BY-LAW No. 4 of the Westland County Council, relating to Pedlars and Hawkers.
THE County Council of Westland do hereby make the following by-law, that is to say,—
- It shall be lawful for the County Council to license pedlars and hawkers trading or carrying on business or selling goods within the boundaries of the County of Westland.
- The fee for such license shall be £5 annually.
- If any person trades or sells as a pedlar or hawker within the county without having obtained such license, he shall be liable to a penalty, on conviction for every such offence, of £5.
- The said license must be produced on demand to any police officer, road overseer, or other county officer appointed to inspect same, and to see this by-law enforced; and any pedlar or hawker refusing to produce his license to such officer shall be liable to a penalty, on conviction for every such offence, of £5.
- This by-law shall apply to all hawkers of butchers’ meat, and to all pedlars and hawkers of general goods and merchandise of every kind soever, but it shall not apply to vendors of works of literature, or to farmers, market-gardeners, or dairy-men resident in the county who shall be bonâ fide selling their own produce in the county.
- This by-law shall come into force on the day on which same first appears in the Government Gazette.
Made by special order of the County Council at a special meeting held the 9th day of January, 1884; confirmed at a subsequent meeting held on the 13th day of February, 1884; and sealed with the common seal of the Council on the 13th day of February, 1884.

THE following by-law, made by the Portobello Road Board, is published in accordance with “The Road Boards Act, 1882.”

BY-LAW passed by Special Order of the Portobello Road Board on the 23rd day of February, 1884.
If any horses or any cattle be at any time found straying or trespassing on any street, district road, or footpath under the control of the Road Board, with or without any person in charge thereof, the owner of every such horse or cattle shall, on conviction, forfeit for every such horse or head of cattle a sum not exceeding £10 sterling.
I hereby certify that the foregoing by-law made by the Portobello Road Board on the 23rd day of February, 1884, was made by special order duly passed as required by sections 75 and 76 of “The Road Boards Act, 1882.”

to be the Returning Officer to conduct the first elections of Councillors for the ridings of the said County of Waitotara; and also to appoint Saturday, the 29th March, 1884, at 12 noon, to be the time, and the Wanganui County Council Chambers, Wanganui, to be the place, for the first meeting of the Council of the County of Waitotara.
