to be the Representatives of Our Colony of New Zealand at the aforesaid Conference.
In testimony whereof We have caused these Our letters to be made patent, and the Seal of Our said Colony of New Zealand to be hereunto affixed.
Witness Our trusty and well-beloved Sir William Francis Drummond Jervois, Lieutenant-General in our Army, Knight Grand Cross of our Most Distinguished Order of Saint Michael and Saint George, Companion of our Most Honourable Order of the Bath, Governor and Commander-in-Chief in and over our Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at Wellington, this twenty-second day of February, in the year of our Lord one thousand eight hundred and eighty-seven, and in the fiftieth year of our reign.

Special Orders made by the Waipipi Road Board, County of Manukau.—Levying Special Rates.

THE following special orders, made by the Waipipi Road Board, County of Manukau, are published in accordance with the provisions of “The Road Boards Act, 1882.”

IT is hereby notified that, in compliance with the provisions of section 24 of “The Local Bodies’ Loans Act, 1886,” the Waipipi Road Board has, this day, at a meeting duly convened for the purpose, made the following special orders:—

A special order levying a special rate of one-eighth of a penny in the pound on all lands (Crown and Native lands excepted) contained in that portion of the Waipipi Road District being the Parish of Waiuku West, excepting Lots 2, 3, 4, 5, 6, 7, 8, 9, 10, and 10A, as security for a sum of £150 to be obtained under “The Government Loans to Local Bodies’ Act, 1886.” And

A special order levying a special rate of one-sixth of a penny in the pound on all lands (Crown and Native lands excepted) contained in that portion of the Waipipi Road Board District being Lots 2, 3, 4, 5, 6, 7, 8, 9, 10, and 10A of the Parish of Waiuku West; the whole of Subsection 1 in the Parish of Waipipi; that portion of the Village of Waiuku included in the Waipipi Road District; and Lots 102, 118, 119, 120, 121, 121A, 125A, and 313, in the Parish of Waipipi; as security for a sum of £200 to be obtained under “The Government Loans to Local Bodies Act, 1886.”

NOTICE is hereby given that the black-cone buoy on the Zuidpool Rock, D’Entrecasteaux Channel, has been replaced by a large black-and-white-chequered nun buoy.

Certain Articles exempted from Duty.
CUSTOMS.—In exercise of the power in me for this purpose vested by “The Customs Duties Consolidation Act, 1882,” I, Julius Vogel, Commissioner of Trade and Customs, do hereby order that the goods hereunder specified, being materials which are suited only for, and are to be
used and applied solely in, the fabrication of goods within the colony, shall be exempt from duty on importation thereof into the colony, namely:—
Round, square, and oblong bevelled glass, plain and coloured, in sizes suitable for use in making railway-lanterns and hand-lamps, and engine-lamps.
Glasses for bull’s-eye lanterns.
Given under my hand, at Wellington, this twenty-fourth day of February, one thousand eight hundred and eighty-seven.

SIR,—With reference to my Despatch No. 58, of the 7th August last, relating to the recognition in the United Kingdom of certificates for passenger-steamers issued by the Marine Department of New Zealand, I have the honour to transmit to you, for communication to your Government, a copy of a letter from the Board of Trade, with copy of an Order in Council dealing with this subject, dated the 26th November last.

Steamships.
SIR,—With reference to their letter of the 14th July last (M. 13341) relative to the recognition in the United Kingdom of certificates for passenger-steamers issued by the Marine Department of New Zealand, I am directed by the Board of Trade to forward herewith, for the information of Mr. Secretary Stanhope, the accompanying copy of an Order in Council declaring that, subject to certain restrictions therein specified, certificates granted by the Legislature of New Zealand for passenger-steamships shall be of the same force as if they had been granted under the Merchant Shipping Acts in the United Kingdom.

WHEREAS by “The Merchant Shipping Act, 1876,” it is enacted that, when the Legislature of any British possession provides for the survey of and grant of certificates for passenger-steamers, and the Board of Trade report to Her Majesty that they are satisfied that the certificates are to the like effect, and are granted after a like survey, and in such manner as to be equally efficient with the certificates granted for the same purpose in the United Kingdom under the Acts relating to Merchant Shipping, it shall be lawful for Her Majesty, by Order in Council,—

To declare that the said certificates shall be of the same force as if they had been granted under the said Acts; and
-
To declare that all or any of the provisions of the said Acts which relate to certificates granted for passenger-steamers under those Acts shall, either without modification, or with such modifications as to Her Majesty may seem necessary, apply to the certificates referred to in the order; and
-
To impose such conditions and to make such regulations with respect to the said certificates, and to the use, delivery, and cancellation thereof, as to Her Majesty may seem fit, and to impose penalties not exceeding forty pounds for the breach of such conditions and regulations:
And whereas the Legislature of the British Possession of New Zealand has provided for the survey of and grant of certificates for passenger-steamers:
And whereas the Board of Trade have reported to Her Majesty that they are satisfied that such certificates are to the like effect, and are granted after a like survey, and in such manner as to be equally efficient with the certificates
