Suspending Counties Acts in County of Oroua.

A PROCLAMATION.

WHEREAS a petition, signed by three-fifths of the county electors of the County of Oroua, has been presented to His Excellency the Governor, as by law required, praying that the whole of “The Counties Act, 1876,” should be suspended from operation within the said county; and the various Road Boards and Town Boards in such county have agreed as to how the property, both real and personal, and also any uncollected rates belonging to the said county should be distributed among the said Road Boards and Town Boards, and how and in what manner the liabilities of the said county should be discharged by such Road Boards and Town Boards respectively: And whereas it appears expedient to grant the prayer of the said petitioners, and to give effect to the said agreement in manner hereinafter set forth:

Now, therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in pursuance and exercise of the powers and authorities vested in me by “The Counties Act 1876 Amendment Act, 1882,” and by and with the advice and consent of the Executive Council of the said colony, do hereby proclaim and declare that, from and after the twenty-sixth day of June, one thousand eight hundred and eighty-four, the whole of “The Counties Act, 1876,” shall no longer be in force within the County of Oroua aforesaid, and that the property, both real and personal, and the uncollected rates belonging to the said county on the date last aforesaid shall be distributed among the various Road Boards and Town Boards in the said county and the liabilities of the said county at such date shall be apportioned among and discharged by the said Road Boards and Town Boards in the manner specifically set forth in the Schedule hereto.

SCHEDULE.

MANAWATU ROAD BOARD.

THE County Council of Oroua shall, immediately on the publication hereof in the New Zealand Gazette, transfer to the Manawatu Road Board the following properties and assets, viz. :—

Four acres, Gravel Reserve, part of Section 387, Palmerston North; 16 acres 3 roods 31 perches, Gravel Reserve, Section 448, part 1, Palmerston North; 6 acres, Gravel Reserve, Section 448, part 2, Palmerston North.

All uncollected rates on properties within the Manawatu Road District, amounting to £377 9s. 4d.

The right to collect all special rates struck on properties within the Taonui and Fitzherbert Ridings to pay the one-quarter of grants for main roads within those districts under “The Roads and Bridges Construction Act, 1882.”

£167 out of grant 123 under “The Roads and Bridges Construction Act, 1882,” being amount granted for road from Palmerston through Fitzherbert Block, for which debentures have been given and special rate struck, and for which an application for imprest has been sent in.

£156, grant to Oroua County Council for Karere Main Road, for which vote is taken and special rate struck.

£156, grant to Oroua County Council for Bunnythorpe-Kairanga Main Road when favourable vote recorded, special rate struck, and debentures given.

Balance of £518 10s. 10d. outstanding in imprest account for Fitzherbert Road, Stony Creek Road, and Bunnythorpe Road, including contractors’ deposits on contracts on the same, as per Appendix B.

And the said Road Board shall, upon such transfer, assume and take over from the said County Council the following liabilities and engagements, viz. :—

Amounts due on contracts outstanding for works within the Manawatu Road District as hereafter: Formation of West Road (£61 12s.), outstanding, £10 8s. 6d.; King and Schlager. Formation of East Road (£360 5s. 4d.), outstanding, £80 2s. 4d.; Nils Anderson. Formation, East Road (173 7s. 6d.), outstanding, £34 12s.; King and Schlager. Bridges, West Road (£568 18s. 3d.), outstanding, £25 17s.; Rosenthal and Ihle. Formation, West Road (£58), outstanding, £13; J. H. Anderson. Metalling, East Road (£150 13s. 6d.), outstanding, £110 13s. 6d.; C. Rosenthal. Drainage, East Road (£22 12s.), outstanding, £22 12s.; N. Mortisen. Repairs, bridge, Nilson’s Line (£8), outstanding, £8; Anderson and Kirkpatrick. Clearing, formation, and bridge, Karere Road (£125), outstanding, £125; King and Schlager. Formation, Fitzherbert Road East (£121 5s. 4d.), outstanding, £121 5s. 4d.; J. C. Nathan. Formation, Bunnythorpe-Kairanga Road (£130), outstanding, £130; C. Rosenthal.
