The Education Board of each district shall cause to be made and transmitted to the Secretary to the Department of Education, at as early a date as possible in each quarter, a summary statement of the attendance-returns received from the Committees for the preceding quarter.

The form of the summary statement of quarterly attendance to be furnished by the Boards shall be as follows:—

(N.B.—This Summary should be forwarded to the Department of Education not later than one month from the expiry of the quarter to which it relates.)

II.—PAYMENTS TO BOARDS.

The capitation allowance for the maintenance of schools shall be paid to the Boards in monthly instalments, and the payment for any month shall be made according to the working average stated in the Boards’ summary statements of attendance for the immediately preceding quarter.

Any money appropriated by the General Assembly as a capitation allowance for the maintaining of scholarships established by the Boards in accordance with the provisions of the Act shall be paid to the Boards in quarterly instalments according to the amounts shown by the Boards to be required for the purposes of such scholarships, but the payments so made to any Board in any financial year shall not exceed a capitation allowance at the rate determined by the Appropriation Act, and in accordance with the working average of the calendar year.

Any other moneys appropriated by the General Assembly to the service of the Boards shall be paid to the Boards in such proportions and at such times as shall be determined by the Minister of Education.

Grants for special purposes shall be applied by Boards solely and exclusively to those purposes for which such grants have respectively been made; and the Minister may from time to time require from Boards statements showing in detail the application of any such special grants.

In the months of April, July, October, and January respectively an account shall be taken of the amount of rents or profits received by each Board during the previous quarter in respect of lands or other property
