  1. All dogs imported as aforesaid shall be under the
    supervision of the Inspector at the port of arrival, and shall
    not be removed either from the vessel by which they shall
    have arrived or from quarantine unless and until a permit
    for the removal of such dogs shall have been first had and
    obtained by the owner or consignee from an Inspector.

  2. All expenses of examination by the Inspector or by any
    veterinary surgeon employed by him, and all expenses of
    landing, removing to, maintaining and keeping in quaran-
    tine and removing from quarantine of any dog, and all ex-
    penses in connection therewith, shall be borne by the owner
    or consignee of such dog; and the owner or consignee shall
    on demand deposit the estimated amount of such costs and
    expenses with the Inspector previous to any dog being landed;
    and when such dog shall die or be destroyed, or be delivered
    up to its owner or consignee, the Inspector shall render to
    such owner or consignee a full and true account of the money
    so deposited with him as aforesaid, and shall hand over the
    balance (if any) of such deposit to the depositor, his executors
    or administrators, or, failing such, shall pay it into the Public
    Account.

  3. When any Inspector has caused any dog to be destroyed
    he shall give notice in writing to the owner or consignee
    thereof.

  4. Any notice required to be given to the owner or con-
    signee of any dog may be given by a registered letter ad-
    dressed to such owner or consignee at any address which
    such owner or consignee may have forwarded in writing to
    the Inspector as his usual address; or, if such owner or con-
    signee has not so forwarded any address, then by advertise-
    ment in a newspaper locally published or circulating in the
    locality.

  5. Every master of a vessel who shall neglect to forward
    notice of the arrival of, or who shall land or attempt to land,
    or permit or suffer to be landed, any imported dog without a
    permit for such landing or removal from an Inspector first
    had and obtained, or who shall remove or attempt to remove,
    or permit or suffer to be removed, any such dog from his ship
    or vessel to or from any other ship or vessel whilst either of
    such ships or vessels shall be within New Zealand waters
    without permission from an Inspector, shall for every such
    offence forfeit and pay a penalty of not less than £20.

  6. Every owner or consignee or person who shall land or
    attempt to land, or assist or be in any way concerned in
    landing or transhipping, or attempting to land or tranship,
    any imported dog from any vessel before a permit shall have
    been had and obtained from an Inspector for that purpose;
    or who shall refuse or neglect to remove any dog from any
    vessel to a quarantine-ground on being directed by any In-
    spector so to remove such dog, or who shall remove or
    attempt to remove, or assist or be in any way concerned in
    removing, any imported dog from a quarantine-ground, with-
    out a permit from an Inspector authorizing such removal
    first had and obtained; or who shall refuse or neglect to
    remove any dog from quarantine within twenty-four hours
    after an Inspector shall have granted a permit for such
    removal; or who shall refuse or neglect forthwith to obey
    any requisition, order, or direction under these regulations or
    any of them; or who shall obstruct or hinder any Inspector
    in the execution of any of his duties or powers under these
    regulations, shall forfeit and pay for every such offence a
    penalty of not less than £20.

  7. Every person being thereunto liable who shall neglect
    or refuse to pay on demand by an Inspector the expenses or
    deposit required by Regulation 11, or any other expenses
    under these regulations, shall, for every day during which
    such neglect or refusal shall continue, forfeit and pay a
    penalty of not less than £10.

  8. Any dog from the shore found or allowed to stray on
    board a ship on which an imported dog is detained may be
    destroyed or placed in quarantine on the order of an In-
    spector.

  9. Any master, mate, or member of the crew of a ship who
    shall wilfully permit or suffer a dog to go on board their ship
    during the time any dog shall be detained on such ship shall
    be liable to a fine of not less than £5.

  10. No dog will be allowed on the quarantine-ground ex-
    cept for the purpose of quarantine, and any dog found
    trespassing on the quarantine-ground may be immediately
    destroyed.

