Town District of Hastings, County of Hawke’s Bay, constituted.

A PROCLAMATION.
WHEREAS by “The Town Districts Act, 1881” (hereinafter called “the said Act”), it is, among other things, enacted that the inhabitants of any locality not constituted a borough under “The Municipal Corporations Act, 1876,” wherein there are not less than fifty householders, may apply by petition to the Governor praying that such locality may be constituted a town district under the said Act; and that no such locality shall exceed two square miles in area, and no one point in such area shall be distant more than four miles from any other point therein, except in the case of military townships; and that in every such locality not less than two-thirds of the number of the resident householders shall concur in any such petition, and each signature to such petition shall be verified by the attestation of some respectable witness; and that such petition shall set forth accurately the boundaries of the locality to which such petition may refer; and also that, on the receipt of any such petition, the Governor may, by Proclamation, declare that the provisions of the said Act shall come into force within such locality, and that the same shall be a town district under the said Act; and further that such Proclamation shall accurately define the boundaries of the district in accordance with the description contained in the petition, and shall declare the name by which such district shall thereafter be known:
And whereas a petition has been presented to the Governor, by the inhabitants of the locality mentioned and described therein, praying that such locality may be constituted a town district under the said Act:
And whereas not less than two-thirds of the number of resident householders in the said locality have concurred in the said petition, and it is expedient that a Proclamation should be issued under the said Act for the purposes hereinafter set forth:
Now, therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in me by the hereinbefore in part recited Act, do hereby proclaim and declare that the provisions of the said Act shall come into force within the locality or district mentioned and described in the Schedule hereto (the same being the locality mentioned and set forth in the said petition so presented as aforesaid), and that the same shall be a town district under the said Act; and, in further pursuance and exercise of the said power and authority, I do hereby declare that the said district shall hereafter be known by the name of “The Hastings Town District,” and I do appoint that the Board of Commissioners for the said district shall consist of five in number.
SCHEDULE.
ALL that area in the Provincial District of Hawke’s Bay, bounded towards the North-west by a line commencing at a point in the middle of the road from Hastings to Omahu, otherwise known as the Havelock Road, 6400 links, distant in a north-westerly direction from the intersection of the middle of the said road by the centre line of the railway from Napier to Waipukurau, and proceeding thence North-easterly at a right angle to the Havelock Road aforesaid, 5000 links; thence towards the North-east by a line at a right angle, 12800 links; thence towards the South-east by a line at a right angle, 10000 links; thence towards the South-west by a line at a right angle, 12800 links; and thence again towards the North-west by a line at a right angle, 5000 links, to the place of commencement.
Given under the hand of His Excellency Sir William Francis Drummond Jervois, Lieutenant-General in Her Majesty’s Army, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at the Government House, at Wellington, this second day of January, in the year of our Lord one thousand eight hundred and eighty-four.

Arrangements for First Elections, &c., Town District of Hastings, County of Hawke’s Bay.

HIS Excellency the Governor has been pleased to appoint
JOHN COLLINGE
to be Returning Officer to conduct the first election of five Commissioners of the Hastings Town District, as constituted under “The Town Districts Act, 1881;” also to appoint the 31st January, 1884, to be the time, and the Public Hall at Hastings to be the place, for holding such first elections; and also to appoint the 4th February, 1884, at 2 o’clock in the afternoon, to be the time, and the said Public Hall at Hastings to be the place, for holding the first meeting of the Commissioners.

THE following special order, made by the Aparima Road Board, is published in accordance with “The Road Boards Act, 1882.”

SPECIAL ORDER.
THAT this Board, by special order, delegate to the Wallace County Council the powers conferred on the Board by “The Road Boards Act, 1882,” of making and levying rates, subject to the following conditions:—
- That the Council levy a rate of ¼d. in the pound.
- That the moneys received from such rate be applied to the payment of interest and sinking fund on Road Board loan, and all expenses attendant on making and collecting such rate or rates.
- That, after the aforesaid charges are provided for, the balance of moneys received be expended upon the most necessary district roads within the Aparima Road District.
- That the Board’s account, also the account of subdivisions, be kept separate as heretofore.
- That this special order cease to be operative upon the merging of the Road Board into the county, or upon the passing of a resolution by this Board revoking this special order.
I hereby certify that the foregoing special order has been duly made by the Aparima Road Board.
