SPECIAL ORDER.

PROPOSED by Mr. Thomas Mitchell, seconded by Mr. G. Moore, “That the proposal of the Town of Raglan Highway Board to levy a special rate of three farthings in the pound upon all the rateable property in the district, exclusive of Government and Native land—payable from the 1st May, 1887, and to run until loan is repaid, as security for repayment of loan of £350 and interest thereon, proposed to be borrowed under ‘The Local Bodies’ Loans Act, 1886,’ for the construction, in conjunction with the Whaingaroa Highway Board, of a wharf at deep water in Raglan Harbour; also to apply all tolls accruing from said wharf to same purpose; also to pay the first year's interest out of said loan—be adopted.”—Carried unanimously.

I certify that the above has been passed in accordance with section 75 of “The Road Boards Act, 1882.”

SIR,—I have the honour to enclose the report of the result of the poll taken on the 5th April, 1887, on the proposals to borrow £2,500 for a water-supply for this district, for insertion in the New Zealand Gazette:

Number of ratepayers on roll, 294; representing 326 votes.
Voters in favour of proposals .. .. 198
Votes in favour of proposals .. .. 225
Ratepayers who voted against .. .. 4
Informal .. .. .. .. .. .. 1

There being a majority of 92 ratepayers, and 52 votes more than the one-half of the whole number who could have polled, I therefore declare the proposals carried, and will be given effect too accordingly.

Her Majesty in Council, extending the provisions of “The Foreign Deserters Act, 1852,” to Zanzibar.

Present:

THE QUEEN'S MOST EXCELLENT MAJESTY IN COUNCIL.

WHEREAS by “The Foreign Deserters Act, 1852,” it is provided that, whenever it is made to appear to Her Majesty that due facilities are or will be given for recovering and apprehending seamen who desert from British merchant-ships in the territories of any foreign Power, Her Majesty may, by Order in Council, stating that such facilities are or will be given, declare that seamen, not being slaves, who desert from merchant-ships belonging to a subject of such Power, when within Her Majesty's dominions, shall be liable to be apprehended and carried on board their respective ships, and may limit the operation of such order, and may render the operation thereof subject to such conditions and qualifications, if any, as may be deemed expedient:

And whereas it has been made to appear to Her Majesty that due facilities will be given for recovering and apprehending seamen who desert from British merchant-ships in the dominions of His Highness the Sultan of Zanzibar:

Now, therefore, Her Majesty, by virtue of the power vested in her by the said “Foreign Deserters Act, 1852,” and by and with the advice of her Privy Council, is pleased to order and declare, and it is hereby ordered and declared, that, from and after the publication hereof in the London Gazette, seamen, not being slaves, and not being British subjects, who, within Her Majesty's dominions, desert from merchant-ships belonging to subjects of His Highness the Sultan of Zanzibar, shall be liable to be apprehended and carried on board their respective ships: Provided always that, if any such deserter has committed any crime in Her Majesty's dominions, he may be detained till he has been tried by a competent Court, and until his sentence, if any, has been carried into effect.

And the Secretary of State for the Home Department, the Secretary of State for the Colonies, and the Secretary of State for India in Council are to give the necessary directions herein accordingly.

SIR,—I have the honour to transmit to you, for information and publication in the colony under your Government, an extract from the London Gazette, containing an Order of the Queen in Council of the 7th of March, 1887, for carrying into effect the treaty for the mutual surrender of fugitive criminals, signed between Great Britain and Russia on the 24th of November last.
The treaty came into operation on the 21st of March of this year, in conformity with Article XIX.

Present:

THE QUEEN'S MOST EXCELLENT MAJESTY,
LORD PRESIDENT, LORD CHAMBERLAIN, LORD JOHN MANNERS.

WHEREAS by the Extradition Acts, 1870 and 1873, it was, amongst other things, enacted that, where an arrangement has been made with any foreign State with respect to the surrender to such State of any fugitive criminals, Her Majesty may, by Order in Council, direct that the said Acts shall apply in the case of such foreign State; and that Her Majesty may, by the same or any subsequent order, limit the operation of the order, and restrict the same to fugitive criminals who are in, or suspected of being in, the part of Her Majesty's dominions specified in the order, and render the operation thereof subject to such conditions, exceptions, and qualifications as may be deemed expedient; and that if, by any law made after the passing of the Act of 1870 by the Legislature of any British possession, provision is made for carrying into