  11. No compensation or claim shall be allowed or payable
    to any person whatever for any dog destroyed under these
    regulations, or dying from any cause whilst in quarantine.

  12. No Inspector shall authorise any dog brought by sea
    from any place in any of the Australasian Colonies to be
    introduced into New Zealand under the provisions of any
    regulations made under the said Act, unless a certificate of
    the Inspector or other officer charged with the execution of
    the law relating to the prevention of diseases among dogs in
    the place whence the same is brought, that the same is the
    produce of such colony, or has performed a quarantine of
    not less than six months therein and been found free from
    disease, be produced to him, together with a certificate of
    the master of the vessel in which such dog is introduced
    indorsed thereon that such vessel has not during the pre-
    ce ding six months received on board any dog from any place
    outside the Australasian Colonies, or from any vessel which
    during the six months preceding such reception has been in
    any port outside the Australasian Colonies.

  13. If any dog brought by sea from any of the Austra-
    lasian Colonies be not the produce of such colony, and has
    not been kept in such colony for a period of six months, or
    has not performed a quarantine of six months therein and
    been pronounced free from disease, such dog, for the pur-
    pose of such last-mentioned regulations, shall be deemed to
    have been shipped at a port outside the Australasian Colonies.

INSPECTION FEES, ETC.

  1. Under authority from the Colonial Secretary, or upon
    authority in writing by the Chairman of the Local Cattle
    Board, the Inspector shall employ a veterinary surgeon to
    inspect and examine any dog known or reasonably suspected
    to have disease, and shall require such veterinary surgeon to
    furnish a certificate stating the condition of any dog.

  2. Such veterinary surgeon, with any assistants he may
    require, is hereby authorised to enter upon any premises or
    ship for the purpose of such inspection and examination, as if
    he were an Inspector appointed under the said Act; and any
    person refusing to admit or obstructing such veterinary
    surgeon in such examination and inspection shall be liable
    to a penalty of not less than £10.

  3. There shall be paid to the Inspector, on demand, by
    the owner of any dog or dogs, or his agent, or the person in
    charge thereof, the following fees in respect of the matters
    hereinafter stated, viz.:—

RECOVERY OF FINES, PENALTIES, ETC.

  1. All fees, fines, penalties, and othersums made payable
    under any of the foregoing regulations may be sued for and
    recovered in the manner provided by section 51 of "The
    Diseased Cattle Act, 1881."

ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this first day
of February, 1887.

Present:

THE HONOURABLE THE PREMIER PRESIDING IN COUNCIL.

WHEREAS by "The Harbours Act Amendment Act,
1883" (hereinafter called "the said Act"), it is, among
other things, enacted that, where the foreshore has been
legally vested in any Harbour Board or other local governing
body, it may from time to time, subject to the provisions of
the one hundred and fifty-sixth section of "The Harbours
Act, 1878," license and permit any part of the foreshore to be
used or occupied, inter alia, for the erection and use of any
landing-place or wharf: And whereas by the said Act it is
also provided that every licensee shall, subject to the pro-
visions of the said Act, have power to make and construct any
necessary reclamation for the purpose of erecting on the fore-
shore comprised in his license, or upon any land below low-
water mark immediately contiguous to such foreshore which
shall be specified in such license, any building, structure,
er ection, or other works to enable him to obtain the full
benefit of such license: And whereas by the said Act it is
further provided that every such license shall be in writing
under the seal of the Board or body granting the same, and
may be for any period not exceeding fourteen years from the
date thereof, and may prescribe a sum of money to be pay-
able either at stated periods or on or before the granting
thereof for the use of the foreshore so granted, and may pre-
scribe any other terms or conditions, general or particular, to
be observed or performed by the person to whom the same is
granted: And whereas by the said Act it is also enacted
that, in any case where there is no Harbour Board, or no
Harbour Board empowered to grant any such license as afore-
said, the Governor in Council may in his discretion grant and
issue a license for all or any of the purposes hereinbefore
mentioned, and all the provisions of the said Act in respect
