Delegating Powers under "The Lunatics Act, 1882."

ORDER IN COUNCIL.
At the Government House, at Wellington, this second day of
April, 1883.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by the third section of "The Lunatics Act,
1882," it is enacted, inter alia, that the Governor, by
Order in Council, may from time to time direct that all or any
of the powers, functions, duties, and authorities by the said Act
vested in or required to be performed by the Colonial Secretary
shall be exercised by any person the Governor may think fit:
And whereas it is expedient that the said powers should be
vested in the person and in manner hereinafter expressed:
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, by and with the advice and consent of the
Executive Council of the said colony, doth hereby direct that
the powers granted to the Colonial Secretary by the sixth
section of the said Act shall be exercised by
HUGH GARDEN SETH SMITH, Esquire,
of Auckland, within the Provincial District of Auckland, in the
said colony.

"Rating Act, 1882."--Extension of Time for supplying
Valuation Roll to Local Bodies.

ORDER IN COUNCIL.
At the Government House, at Wellington, this second day of
April, 1883.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS it has been made to appear that, owing to un-
avoidable circumstances, the Property-Tax Commissioner
has failed to make out and forward a valuation roll to the
Clerk of each local body in the colony within the time limited,
by section 4 of "The Rating Act, 1882;" and it is expedient
that the time for making out and forwarding such rolls should
be extended, so that the intent and purpose of the said Act
may have effect:
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, by virtue and in exercise of the powers and
authorities vested in him by the said Act, and by and with
the advice and consent of the Executive Council of the said
colony, doth hereby order and declare that the time for making
out and forwarding valuation rolls to the Clerk of each local
body in the colony, under section four of the said Act, shall,
for the year one thousand eight hundred and eighty-three, be
and the same is hereby extended to the thirtieth day of April,
one thousand eight hundred and eighty-three.

Validating Elections of Licensing Committees.

ORDER IN COUNCIL.
At the Government House, at Wellington, this second day of
April, 1883.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by the two hundred and twenty-seventh section
of "The Licensing Act, 1881," it is enacted that if,
through any accidental or unavoidable impediment, misfeasance,
or omission, anything required by the said Act to be done is
omitted to be done, or is not done within the time fixed, the
Governor in Council may take all such measures as may be
necessary for removing such impediment or rectifying such mis-
feasance or omission, and may validate anything which may
have been irregularly done in matter of form, so that the intent
and purpose of the said Act may have effect: And whereas,
owing to a meeting of the Waipa County Council having lapsed,
no Returning Officer for the election of Licensing Committees
was appointed in time for such elections to be held in the month
of February last: And whereas a Returning Officer was ap-
pointed and Committees elected for the Licensing Districts of
Newcastle and Pukekura respectively, subsequently to the
original times fixed for such appointments and elections respec-
tively:
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, in pursuance and exercise of all powers
enabling him in this behalf, and with the advice and consent of
the Executive Council of the said colony, doth hereby validate
the respective elections of the Licensing Committees for the
Districts of Newcastle and Pukekura.
