during which any such animal was affected. Such declaration shall be made before a Justice of the Peace, and shall be in the form of Schedule C hereto, or as near thereto as circumstances will permit.

The captain or master of any vessel with any animal or animals on board shall, within twenty-four hours after arrival at Launceston, give notice in writing to the Chief Inspector of Sheep, at Hobart, of the arrival of such animals, and stating their description and number.

All animals on board any such vessel shall forthwith be examined by an Inspector, and also by a duly-qualified veterinary surgeon, who shall report to the Chief Inspector if such animals are diseased or not, and if not infected the said animals shall be washed or disinfected in such manner as the Chief Inspector shall direct, and the Inspector shall, if he is satisfied that such animals are free from disease, grant a permit that such animals, or such of them as he may in such permit specify, be landed; and no animal of any description shall be landed until such permit shall have been granted, and a sum for expenses, as hereinafter provided, shall have been deposited with such Inspector.

All animals permitted to be landed by an Inspector shall be forthwith removed, by the owner or consignee, from the vessel in such manner, and to such quarantine ground, as shall be directed by an Inspector; and all cattle and camels shall be there kept for a period of not less than one hundred and twenty days; and all sheep shall be there kept for a period of ninety days, and shall be washed, dipped, or disinfected in such manner as the Chief Inspector of Sheep shall direct.

No animal shall be removed from a quarantine ground until the same shall have been examined by a duly-qualified veterinary surgeon and an Inspector, and certified by them to be free from disease, and until a permit has been obtained from an Inspector for their removal.

Any animals landed from any vessel in which the same were imported, or any ship set apart as a quarantine station for animals, without a permit from an Inspector, will be destroyed by order of the Chief Secretary.

Any ship named or any land defined, by Proclamation in the Hobart Gazette, as a quarantine station for animals shall be a quarantine ground for the purposes of these orders and regulations.

All animals removed to or from a quarantine ground without a permit from an Inspector, and all animals not removed from a quarantine ground within twenty-four hours after an Inspector shall have granted a permit for their removal, may be sold or destroyed under order of the Chief Secretary; and all animals conveyed to any port in Tasmania, or being upon any quarantine ground, and certified by an Inspector or a veterinary surgeon to be infected with or suffering from any disease, shall be destroyed under order of the Chief Secretary.

All fittings on board of any vessel conveying animals to Tasmania, used in connection with such animals or any of them, shall be disinfected and cleansed by the owner or consignee in such manner as an Inspector shall direct, or shall, if the Chief Inspector deem it advisable and so order, be destroyed by the owner or consignee; and, on neglect by the owner or consignee so to do, may be destroyed by order of an Inspector.

All fodder and excreta on board of any vessel conveying animals to Tasmania shall be destroyed by the owner or consignee in such manner as an Inspector shall direct; and, on neglect by the owner or consignee so to do, may be destroyed by order of an Inspector.

No compensation or claim shall be allowed or payable to any person whatever for any animal, fodder, or fittings sold or destroyed under these orders and regulations.

All animals on board of any vessel for the use of the passengers or crew may, or, if the Chief Inspector so order, shall, be removed by the owner in such manner and to such quarantine ground as the Chief Inspector shall direct, and be there kept until such vessel is about to leave port, when the same may, under an Inspector’s permit, be reshipped; and, on neglect by the owner to remove such animals to such quarantine ground, the same may be destroyed under order of the Chief Secretary.

All expenses of landing, removing to, maintaining, and keeping in quarantine, and of disinfecting or otherwise treating any animal, and all expenses in connection therewith, shall be paid by the owner or consignee of such animal to an Inspector, upon demand, and before such animal shall be removed from quarantine. Until a fixed rate shall be imposed by the Chief Secretary, the actual cost paid or expense incurred shall be payable in respect of each animal, but, after publication of a notice by the Chief Secretary in the Hobart Gazette fixing the amount payable for each animal landed and placed in quarantine, the amount fixed by such notice shall become and thereafter be payable in respect of every such animal.

All expenses of destroying any animal, or of disinfecting or destroying any fodder or fittings, shall be paid by the owner or consignee thereof to an Inspector upon demand.

No fodder nor any skin, horn, or hoof of any animal which has died on board shall be landed from any vessel; and any fodder, skin, horn, or hoof landed contrary to this regulation shall be destroyed under order of an Inspector.

All fodder and other necessaries required for any animals while in quarantine shall be provided by the consignee or owner, and shall be delivered by him free of all expense to the caretaker or person in charge of the quarantine station.

The consignee or owner of any cattle or camels placed in quarantine shall be liable to a payment to the Government of the sum of £3 3s. for every head so landed, towards the expense incurred on account of such cattle.

The consignee or owner of any sheep placed in quarantine shall be liable to a payment to the Government of the sum of £2 2s. for every sheep so landed, towards the expense incurred on account of such sheep.

All other fees and all liabilities incurred on account of any animals so detained in quarantine must be paid to the Chief Inspector of Stock prior to the release of such animals.

Any Inspector may at any time require the owner or consignee of any animal or fittings to deposit with him such sum of money as shall be deemed by such Inspector sufficient to defray all the expenses of inspection, maintenance, disinfection, medicine, attendance, housing, transhipment, or conveyance to or from the quarantine ground of such animal or fittings respectively, of disinfecting the vessel or conveyance in which such animal or fittings shall have been conveyed to the province or to or from a quarantine ground, veterinary surgeon’s fees for inspection, and all costs, charges, and expenses of every description in connection with or attendant upon the introduction of any animal or fittings; and such sum of money shall be payable to the Inspector requiring the deposit thereof upon demand by him.

No person (except the usual attendant on the animals on board of any vessel) shall touch, or handle, or place himself in contact with any animal, fodder, or fittings on any vessel without the permission of an Inspector.

Every person who shall touch, handle, examine, or inspect or come in contact with any animal on any vessel prior to its being landed, or who shall touch or come into contact with any fittings or fodder on any vessel, shall disinfect his clothes, or have his clothes disinfected, in such manner as an Inspector may direct.

No person shall enter or leave a quarantine ground without the permission of an Inspector, and every person who shall enter a quarantine ground shall clothe himself in such manner as shall be directed by an Inspector, and shall, before leaving the quarantine ground, disinfect himself and his clothes in such manner as an Inspector shall direct.

Every captain or master of any vessel who shall land or attempt to land, or permit or suffer to be landed, any animal or any fittings of any description used in connection with any animal, or who shall remove, or attempt to remove, or permit or suffer to be removed, from or to his vessel to or from any other vessel whilst in any port in Tasmania, any animal, fodder, or fittings without a permit for such landing or removal from an Inspector first had and obtained, shall, for every such offence, forfeit and pay a penalty of not less than £10 and not more than £50.

Every owner, consignee, or person who shall land or attempt to land, or assist or to be in any way concerned in landing or attempting to land, any animal or fittings from any vessel before a permit shall have been obtained from an Inspector for that purpose, or who shall remove, or attempt to remove, or assist or be in any way concerned in removing or attempting to remove, any animal or fittings from a quarantine ground without a permit from an Inspector authorising such removal first had and obtained, or who shall
