- The business shall be conducted in the following order,
viz.:-(a) Minutes of preceding meeting to be read and con-
firmed; (b) treasurer's report to be read and received or
otherwise dealt with; (c) engineer's or works committee's
report to be read and received, or otherwise dealt with; (d)
Inward correspondence to be read, and business arising out
of it to be despatched; (e) outward correspondence to be
read and adopted or otherwise dealt with; (f) deputations
to be received and heard; (g) tenders to be opened and dealt
with; (h) accounts to be passed for payment; (i) to con-
sider works to be undertaken; (k) miscellaneous and general
business. - No motion or amendment shall be deemed in order
unless seconded, except any motion or amendment made by
the chairman, which shall not require to be seconded. The
chairman shall have the power of ruling whether any motion
or amendment must be made in writing or verbally, and
whether notice of any motion or amendment must be given
previous to consideration thereof. - The chairman may take part in any discussion, without
leaving the chair. - No cheques shall be signed on behalf of the Board
unless the accounts covered by them shall have been pre-
viously certified to by the chairman as having been passed
by the Board. - Any member shall have authority, without previously
obtaining the sanction of the Board, to expend in the interval
between any two meetings any sum not exceeding ten pounds
on urgent repairs in the subdivision which he represents. - Whenever practicable all works shall be let by publicly
advertised tender; and no work amounting in cost to twenty
pounds or more shall be undertaken except upon such tender,
provided that this restriction shall only apply to new works,
and not to road maintenance. - Whenever the Board has agreed to construct any work
upon the promise of a voluntary contribution or subscription,
such work shall not be commenced and no tender shall be
accepted for same until the full amount so promised shall
have been paid over to the Board's treasurer. - All points of order arising out of the interpretation of
these Standing Orders or otherwise shall be decided by the
chairman. - Any Standing Order may at any time be temporarily
suspended by the unanimous consent of the whole Board,
and Standing Order No. 2 may be at any time temporarily
suspended by the unanimous consent of the members
present.
I certify that the foregoing By-law No. 1 has been duly
passed by the Taratahi-Carterton Road Board.
