shall come into force within such locality, and that the same shall be a town district under the said Act; and, further, that such Proclamation shall accurately define the boundaries of the district in accordance with the description contained in the petition, and shall declare the name by which such district shall thereafter be known:
And whereas a petition has been presented to the Governor, by the inhabitants of the locality mentioned and described therein, praying that such locality may be constituted a town district under the said Act:
And whereas not less than two-thirds of the number of resident householders in the said locality have concurred in the said petition, and it is expedient that a Proclamation should be issued under the said Act for the purposes hereinafter set forth:
Now, therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in me by the hereinbefore in part recited Act, do hereby proclaim and declare that the provisions of the said Act shall come into force within the locality or district mentioned and described in the Schedule hereto (the same being the locality mentioned and set forth in the said petition so presented as aforesaid), and that the same shall be a town district under the said Act; and, in further pursuance and exercise of the said power and authority, I do hereby declare that the said district shall hereafter be known by the name of the Te Aroha Town District, and I do appoint that the Board of Commissioners for the said district shall consist of five in number.

SCHEDULE.
ALL that area in the Provincial District of Auckland, situate in the Aroha Survey District, bounded towards the North by a line running due east from a point due north of the southernmost corner of Te Ruakaka Block and due west of Te Aroha Trig. Station to the boundary-line between Emma Lipsey and others’ block of land, and that of Rina Mokena and others; thence towards the North-east by the latter block of land to the easternmost corner of the former; thence towards the South-east by a straight line to a point in line with the north-western boundary-line of Section No. 16, Block IX., Aroha Survey District (Hot Springs Reserve), and 2300 links distant in a north-easterly direction from the north-western corner of that section; thence again towards the North-east by a line bearing E. 51° 15′ S., 2271 links; thence by a straight line to the source of the Haeanga Stream; thence again towards the South-east by a line along the middle of that stream to the Waihou River; thence towards the South-west by a line along the middle of that river to a point in line with the south-eastern boundary-line of Te Ruakaka Block aforesaid; thence towards the North-west by a straight line to that block; and thence towards the West by a straight line due north to the place of commencement.
Given under the hand of His Excellency Sir William Francis Drummond Jervois, Lieutenant-General in Her Majesty’s Army, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at the Government House, at Wellington, this twenty-ninth day of December, in the year of our Lord one thousand eight hundred and eighty-six.

Division of the Borough of Masterton into Four Wards, under “The Municipal Corporations Act, 1876.”

A PROCLAMATION.
WHEREAS by “The Municipal Corporations Act, 1876,” section twenty-one, it is enacted that, if not less than one-fourth of the burgesses of a borough petition the Governor, praying him to divide such borough into wards, the Governor may, by Proclamation, divide such borough into not less than than three or more than six wards, and shall in such Proclamation assign such names and boundaries to each ward as he thinks fit: And whereas not less than one-fourth of the burgesses of the Borough of Masterton have petitioned me to divide such borough into wards:
Now, therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in pursuance and exercise of the hereinbefore recited authority, do hereby proclaim and declare that the Borough of Masterton shall be and the same is hereby divided into four wards, with the names and boundaries set forth in the Schedule hereto.

SCHEDULE.
North Ward.—Comprises all that area in the Borough of Masterton bounded towards the North-east by the Waipoua River; towards the South-east by a line along the middle of Queen Street; towards the South-west by a line along the middle of Renall Street and along the middle of the Upper Plain Road; and towards the North-west by the Kibblewhite Road to the northernmost corner of Section No. 49, Masterton Small-farm Block; and thence by a straight line in the direction of the South Base Trigonometrical Station to the Waipoua River aforesaid.
East Ward.—Comprises all that area in the Borough of Masterton bounded towards the North-east by the Waipoua and the Ruamahanga Rivers; towards the South-east by the Pokohiwi Block; towards the South-west by a line along the middle of Johnstone Street and that line produced to the middle of Columba Road; thence again towards the South-east by a line along the middle of Columba Road to a point in line with the middle of Worksop Road; thence again towards the South-west by a line to, and thence along, the middle of Worksop Road aforesaid, across Dixon Street, and along the middle of Ross Street; and towards the North-west by North Ward, hereinbefore described.
South Ward.—Comprises all that area in the Borough of Masterton bounded towards the North-east by East Ward, hereinbefore described; towards the South-east by the Pokohiwi and the Manga-akuta Blocks, and Section No. 34, Manaia Block; towards the South-west by Gladstone Road; and towards the North-west by a line along the middle of the South Road and of Queen Street.
West Ward.—Comprises all that area in the Borough of Masterton not included in North Ward, East Ward, and South Ward, hereinbefore described.

Regulations under “The Hospitals and Charitable Institutions Act, 1885.”

IN exercise and pursuance of the power and authority conferred by “The Hospitals and Charitable Institutions Act, 1885,” His Excellency Sir William Francis Drummond Jervois, the Governor of the Colony of New Zealand, doth hereby make and prescribe the following regulations.

REGULATIONS.
In these regulations the following expressions shall, unless the context requires a different construction, have the meanings hereby assigned to them, viz.:

“The said Act” means “The Hospitals and Charitable Institutions Act, 1885:” “The Amendment Act” means “The Hospitals and Charitable Institutions Act 1885 Amendment Act, 1886.”

In every case where the number of trustees elected under section 50 of the said Act to any separate institution is greater than the number of trustees which the voluntary contributors would be entitled to elect under the provisions of section 34 of the Amendment Act, then such trustees shall determine by lot who among their number shall retire on the second Thursday in January, 1887, so as to make the number in accordance with the provisions of section 34 aforesaid.

The trustees elected to any separate institution by the local authorities under the provisions of section 36 of the Amendment Act shall take their seats as such trustees immediately upon election.

In electing candidates as trustees at the elections to be held on the second Thursday in January next, the voluntary contributors shall conform in all respects to the provisions of section 34 aforesaid, and to these regulations.

In any case where the number of local authorities is less than the number of trustees to be elected by them, such local authorities are hereby empowered to elect the remainder of the trustees required to make up the statutory number,
