Wrong or false Information.
18. Any person who shall knowingly give false information
to the Engineer or any other officer of the Council appertaining
to water-supply, or mislead the Engineer respecting the actual
quantity of water used for driving any water-engine by turning
down the valve in connection therewith, or by closing the port
or ports of any turbine, or by any other act or deed, prior to
or at the time of any measurement being so taken by the
Engineer, as provided in rule 15, shall be guilty of an offence.
19. If any person does any of the following things,—
(1.) Wilfully injures or destroys any part of the water-
works;
(2.) Unlawfully drains off or diverts any water belonging
to the waterworks;
(3.) Wilfully or negligently allows any pipe or apparatus
on his premises to be out of repair so that water is
wasted, or alters any meter, or does or suffers any act
whereby his supply of water is improperly increased;
(4.) Not having agreed to be supplied with water from the
waterworks, takes any such water from the supply
furnished to another person;
(5.) Being supplied with water from the waterworks,
supplies another person who has not agreed to be so
supplied with, or permits him to take any such, water;
(6.) Bathes or washes linen or other thing in any water of
the waterworks;
(7.) Throws any animal, or dirt, or rubbish of any kind
into the race; throws or puts, or suffers to be thrown
or put, any timber or firewood into any part of the
race or waterworks, or trespasses on the trestle-work,
pathway, or on the race reserve-line, or on any part of
the waterworks;
(8.) Allows any foul gas or liquid matter of any kind to
flow or escape from any part of his premises, or from
any pipe or drain connected therewith, into any such
water;
(9.) Obstructs the Engineer, or any person acting under
the authority of the Council, in doing anything which
the Engineer or Council is hereby empowered or
otherwise entitled to do;
(10.) Opens the ground so as to uncover any pipe belong-
ing to the waterworks, or connects any pipe with such
pipe, without giving the Council seven days' notice in
writing of his intention so to do;
(11.) Connects any pipe with a pipe belonging to the
waterworks without giving the Council two days'
notice in writing of the day and hour he purposes to
do so;
(12.) Connects any pipe with a pipe of the waterworks
except in the presence of, or contrary to the directions
of, the Engineer or person appointed by the Council
to superintend the same, unless such Engineer or
person fails to attend at the time named in the notice;
(13.) Connects with a pipe of the waterworks any pipe of a
strength or material not approved by the Engineer,—
he shall be liable to a penalty not exceeding five pounds sterling
(£5) for each such offence, and to a further sum equal to the
cost incurred by the Council in repairing the injury done to any
part of the waterworks by any such act.
Any person who shall be guilty of a breach of any of these
by-laws, either by way of commission or omission, for which a
penalty is not hereinbefore provided, shall be liable to a penalty
of not more than five pounds sterling (£5) for each such
breach.

in respect of the county waterworks; that the public notification
was given, and the resolution passed, in accordance with section
32 of "The Counties Act 1876 Amendment Act, 1882."

SPECIAL ORDER.
At a meeting of the Hawke's Bay County Council, held on the
16th April, 1883, the following resolution was duly passed:—
Resolved, The resolution passed at a special meeting of the
Council, held on the 19th day of March last, adopting the
alteration of the Meanee Road Board District and Meanee
Riding, in the County of Hawke's Bay, as hereafter set out, be
confirmed.
Passed by the County Council of Hawke's Bay, this 16th day
of April, 1883.

Meanee Road Board.—Commencing at the mouth of the
Tutaekuri River; thence in a north-easterly direction to the
southern boundary of the Napier Borough; thence following the
said boundary in an easterly direction to the sea-coast; thence
following the coast in a generally southerly direction to the
mouth of the Waitangi River; thence following the Waitangi
River to its junction with the Totara Creek; thence generally
south-west along the south-eastern boundaries of Meanee
suburban sections to the Tutaekuri-Waimate Stream; thence
generally southerly down that stream to the junction with the
Ngaruroro River; thence generally westerly up that river to the
western boundary of the Ohikakarewa Block; thence along that
boundary to the Korokipo Block; thence along the south-west
boundary of that block in a north-westerly direction to the
main road; thence following the said road generally northerly
to the Redclyffe Bridge on the Tutaekuri River; thence along the
said river to the western boundary of Block I., Puketapu District;
thence following the western boundary of that block to the
north-west corner thereof; thence following the western
boundary of Meanee suburban sections to the Ahuriri Harbour;
thence following the edge of the said harbour generally easterly
to the starting-point.

THAT the Foxton Highway District, as gazetted, be now merged
into the Manawatu County, in accordance with the prayer of
settlers in the said district, and also in terms of "The Counties
Act 1876 Amendment Act, 1882."
I certify that the above special order was made by the
Council at a meeting held on the 1st May, 1883, and that the
said order was made in accordance with clauses 32 and 33 of
"The Counties Act 1876 Amendment Act, 1882."
