Sir,—I have the honour to forward, for your information and for insertion in the Gazette, the result of the polling of the ratepayers of this district on the question of borrowing two thousand five hundred pounds (£2,500) for the purpose of a water-supply for this district, in accordance with the provisions of “The Local Bodies’ Loans Act, 1886.”
The proposals upon which a poll of ratepayers was taken on the 11th December, 1886, were—
- For a water-supply for the Eden Terrace Road District:
- To borrow the sum of two thousand five hundred pounds (£2,500) for that purpose:
- The amount to be set apart each year, one hundred and six pounds (£106):
- Special annual recurring rate of one-fourth of a penny in the pound.
The number of ratepayers on the roll was 312; number of votes which could be recorded was 334.
Number of votes recorded for the proposal .. 92
Number of votes recorded against the proposal 19
The proposal was therefore lost.

ALFREDTON ROAD DISTRICT.—Notice in conformity with Section 39 of “The Local Bodies’ Loans Act, 1886.”
Notice is hereby given, in conformity with section 39 of “The Local Bodies’ Loans Act, 1886,” that polls were taken on the 14th day of December current on the following proposals, with the after-mentioned results:—
No. 1. Proposal to borrow £240:—
Number of votes recorded for .. .. 11
Number of votes recorded against .. 3
No. 2. Proposal to borrow £100:—
Number of votes recorded for .. .. 4
Number of votes recorded against .. 0
No. 3. Proposal to borrow £960:—

As a majority of ratepayers interested voted for Nos. 1 and 2 proposals, and the said ratepayers being entitled to more than one-half the total number of votes, I hereby declare the said Nos. 1 and 2 proposals carried. A majority of ratepayers interested being against No. 3 proposal, I declare the same rejected.

Special Order made by Wanganui County Council.— Annexing Section 21, Block IX., to Upper Wangaehu District.

THE following special order, made by the Council of the County of Wanganui, is published in accordance with the provisions of “The Counties Act, 1876,” and the Acts amending the same.

SPECIAL ORDER made by the Wanganui County Council, 24th November, 1886.
THAT a special order be now made annexing Section 21, Block IX., to the Upper Wangaehu District, with altered boundaries, as follows: Commencing at a point on the present boundary in the middle of the Mangawhero River opposite the south-west corner of Section 21, Block IX.; thence bounded on the West by a line up the said river to a point opposite the north-west corner of the said Section 21; thence on the North by the boundary-line between Sections 20 and 21 to the north-east corner of Section 21; thence on the East by Section 19 to the present boundary. Such special order to take effect on the 14th January, 1887.
I hereby certify that the above special order has been duly made and confirmed, in accordance with “The Counties Act Amendment Act, 1882,” and the amendments thereto.

HIS Excellency the Governor has been pleased, under section 341 of “The Municipal Corporations Act, 1876,” to disallow so much of a by-law numbered 28, passed by the Council of the Borough of Napier on or about the 22nd November, 1886, and numbered section 16, as purports to regulate processions, &c., the said section being set forth in the Schedule hereto.

SCHEDULE.
SECTION No. 16.—TO REGULATE PROCESSIONS, ETC.
(1.) EXCEPT as hereinafter mentioned, no procession shall hereafter be allowed in any public or private street or public place within the Borough of Napier unless the persons intending to form or take part in such procession shall have previously received permission (by resolution of the Borough Council) to form or take part in such procession.
(2.) No person shall be allowed, without such permission as aforesaid, to play any musical instrument, beat any drum, or sing any song, or carry for the purpose of display any flag or torch, in any public or private street or public place in the said borough.
