Arrangements for First Elections, &c., County of Clifton.

Colonial Secretary’s Office,
Wellington, 6th January, 1885.

HIS Excellency the Governor has been pleased to appoint

GEORGE BERTRAND

to be the person to prepare new electors’ rolls for the County of Clifton, as constituted by a Proclamation dated the 6th day of January, 1885; also to appoint

RICHARD THOMAS HICKS

to be Returning Officer to conduct the first election of Councillors for the Tikorangi Riding; and

GEORGE BERTRAND

to be Returning Officer to conduct the said first elections for the Mokau Riding of the said county.

Also to appoint Friday, the 13th day of February, 1885, to be the day for holding the said elections; also to appoint Saturday, the 14th day of February, 1885, at 10 o’clock in the morning, at Joll’s room, Waitara, to be the time and place for holding the first meeting of the Councillors of the said County of Clifton.

By-laws made by Whangarei County Council.

THE following by-laws made by the Whangarei County Council are published in accordance with “The Counties Act 1876 Amendment Act, 1882.”

BY-LAWS.

  1. No building or premises within the county shall be used as a place for the slaughtering of sheep or cattle not the property of the owner of the building or premises, except as hereinafter mentioned; nor shall any building or premises, unless licensed as aforesaid, be used for the slaughtering of sheep, swine, or cattle the property of the owner, after notice served upon such owner, or left for him on such premises, requiring such owner to discontinue such use, or to take out a license under this by-law for such buildings and premises.

  2. Any owner or occupier of premises may apply to the Council for a license to use the same as a slaughterhouse, such application to be in writing, in the form set out in Schedule No. 1 hereto affixed, and to be lodged with the County Clerk.

  3. For each such license there shall be paid by the licensee to the county fund a fee of not less than £2 or exceeding £10; and such license shall remain in force until the 31st day of December following the date of such license.

  4. Every licensed slaughterhouse shall be kept clean and the building scraped, limewashed, and purified; so that no noxious or injurious effects may accrue to the public from such slaughterhouse.

  5. Every licensee shall keep at all times, legibly written with ink, a register, in a form to be obtained from the County Clerk, of all sheep and cattle slaughtered at his licensed premises, with the brand or mark on each sheep or head of cattle; and shall, if so directed by the Council, transmit to the County Clerk a copy of the entries made in such register during the then previous seven days.

  6. There shall not be admitted into any licensed premises any animal which, from injury or any other cause, would not when killed be fit for human food; nor shall there be so admitted the carcase of any animal unfit for human food.

  7. Every licensee shall give immediate notice in writing to the County Clerk and to the Inspector of Slaughterhouses of any diseased animal being brought to such licensed slaughterhouse for slaughter.

  8. All animals received into pens, stalls, or yards belonging to licensed slaughterhouses shall be properly watered and fed.

  9. No animal shall, in such licensed premises, be subjected to any pain not necessarily consequent upon or entailed by the act of slaughter.

  10. Every licensee shall admit to the licensed premises, at any hour of the day or night, any officer of the Council or of the Armed Constabulary.

  11. Any person guilty of any offence of omission or commission against this by-law shall forfeit and pay a sum not exceeding £5.

I hereby certify that all necessary steps have been taken by the Whangarei County Council for carrying into effect the resolutions of 11th June, 1884, in the matter of adopting certain by-laws, and that the said by-laws were adopted at a meeting held on Wednesday, the 10th September, 1884.
