Alteration of Boundaries of Ridings and of Number of Councillors, County of Waikouaiti.

WHEREAS the County of Waikouaiti, being a county constituted under “The Counties Act, 1876,” consisted of the Ridings of Waihemo, Dunback, Palmerston, Hawkesbury, Merton, Blueskin, and North-East Valley: And whereas, on or about the twenty-sixth day of June, one thousand eight hundred and eighty-two, the County of Waihemo, consisting, inter alia, of the said Riding of Dunback, and parts of the Ridings of Palmerston and Waihemo aforesaid, was constituted, as appears by a Proclamation published in the New Zealand Gazette of the twenty-ninth day of June, one thousand eight hundred and eighty-two: And whereas the Council of the County of Waikouaiti have requested His Excellency the Governor of the Colony of New Zealand to add the remaining portions of the said Ridings of Palmerston and Waihemo to the Riding of Hawkesbury, in the said county, and to increase the number of Councillors for the Ridings of Hawkesbury and Blueskin, in the said county, as hereinafter appears, and it appears expedient to make such alterations accordingly:

Now, therefore, His Excellency Sir William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in exercise and pursuance of the powers and authorities conferred upon him by section seven of “The Counties Acts Amendment Act, 1883,” doth hereby declare that, from and after the first day of March, one thousand eight hundred and eighty-four, the portions of the Ridings of Palmerston and Waihemo aforesaid described in the Schedule hereto shall be added to and included in the existing Riding of Hawkesbury aforesaid; and that the number of Councillors for the said last-named riding shall be thereafter increased by the addition of one member, making in all two members for such riding; and that the number of Councillors for the Riding of Blueskin aforesaid shall, as from the last-named date, be also increased by one member, making in all two members for such riding. And, further, that the election of such additional Councillors shall be held in the same manner as if extraordinary vacancies to the number of such additional members had at the time last aforesaid been created in the ridings affected by the said increases respectively.

SCHEDULE.

ALL that area in the County of Waikouaiti, bounded towards the North-east, North-west, and again towards the North-east generally by Waihemo County; towards the South by the Survey Districts of Hummockside and Hummock respectively; and towards the West by Taieri County.

As witness the hand of His Excellency the Governor, this fourteenth day of February, one thousand eight hundred and eighty-four.

By-law No. 3 made by Westland County Council.—Licensing of Carriages, &c.

HIS Excellency the Governor has been pleased to approve of the following by-law; and such approval is hereby notified, as provided by section 29 of “The Counties Acts Amendment Act, 1883.”

SPECIAL ORDER of the Westland County Council, making By-law No. 3 of the County Council of Westland, made in accordance with “The Counties Act, 1876,” and “The Counties Act Amendment Act, 1882,” and “The Counties Act Amendment Act, 1883.”

In pursuance of the powers vested in them under the above-mentioned statutes, the County Council of the County of Westland ordain as follows:—

  1. Every person desirous of plying for hire for the carriage of passengers or goods within the county, or to and between places necessitating the use of county roads, shall apply to the County Council for a license so to do, describing in such application the vehicle required to be licensed, where the same is intended to ply to or between, and the carrying capacity thereof; and no person shall, without obtaining a license, ply for hire or carry for reward either goods or passengers.

  2. The County Council, if satisfied that such vehicles are adapted for the purposes for which such license is required, may issue to the owner thereof a license, such license to be under the hand of the County Chairman. Such license may be a yearly or half-yearly one, and shall be in force twelve months or six months, as the case may be, from the date of granting same; and the fee to be paid for such license shall be as follows:—

For every four-wheeled vehicle, drawn by two or more horses, £10 annual license; £6 half-yearly license.

For every two-wheeled vehicle, drawn by two or more horses, £7 10s. annual license; £5 half-yearly license.

For every wheeled vehicle, drawn by one horse, £5 annual license; £3 half-yearly license.

For every tram-car, drawn by one or more horses, £10 annual license.
