with the advice and consent of the Executive Council of the said colony, doth hereby revoke and rescind the said amended regulations dated the ninth day of January, one thousand eight hundred and eighty-three, and so much of the regulations dated the twenty-fourth day of June, one thousand eight hundred and seventy-four, as is comprised in Regulation four, intituled “In respect of Floating Balances,” and, in lieu thereof respectively, and by and with the like advice and consent, and in exercise of the like power and authority, His Excellency the Governor doth hereby order and declare that, from and after the day of the publication hereof in the New Zealand Gazette, the regulation set forth in the Schedule hereto shall be and the same is hereby prescribed for the purpose of providing in what manner, at what times, and in what proportions the interest in respect of the investment of floating balances in the Public Trustee’s Account shall be divided amongst the properties from which the fund arises: Provided that nothing contained in such regulation shall affect moneys as to which special provision is made for the investment thereof by the trusts affecting the particular property.

SCHEDULE.
IN RESPECT OF FLOATING BALANCES.
ALL floating balances at the credit of estates shall bear interest at the rate of £4 per cent. per annum, subject to the following provisions:—
(1.) Interest on the balance of each estate shall be computed and allowed as to the 31st March, the 30th June, the 30th September, and the 31st December in each and every year on the minimum balance that shall have been at the credit of such estate at any time during the quarter ending on each of the days above mentioned, but no interest shall be allowed on any estate in respect of which there was not a balance in the office on the first day of each quarter.
(2.) No interest shall be allowed on any estate which has not had a balance at credit amounting to £50 at some period during the quarter.
(3.) Notwithstanding the restriction contained in subsection 2 hereof, interest shall be allowed at the rate, times, and in manner aforesaid on all estates retained in the office by reason of the person or persons beneficially entitled thereto, or in whom the same are vested, being a minor or minors, and during the period only of his or their minority respectively, of which the aggregate minimum balance at credit during the then current quarter shall not be less than £10.
(4.) Interest shall only be added to the balance at credit of an estate (so as to form part of the principal fund thereof) on the 31st December in each and every year.
(5.) When the balance at credit of an estate shall be withdrawn, such interest shall be added thereto as had accrued due up to the close of the quarter next preceding such withdrawal.
And these amended regulations shall form and be read as part of the regulations so first prescribed as aforesaid.

THE HONOURABLE THE COLONIAL TREASURER PRESIDING IN COUNCIL.
BY virtue of the powers and authorities vested in me by the twenty-fourth section of “The Public Reserves Act, 1881,” I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, do hereby order and declare that the reserve made for public recreation in the Provincial District of Nelson, and known as the Buller Recreation-ground, and described in the Schedule hereto, shall be and the same is hereby brought under the operation of and declared to be subject to the provisions of “The Public Domains Act, 1881;” and such domain shall hereafter be managed, administered, and dealt with in manner directed by the said Act.

SCHEDULE.
ALL that piece or parcel of land containing by admeasurement 200 acres, be the same more or less, situate in the Land District of Nelson, being Section No. 35, Block IV., Kawatiri Survey District. Bounded on the North-eastward by a public road, 3589·9 links; on the South-eastward by a public road, 5571·2 links; on the South-westward by Section No. 16, 3589·9 links; and on the North-westward by a public road, 5571·2 links.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this fourteenth day of February, 1887.
Present:
THE HONOURABLE THE COLONIAL TREASURER PRESIDING IN COUNCIL.
WHEREAS by the twelfth section of “The Public Domains Act, 1881,” it is, inter alia, enacted that the Governor, by Order in Council, may from time to time delegate all or any of the powers by the said Act conferred, save as is therein mentioned, to any person or persons for any period, and subject to such stipulations as may be specified in such order, and that every such delegation may from time to time in like manner be altered or revoked: And whereas, pursuant to “The Public Reserves Act, 1881,” by an Order in Council of even date herewith, the land described in the Schedule thereto is declared to be brought under the operation of and to be subject to the provisions of the said “Public Domains Act, 1881:”
Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth, by this present order, delegate all the powers conferred by the Act first above mentioned, except the powers under or conferred by sections five and twelve, to
The Buller County Council,
which shall be known as the Buller Domain Board (herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the third Wednesday in each month, at two o’clock p.m., at the County Council Offices, Westport, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Wednesday, the sixteenth day of March, one thousand eight hundred and eighty-seven.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting, and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the third Wednesday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be Chairman of such meeting.

If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

WHEREAS the road from Annan’s Creek to the Borough of Palmerston, being a portion of the road known as the Main North Road, lies along the boundaries of the Counties of Waikouaiti and Waihemo, such road being entirely in the County of Waikouaiti: And whereas it is expedient that the Governor should direct what proportionate part of the cost of maintaining the said road shall be borne by each of the said counties as provided by section two hundred and fifty of “The Counties Act, 1886” (hereinafter termed “the said Act”);
