Powers delegated to the Te Aroha Domain Board under
"The Public Domains Act, 1881."

ORDER IN COUNCIL.

At the Government House, at Wellington, this eighteenth
day of September, 1883.

Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by the twelfth section of "The Public
Domains Act, 1881,"
it is, inter alia, enacted that
the Governor, by Order in Council, may from time to time
delegate all or any of the powers by the said Act conferred,
save as is therein mentioned, to any person or persons for
any period, and subject to such stipulations as may be speci-
fied in such order, and that every such delegation may from
time to time in like manner be altered or revoked: And
whereas, pursuant to "The Public Reserves Act, 1881," by an
Order in Council of even date herewith, the land described in
the Schedule thereto is declared to be brought under the
operation of and to be subject to the provisions of the said
"Public Domains Act, 1881":

Now, therefore, His Excellency the Governor, by and with
the advice and consent of the Executive Council of the
Colony of New Zealand, doth, by this present order, delegate
all the powers conferred by the Act first above mentioned,
except the powers under or conferred by sections five and
twelve, to the under-mentioned persons, who shall be known
as the Te Aroha Domain Board, viz.,-

CHARLES STANISLAUS STAFFORD,
EDWARD F. ROACH,
GEORGE LIPSEY,
HENRY ERNEST WHITAKER,
JAMES LAVERY

(herein referred to as "the Board"), subject to the stipula-
tions hereinafter contained, that is to say,-

  1. The Board shall meet for the transaction of business on
    the first Friday in each month, at three o'clock p.m., at the
    office of Mr. H. E. Whitaker, Whitaker Street, Te Aroha,
    or at such other time or place as may from time to time be
    fixed by the Board. The first meeting shall be held on Friday,
    the fifth day of October, one thousand eight hundred and
    eighty-three.

  2. Special meetings may be convened by the Chairman, or
    by any two members of the Board, provided that two days'
    notice of such meeting be given to each member, specifying
    the business to be transacted at such special meeting, and no
    other business than that so specified shall be transacted at
    such meeting.

  3. Any three of the said Board shall form a quorum. Any
    meeting may be adjourned from time to time.

  4. The members of the Board shall, at their first meeting,
    and thereafter at an annual meeting to be held on the second
    Tuesday in January in every succeeding year thereafter,
    elect one of themselves to be Chairman, who may join in the
    discussion, and shall have an original as well as a casting
    vote. The Chairman shall hold office until the election of
    his successor.

  5. If at any meeting the Chairman is not present at the
    time appointed for holding the same, the members present
    shall choose some one of their number to be Chairman of
    such meeting.

  6. If, by resignation, death, or incapacity, or otherwise, the
    office of Chairman shall be or become vacant, the members
    may, at any monthly or special meeting, appoint a Chair-
    man.

  7. All questions shall be determined by the majority of
    votes of the members of the Board present at a meeting.

Regulations for Auditing Accounts of School Committees.

ORDER IN COUNCIL.

At the Government House, at Wellington, this eighteenth
day of September, 1883.

Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

IN exercise and pursuance of the powers and authorities
vested in him by "The Education Act, 1877," the
Governor, with the advice and consent of the Executive
Council of the colony, doth make the regulations hereto
annexed, prescribing the times and manner of auditing the
accounts of of School Committees constituted under the said
Act; and with the like advice and consent doth prescribe that
this Order shall take effect from the date hereof.

REGULATIONS.

  1. The Order in Council made on the 23rd day of January,
    1878, and prescribing regulations for the auditing of the
    accounts of School Committees is hereby repealed.

  2. Every School Committee shall, not later than the 15th
    day of January in every year, make up its accounts for the
    year ending the 31st day of December previous, and shall
    immediately thereafter submit the same to an auditor ap-
    pointed by the Board of the education district within which
    the school or schools under the jurisdiction of the Committee
    are situated.

  3. The Board of each education district shall, in the month
    of December in every year, appoint an auditor or auditors to
    audit the accounts of the School Committees within the dis-
    trict in or for which such Board is constituted, and shall in
    the same month notify to each School Committee the name
    of the auditor who is appointed to audit the accounts of such
    Committee for the year in which such appointment is made.

  4. The auditor appointed to audit the accounts of any
    School Committee shall have access to all the books and
    accounts of the Committee and any of its officers, and shall
    examine the general statement of the receipts and expendi-
    ture of the Committee, and verify the same with the accounts
    and vouchers relating thereto, and shall either certify under
    his hand the same as found by him to be correct, duly
    vouched, and in accordance with law, or specially report to
    the Education Board of the district in what respects he finds
    it incorrect, unvouched, or not in accordance with law.

ORDER IN COUNCIL.

IN exercise and pursuance of the powers and authorities
vested in him by "The Education Act, 1877," the
Governor, with the advice and consent of the Executive
Council of the colony, doth make the regulation hereto
annexed approving of a class-book for public schools; and,
with the like advice and consent, doth prescribe that this
order shall take effect from the date hereof.

REGULATION.

THE book entitled "History for Standard III.," by D. Petrie,
M.A. (Wise, Caffin, and Co., Dunedin), may be used in any
public school as if it had been described and included in the
list of works set forth in the Order in Council dated the 24th
day of September, 1878.

Female Reformatory at Auckland.

IN exercise and pursuance of the powers vested in me by
"The Contagious Diseases Act, 1869," I, William
Francis Drummond Jervois, the Governor of the Colony of
New Zealand, do hereby declare the building recently erected
by the Borough Council of the City of Auckland, on a parcel of
land being part of a reserve known as the Stockade Reserve,
in the Mount Eden District, near Auckland, adjoining the
Mount Eden Gaol, to be a Female Reformatory for the pur-
poses of the said Act.

As witness the hand of His Excellency the Governor,
this eighteenth day of September, one thousand
eight hundred and eighty-three.

Defining the Purpose of Reserves in Auckland.

WHEREAS the provisions and the requirements of the
seventh section of "The Public Reserves Act, 1881,"
have been duly complied with in respect of the lands de-
scribed in the first column of the Schedule hereto: And
whereas notices in the Gazette have been duly published for
four consecutive weeks, and laid before both Houses of the
Assembly, as provided by the ninth section of the said Act:
And whereas no resolution of either House of Assembly has
been passed that such House does not concur in the inten-
tion declared in any such notices.
