advice and consent of the Executive Council of the said colony, do hereby order and declare that the reserve made for public recreation in the Provincial District of Otago, and known as the Grey Town Recreation-ground, and described in the Schedule hereto, shall be and the same is hereby brought under the operation of and declared to be subject to the provisions of “The Public Domains Act, 1881;” and such domain shall hereafter be managed, administered, and dealt with in manner directed by the said Act.

SCHEDULE.

ALL that parcel of land in the Otago Land District, containing by admeasurement 7 acres and 33 perches, more or less, being Block XIII., Town of Grey Town, and bounded as follows: On the North-west by Cemetery Reserve and Crown lands, 554·5 links; on the North-east by Stark Street, 1313 links; on the South-east by Peel Street, 155, 302·5, and 128 links; on the South-west by Section No. 22 of river sections, Taieri District, 1729 links: be all the aforesaid linkages more or less; as the same is delineated on the plan deposited in the office of the Chief Surveyor, Dunedin.

Powers delegated to the Grey Town Board (Otago) under “The Public Domains Act, 1881.”

ORDER IN COUNCIL.

At the Government House, at Wellington, this thirteenth day of April, 1887.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by the twelfth section of “The Public Domains Act, 1881,” it is, inter alia, enacted that the Governor, by Order in Council, may from time to time delegate all or any of the powers by the said Act conferred, save as is therein mentioned, to any person or persons for any period, and subject to such stipulations as may be specified in such order, and that every such delegation may from time to time in like manner be altered or revoked: And whereas, pursuant to “The Public Reserves Act, 1881,” by an Order in Council of even date herewith, the land described in the Schedule thereto is declared to be brought under the operation of and to be subject to the provisions of the said “Public Domains Act, 1881:”

Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth, by this present order, delegate all the powers conferred by the Act first above mentioned, except the powers under or conferred by sections five and twelve, to

The Grey Town Board,

which shall be known as the Grey Town Domain Board (herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

  1. The Board shall meet for the transaction of business on the first Wednesday in each month, at two o’clock p.m., at the Town Board Office, Grey Town, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Wednesday, the first day of June, one thousand eight hundred and eighty-seven.

  2. Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting, and no other business than that so specified shall be transacted at such meeting.

  3. Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

  4. The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the first Wednesday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

  5. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be Chairman of such meeting.

  6. If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

  7. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

Borough Council of Gore to be subject to Provisions of “The Public Bodies’ Leaseholds Act, 1886.”

ORDER IN COUNCIL.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by section three of “The Public Bodies’ Leaseholds Act, 1886” (hereinafter termed “the said Act”), it is provided that His Excellency the Governor may, by Order in Council, from time to time declare that any leasing authority shall be subject to the provisions of the said Act, but that no such order shall be issued except at the request or on the recommendation of the leasing authority on whose behalf such order is to be issued:

And whereas it has been made to appear that the Borough Council of Gore is a leasing authority within the meaning of the said Act, and have recommended to His Excellency the Governor that they may be brought under the provisions of the said Act:

Now; therefore, His Excellency Sir William Francis Drummond Jervois, the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, and in pursuance and exercise of the powers and authorities conferred on him by the said Act, doth hereby order and declare that, from and after the date hereof, the Borough Council of Gore shall be subject to the provisions of “The Public Bodies’ Leaseholds Act, 1886.”

Regulations for the Visiting of Industrial Schools.

ORDER IN COUNCIL.

At the Government House, at Wellington, this thirteenth day of April, 1887.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

BY virtue of the powers and authorities vested in him by “The Industrial Schools Act, 1882,” His Excellency the Governor of the Colony of New Zealand, with the advice and consent of the Executive Council of the said colony, doth make the following regulations for the visiting of Government schools established or maintained under the said Act.

REGULATIONS.

  1. THE Visitors of any “Government school” established or maintained under “The Industrial Schools Act, 1882,” including all persons appointed by the Minister of Education to be Visitors of such school, all Members of the General Assembly, all Judges of the Supreme Court and of District Courts, all Justices of the Peace, all Chairmen of Hospital and Charitable Aid Boards, and all Inspectors of Industrial Schools, may hold a Visitors’ meeting once in every calendar month.

  2. The date and place of the first Visitors’ meeting for each Government industrial school shall be appointed by the Minister of Education, and notice of the same shall be given in the New Zealand Gazette at least one month before the date of such meeting.

  3. At each monthly meeting the Visitors present shall elect a Chairman of the meeting.

  4. At each monthly meeting the Visitors may determine the time and place of their next monthly meeting, or at any monthly meeting they may establish a rule to settle the time and place of ordinary monthly meetings.

  5. Subject to the approval of the Minister, the Visitors at a monthly meeting may lay down rules affirming that business of certain kinds shall be transacted by them at their monthly meetings, and not at any other time; and they may choose one or more of their number to exercise, on their behalf and exclusively, any powers that may be or become necessary to be exercised in the intervals between any two meetings or between meetings generally; provided that nothing may be done by the Visitors to curtail the authority that any Visitor possesses as a Visitor under the Industrial Schools Act.

  6. The Minister may at his discretion, if moved thereto by means of a resolution passed at a monthly meeting of Visitors, order that every proposal for the licensing of an inmate shall be submitted to the Visitors—or to one or more of the Visitors chosen under regulation 5—before being sent to the Minister for his approval.
