cross, or such crossing is attended with danger owing to the
railway traffic then on or about to be on the said bridge.
2. No person shall at any time drive or take across the
said bridge any horses, sheep, pigs, or cattle without first
obtaining the consent of the stationmaster, who shall at all
times regulate such traffic.
3. Any person who shall commit a breach of these by-laws
or any of them, or shall do any act which by these by-laws
is directed not to be done by him, shall be liable to a
penalty not exceeding ten pounds for each such breach or
the doing of each such act as aforesaid.

Alterations and Additions to the Scale of Fares and Charges
in force on the New Zealand Railways.

IN accordance with section 144 of "The Public Works
Act, 1882," I, Walter Woods Johnston, the Minister for
Public Works, do hereby make the following alterations and
additions to the scale of charges for the purposes specified
below, such alterations and additions to come into force on
and after the 24th September, 1883.

The regulations and rates now in force in respect to
matters specified below are hereby cancelled, and the follow-
ing are substituted :-

PART IV.-LOCAL RATES.
Wellington Section.
Milk consigned to the Dairy Companies Factories at Grey-
town and Taratahi may be charged as Class A.

Hurunui-Bluff Section (Port Chalmers).
Class N.
Goods of Class N from Port Chalmers' quarry to Port
Chalmers station or wharf will be charged 1s. 6d. per ton.
Minimum quantity, 5 tons per truck.
Goods of Class N from Port Chalmers' quarry to stations
on the main line, Hurunui-Bluff, will be charged 2d. per ton
in addition to the classified rates.

PART V.-CLASSIFICATION OF GOODS.
Linseed. Class E.

Additions to the Scale of Fares and Charges in Force on
the New Zealand Railways.

IN accordance with section 144 of "The Public Works Act,
1882," I, Walter Woods Johnston, the Minister for
Public Works, do hereby make the following addition to
the scale of charges for the purpose specified below, such
addition to come into force forthwith.

Goods consigned for exhibit at the Industrial Exhibition
to be held at Christchurch during December, 1883, will be
carried free on the New Zealand Railways, provided that
they shall be so carried at the sole risk of the consignors,
and that each package shall be consigned to the Secretary of
the Exhibition, and marked legibly, "For Exhibit at Christ-
church Industrial Exhibition," and that loading and un-
loading shall be done at the expense of the consignors; and
that, in event of such exhibits being sold, the full railway
charges shall be paid.

Returned exhibits, accompanied by a certificate from the
Secretary of the Exhibition that they are bonΓ’ fide returns
and unsold, will be carried free on the same conditions.

Amended Depasturing Regulations under "The Mines Act,
1877," for Districts within the County of Vincent.

THE following amended depasturing regulations, made
by the Chairman of the Vincent County Council, under
subsections 4 and 5 of section 51 of "The Mines Act, 1877,"
in accordance with powers delegated to the Chairman under
section 100, are published in the New Zealand Gazette, as
provided by section 52 of the above Act.

AMENDED DEPASTURING REGULATIONS FOR THE COUNTY OF
VINCENT.

WHEREAS by subsections 4 and 5 of section 51 of "The
Mines Act, 1877," it is enacted that it shall be lawful for the
Governor, subject to the provisions of the said Act, from time
to time to make, alter, amend, and revoke rules and regula-
tions for regulating the depasturing of stock upon any lands
within mining districts for which a lease or license for de-
pasturing purposes has not been granted, or has been can-
celled or suspended, and the number of horses or cattle which
may be run upon such lands by the holders of miners' rights
or business licenses, or of mining and agricultural leases, or
by other persons, and for the issue of depasturing licenses,
and to regulate the fees that shall be paid therefor, and for
imposing penalties in respect to the breach of any such
regulations; for imposing penalties upon the owners of any
cattle illegally depasturing on such lands, and for recovering
from such owners, in addition to any of the aforesaid penal-
ties, all the costs and charges incident to the collecting and
recovering such cattle: And whereas by section 6 of "The
Mines Act, 1877," it is enacted that, until the Governor shall
otherwise order, every gold field duly proclaimed or consti-
tuted at the time of the commencement of the said Act shall
be and be deemed to be a mining district under the said Act:
And whereas by section 100 of "The Mines Act, 1877," it is
enacted that it shall be lawful for the Governor to delegate
to the Chairman of the County Council in the mining district
in which such county is situate all the powers vested in the
Governor for the purposes hereinbefore recited, subject or not
to any limitations or restrictions as he may think fit, and in
like manner to alter or revoke such delegation: And whereas
the Governor hath, by delegation in the New Zealand Gazette,
on the 4th day of February, 1878, in pursuance of the powers
and authority for that purpose vested in him by "The Mines
Act, 1877," and subject to its provisions, delegated unto the
Chairman for the time being of the County Council of Vin-
cent all the powers vested in the Governor by subsections (4)
and (5) of section 51 of "The Mines Act, 1877," and hath
declared that the powers thereby delegated shall be exercised
and performed only within the said County of Vincent, and
by and with the consent of the County Council of the said
County of Vincent;

Now, therefore, I, William Fraser, Chairman of the Council
of Vincent County, by and with the consent of the County
Council of the said county, and by virtue and in exercise of
the power delegated to the Chairman for the time being of
the County Council of the County of Vincent, do hereby make
the regulations following, in the stead and place of the regu-
lations previously made and published in the New Zealand
Gazette of the 2nd of May, 1878, for the depasturing of stock
on any lands within the said County of Vincent for which a
lease or license for depasturing purposes has not been granted,
or has been cancelled or suspended; that is to say,-

REGULATIONS.

  1. All regulations heretofore existing are hereby repealed.

Interpretation.
2. In these regulations the words "great cattle" shall be
construed to mean and include horned cattle, horses, mules,
and asses, male and female, and their offspring above six
months of age; and the words "small cattle" shall be con-
strued to mean sheep, male and female, and the weaned
offspring thereof; and the word "district" shall mean one
of the depasturing districts described in the First Schedule
hereto, and every other district which may be hereafter pro-
claimed within the County of Vincent.

Miners' Right and Business License Holders may run
Cattle.
3. Every holder of a miner's right issued within the
county or any borough therein, and every holder of a business
license occupying land by virtue of such license within the
county, shall be entitled to run one head of great cattle free
of assessment fees.

Mining and Mineral Leases.
4. The persons or person holding or occupying any land
within the county under or by virtue of any mining or
mineral lease or leases shall each be entitled to run one head
of great cattle free of assessment fees; provided that the
maximum number of cattle which such persons (if more
than five holding or occupying under one lease) shall be
together entitled to run shall not be more than five head for
every such lease or leases.

Agricultural Lessees.
5. Holders of agricultural leases within the county shall
be entitled to run great cattle free of assessment fees, in
proportion to the acreage of their leases, as follows:-
For a lease of 50 acres or any less quantity, one head.
For every additional 50 acres, one head.

Depasturing Licenses.
6. Holders of miners' rights or business licenses, and
