PORTLAND BAY HARBOUR LIGHT.—ALTERATION IN COLOUR.
Notice is hereby given that, on and after the 7th July, 1884, the portion of the Portland Harbour light showing red will be altered to green, which will be seen in clear weather at a distance of about twelve miles.

The bearings (magnetic) on which the light will be seen are as follows: Green from S. by E. round westerly to N.W., and white over the anchorage between S. by E. and the end of the jetty.

Caution: Vessels from the westward bound for Portland Bay must be careful in rounding the Lawrence Rocks not to bring the light to bear to the northward of N.W. by W. ½ W. After passing the Lawrence Rocks a course may be shaped for the light, keeping it on the port bow, and not standing in to less than 6 fathoms. When abreast of the anchorage the jetty light coloured red will be visible bearing west.

PORTLAND JETTY LIGHT.—ALTERATION IN COLOUR.
Notice is hereby given that, on and after the 7th July, 1884, the Portland Jetty light will be changed in colour from green to red, and will be visible in clear weather at a distance of from three to four miles.

Report of Court of Inquiry into Wreck of s.s. “Kangaroo” confirmed.

HIS Excellency the Governor has been pleased to confirm the following report of the Court of Inquiry into the wreck of the s.s. “Kangaroo,” by which the Board of Trade Certificate of Competency No. 92646, held by the master, Joseph Dyball, is suspended for three months from the 31st May last. The “Kangaroo,” which was a screw-steamer of 185 tons register, belonging to the Westport Coal Company (Limited), was proceeding from Westport to Lyttelton with a cargo of coal, when she struck on a rock off Cape Campbell, at about 11 a.m. on the 2nd May, and sank shortly afterwards.

THAT the evidence put before us has brought my mind to the conclusion that when the “Kangaroo” struck she was much nearer the shore than stated in the evidence of Captain Dyball and the other witnesses who were on board. I am brought to this conclusion by working out on the chart the course steered, as given in the evidence of Captain Dyball, from the moment at which she struck until she sank, which, making allowance for speed and tide, brings her farther from the land than the point at which she struck; and this conclusion is supported by the evidence of Richard Walsh, the boatswain, who says she lies a little farther out, if anything, than where she struck.

Now, as to the position in which she sank, the lighthouse-keeper says, “She lies between Bowler’s and the Shepherdess Reefs, with broken water on both sides of her.” Again he says, “She is lying on the edge of the broken water, the broken water on the land side being a very little distance from her.” The lighthouse-keeper, although not qualified to judge as to distance, is quite competent to describe her position with respect to the broken water, from his point of observation at the lighthouse. Taking her present position as fixed by the lighthouse-keeper with respect to Bowler’s and the Shepherdess Reefs, which puts her in 9 fathoms of water, as stated by Captain Dyball, and working back on the course steered, I find that she struck on Bowler’s, and not on some unknown danger three miles from land.

The evidence put before us has entirely failed to show (as was suggested on behalf of Captain Dyball) the existence of any dangers in the neighbourhood of Cape Campbell not shown on the chart.

I find that Captain Dyball must be held responsible for the disaster, in that he took his vessel much nearer to the shore than was prudent or justified by the sailing directions, and suspend, subject to confirmation by His Excellency the Governor, his certificate for a period of three months, and order him to pay the costs of this inquiry, amounting to £36 17s.

TRANSLATION.

THE Crown and Native Lands Rating Act, 1882,” and the Amendment thereof.

To each and every the owner or owners of land described in the substituted valuation rolls of Native lands supplied to the local bodies, the names of which are set forth in the Schedule hereunder, under the provisions of the above Acts and all other Acts affecting the same or relating thereto.

WHEREAS demand having been made to me, the undersigned Colonial Treasurer of the Colony of New Zealand, in accordance with the provisions of “The Crown and Native Lands Rating Act, 1882,” by or on behalf of the said local bodies, for payment of the rates appearing to be payable under or by virtue of the said rolls:

Notice is hereby given to you and each and every of you that rolls of Native lands are now deposited at the offices of the said several local bodies, which said rolls are in the Maori language, and show the rateable value of the Native lands therein mentioned or described, and the amount of rates due in respect thereof under the said Act.

And you and each and every of you, the owners of the said lands, are hereby required and directed to pay the said rates on or before the 11th day of July, 1884, such payment to be made by you at the office of the local body in whose district the lands affected are respectively comprised, and as noted in the said Schedule.
