on board all the Indian and Imperial troopships, and the emigration authorities at Calcutta are contemplating making it compulsory for all vessels carrying native emigrants to have four large rafts constructed from the deck-fittings, each capable of accommodating about thirty persons.

It will be seen from the United States Regulations that American vessels are required to carry a certain number of rafts in proportion to the capacity of the boats, and also floating appliances for every one on board.

Representations have also recently been made by the Royal Humane Society of Australasia, urging our Government to co-operate with them in compelling the use of such appliances, and an extract from the report of that society will be found below.

The Wreck Register for the years 1883-84 shows that the loss of life for twelve months was 2,245, of which 1,282 lives were lost on missing vessels, and in many of these instances boats must have been responsible for the loss.

Out of 10,914 lives saved from shipwrecks at home and abroad during this period, only 5,430 (or less than one-half) were rescued by the ship’s boats, and four persons only were saved by “life-buoys and appliances kept on board,” showing how inefficiently the wrecked vessels must have been provided with such appliances.

The evidence above referred to is sufficient to speak for itself, but there still exists a prejudice amongst a small section of nautical men against providing any means of escape if a ship goes down, as they say it is better to sink with the ship than to run the risk of prolonging suffering in an open boat or in the water. Such persons do not realize the large number of lives which might be saved by efficient floating appliances where wrecks occur from collision or other accident near the shore, or within reach of help, and possibly in fine weather and broad daylight.

The prejudice referred to is certainly not shared by the public or by the general body of seafaring people; and it is submitted that the time has gone by when such an opinion can be allowed to prevail, and every effort must now be made for the protection of human life in case of accident to the ship.

It is not suggested that the Board of Trade should make the use of any particular invention compulsory, but it is submitted that the same precautions should be taken to test the efficiency of the different rafts and appliances which are offered to the shipowner for adoption as the Board of Trade now take with regard to brakes in railway trains, safety-lamps in mines, &c.; and that the Board should be authorized to require that every passenger-vessel should have its deck-fittings made capable of saving life in case of accident, in accordance with some of the methods which they may have approved for this purpose. Moreover, it is strongly recommended that the regulations adopted by the United States with regard to the supply of rafts in the proportion of “at least one-fourth of the aggregate capacity of the boats,” or some approved modification of this rule, should be adopted in this country.

KRONHEIMER AND COMPANY, of No. 32, Queen Street, in the City of Melbourne and Colony of Victoria, Importers, to register, under “The Trade Marks Act, 1866,” the trade marks numbered from 1 to 3, of which the following is a description, viz.:—

Description of Trade Marks.

No. 1 consists of the device of a crown between the words “Golden Crown” above, and the representation of two cigars crossed below. On one of said cigars is the device of a crown above the letters “GC.”

No. 2 consists of the device of a star in combination with the initial “D” on the left.

No. 3 consists of a label bearing the representation of the goddess of morning standing upright in a chariot which is being drawn through the air by three horses. In front of the horses is the figure of a woman with outspread arms holding a gauze scarf behind her; above her head is a star and the word “Dawn,” and in front of her is a crescent moon. Behind the goddess is a rising sun.

Nature of the Article to which it is intended such Trade Mark shall apply.
