during the currency of the license, the first of such payments
to be made on 1st September, 1883. But no person is entitled
to become the purchaser who is in occupation of any pastoral
lands either by himself or jointly with any other person under
lease or license from the Crown, capable of carrying 20,000
sheep or 4,000 head of cattle :-
