THE following special order, made by the Wanganui County Council, under “The Road Boards Act, 1882,” is published in accordance with “The Counties Act 1876 Amendment Act, 1882.”

SPECIAL ORDER.
THAT this Council do hereby make a special order dissolving the Wangaehu Road Board, in accordance with “The Road Boards Act, 1882,” and directing that a new election be held for the said district under the forty-ninth section of “The Road Boards Act, 1882;” and that Edward N. Liffiton be the Returning Officer, who is hereby instructed to conduct the said election accordingly.
I certify that this special order has been duly made.

THE following by-law, made by the Waitaki County Council, is published in accordance with “The Counties Act 1876 Amendment Act, 1882.”

BY-LAW NO. 5, REGULATING THE WIDTH OF TIRES, ETC.
In pursuance of the provisions of “The Counties Act, 1882,” the Council of the County of Waitaki doth hereby order as follows, that is to say,—

On and after the gazetting of this by-law the width of the tires of all the wheels of every vehicle drawn on any of the Waitaki County roads by five horses, or by horses in number not exceeding six, shall be not less than 4½ inches; and the width of the tires of all the wheels of every such vehicle so drawn as aforesaid by seven horses, or more than seven horses, shall be not less than 6 inches.

It shall be lawful for any member of the Waitaki County Council, or for any person acting under the authority of the Council, or for any policeman or constable, to examine and measure the width of the tires of the wheels of any vehicle, cart, dray, wain, wagon, or other carriage affected by the first section of this by-law; and every owner or driver of any such cart, dray, wain, or wagon, or other carriage, after such measuring and examination shall have been lawfully required, refusing to permit such examination and measuring, or turning or driving aside or out of the road, in order to hinder, evade, or avoid such examination and measuring, or in any way hindering or obstructing the same, shall, for every such offence, be liable to a penalty not exceeding £5.

Nothing herein contained shall apply to any vehicle upon springs used exclusively for carrying passengers or other persons and their luggage, or for the carriage of Her Majesty’s mails, or for the conveyance of any piece of heavy machinery which cannot be taken apart without great expense, loss, or inconvenience.

Every vehicle carrying or constructed to carry goods or merchandise of any kind whatsoever for hire, and every vehicle carrying passengers, for hire in actual use on any county road, shall have the Christian name and the surname and place of abode of the owner thereof painted on some conspicuous part on the off-side thereof in white letters on a black ground, such letters not being less than 1 inch in length and of a proportionate breadth; and the owner of any such vehicle who shall neglect to have such name and place of abode painted as aforesaid, or who shall have the same so painted incorrectly, shall forfeit and pay for every such offence a sum not exceeding £5: Provided that for every day that any such vehicle shall continue to be used as aforesaid, and to have the name and abode not painted or painted contrary to the provisions of this by-law, the owner thereof shall be deemed to have committed a fresh offence.

Every penalty imposed by this by-law shall and may be recovered in a summary way.
