Caution.—Vessels entering between Port Phillip Heads
should keep the red light visible and in line with the high
white light; the change of colour from red to white will be
an indication that the vessel is either approaching the Lons-
dale Rock on the west or the Nepean Reef on the east side
of the fairway entrance.

ALTERATION IN THE COLOUR OF LEADING LIGHTS AT THE
ENTRANCE OF THE RIVER TAMAR, TASMANIA.

Notice is hereby given that, on and after the 26th May, 1886,
the lower of the two leading lights at the entrance of the
River Tamar will be ruby-tinted, instead of white as formerly.

FIJI ISLANDS.—ALTERATION IN CHARACTER OF LIGHT ON
NASILAI REEF, VITI LEVU.

Notice is hereby given that, on and after the 1st October,
1886, the temporary catoptric light now exhibited on the
above reef will be replaced by a dioptric light of the fourth
order.

The light will be double-flashing, at intervals of thirty
seconds, and visible twelve miles between the (magnetic)
bearings of N.E. by N. through South to S.W. ¼ W. It will
be elevated 45 feet above high water.

The lighthouse, constructed of wood, on piles, will be
painted white and red.

Position: Lat. 18° 8′ 10″ S., long. 178° 42′ 20″ E.

Rules under "The Native Committees Act, 1883."

THE following rules for the conduct of the business of
Native Committees, framed under "The Native Com-
mittees Act, 1883," are published for general information.

Rules under "The Native Committees Act, 1883," for Con-
duct of the Business of Native Committees:

  1. After the first meeting of the Committee has been con-
    vened by the Native Minister, all subsequent meetings shall
    be convened by the Chairman, in such manner as he shall
    think best.

  2. The meetings shall begin at an hour to be fixed by the
    Chairman.

  3. The Chairman shall, in sufficient time beforehand,
    notify to each member of the Committee, in writing, when
    and where the meetings are to be held.

  4. The Committee may adjourn its sittings from day to
    day, or to such day and place as may be considered desirable.

  5. All ordinary meetings shall be open to the public, but
    the Committee shall have power in its discretion to exclude
    any person or all persons therefrom.

  6. No person who is not a member of the Committee shall
    be allowed to take part in its proceedings, excepting wit-
    esses and persons who may be required by the Committee
    to attend. Parties may appear by agents appointed in
    writing, with the permission of the Committee.

  7. At all meetings the Committee shall confine their atten-
    tion solely to the business under consideration.

  8. Where a number of Natives may desire a special meet-
    ing of the Committee an application to that effect should be
    made to the Chairman, whose duty it will be, if he considers
    the request should be granted, to convene a special meeting
    accordingly.

  9. Persons desirous of bringing cases before the Committee
    shall apply in writing to the Chairman, or member acting as
    such, in the form contained in the First Schedule hereto,
    setting forth the particulars of the matter, and names and
    addresses of the persons concerned.

  10. Parties who may desire persons as witnesses shall
    apply to the Chairman to summon them to attend as such.

  11. The Chairman shall issue summonses to persons to
    attend before the Committee to give evidence, or for any
    purpose he may consider necessary for the proper conduct of
    the business of the meeting.

  12. Due notice shall be given by the Chairman of the time
    and place appointed for the hearing of all cases to the per-
    sons interested therein.

  13. If the Chairman or any member of the Committee has
    any interest in any case before the Committee which is to be
    investigated by the Native Land Court, it will not be com-
    petent for him or them to take part in the proceedings. The
    Chairman shall then call upon other members of the Com-
    mittee to consider the matter. If there is not a quorum the
    case cannot be heard, and it will be the duty of the Chair-
    man to inform the Chief Judge of the Native Land Court, in
    writing, of the reason.

  14. If the Chairman or any member of the Committee has
    any interest in any case coming before the Committee which
    would not be a subject for inquiry by the Native Land Court,
    it will not be competent for him or them to take part in the
    proceedings of the case. The Chairman shall then call upon
    other members to consider the matter. If there should not
    be a quorum the case must be dismissed.

  15. When the Native Land Court is engaged in hearing a
    case an application in respect of which may have been sent
    to the Committee but not yet considered by it, the Chair-
    man may call a meeting of the Committee to hear the case.
    Upon the matter being investigated by the Committee, the
    result shall be forwarded by the Chairman direct to the pre-
    siding Judge who is hearing the case.

  16. Whenever time will admit, notices of meetings shall
    be sent by the Chairman to the Native Minister for publica-
    tion in the Kaiiti. But it will be in the discretion of the
    Native Minister to insert such notices or not as he may
    think fit.

  17. The Committee shall allow both parties concerned in
    cases to bring their witnesses before it.

  18. No Europeans are to be allowed to act on behalf of
    Natives before the Committee.

  19. Fees in accordance with the scale in the Second
    Schedule hereto may be charged by the Committee by con-
    sent of the party or parties.

  20. All fees shall be used for Committee purposes in such
    manner as the Committee may deem desirable.

  21. The Chairman shall keep an account of all fees re-
    ceived and disbursed, and at the end of every six months he
    shall submit a statement of the same to the Committee, after
    being examined and reported on by two of its members, who
    shall be appointed annually for that purpose by the Com-
    mittee. Certified copies of such accounts shall be for-
    warded to the Native Minister as soon as convenient after
    they have been reported on.

  22. No expenditure is to be incurred by the Committee on
    behalf of the Government without authority, in writing,
    being first obtained from the Native Minister.

  23. The seal and records of the Committee shall be in the
    custody of the Chairman.
