have been so altered: And whereas by the said Act it is
provided, among other things, that in all cases in which no
provision or no sufficient provision is in the opinion of the
Governor made by the said Act, it shall be lawful for the
Governor from time to time, for the purpose of facilitating or
more effectually carrying into execution any of the objects of
the said Act, to make and prescribe all such regulations and
orders, either general or applicable to particular cases only, as
he shall think fit, and such regulations and orders from time to
time to revoke or alter as to the Governor shall appear to be
requisite: And whereas, in my opinion, there is no sufficient
provision in the said Act for the election of new Councils, or
for the formation of new electors' rolls for the ridings as afore-
said, or for effectually carrying into execution the objects of
the said Act, consequent upon the exercise of the powers firstly
hereinbefore mentioned: And whereas it is expedient that
regulations should be made under the hereinbefore recited pro-
vision for the purposes and in the manner hereinafter par-
ticularly set forth:

Now, therefore, I, William Francis Drummond Jervois,
the Governor of the Colony of New Zealand, in pursuance and
exercise of the power and authority vested in me under the
hereinbefore in part recited provision of "The Counties Act,
1876," do hereby make the following regulations and orders,
and declare that the same shall only be applicable and extend
to the cases in such regulations mentioned, that is to say,

  1. The persons in office as Clerks of the Councils of Wairarapa
    East and Wairarapa West, at the date when the herein-
    before mentioned Proclamation takes effect, shall forthwith,
    and not later than the seventeenth day of February, one
    thousand eight hundred and eighty-three, prepare new electors'
    rolls for the several ridings in the said counties, as the
    same are described in the said Proclamation. Robert Wilsone
    shall form the rolls for the County of Wairarapa East, and
    Henry Hilmar Wolters shall form the rolls for the County of
    Wairarapa West; and in case either of such persons shall refuse
    or neglect to act, the Governor may at once appoint another
    person or other persons to perform the duty hereby imposed,
    as may be necessary.

  2. Such rolls shall be formed from the rolls of county electors
    in force in the said counties immediately before the date when
    the said Proclamation takes effect, and the name of every
    county elector upon an electors' roll in force within a county
    prior to the alteration of its boundaries as aforesaid shall be
    placed upon a new roll for the riding of the altered county in
    which his qualification as a county elector may be.

  3. In making up such new rolls the said Clerks shall be
    guided by the provisions of sections forty-one and forty-two of
    Part III. of "The Counties Act, 1876," so far as the same may
    be applicable.

  4. After the completion of the said rolls as aforesaid, each of
    them shall be signed by the person who formed the roll under
    these regulations, and each roll shall be verified by the statutory
    declaration of such person to the effect that, to the best of his
    knowledge and belief, the same is correct in the several particu-
    lars therein set forth.

  5. When so signed and verified, such rolls shall at once come
    into force, and shall be the electors' rolls of the said ridings in
    force till fresh rolls are prepared in manner provided by law.

  6. A copy of any roll so signed and verified by the person
    making the same, or any other person appointed for that purpose
    by the Governor, shall be evidence that the roll of which it
    purports to be a copy has been duly made until the contrary is
    proved, and no defect in the title of any person making or
    signing the same shall invalidate the roll.

  7. For the purposes of elections in the ridings of the
    altered counties as aforesaid, the Governor may appoint all
    such Returning Officers as may be necessary, and all such
    elections shall be held and conducted in the manner provided
    by "The Regulation of Local Elections Act, 1876," but the fees
    to be paid to such Returning Officers, and all other expenses and
    charges of such elections or incidental thereto or consequent
    thereon, shall be paid and borne by the Councils of the counties
    in which they are held and incurred respectively.

  8. The election of members for the ridings in each of the
    Counties of Wairarapa East and Wairarapa West shall be held
    on the twenty-fourth day of February, one thousand eight
    hundred and eighty-three, and the number of members to be
    elected for each such riding shall be that specified in the Third
    Schedule to the Proclamation hereinbefore mentioned.

  9. The first meeting of the Councils elected for each of the
    said counties shall be held on the third day of March, one
    thousand eight hundred and eighty-three.

Regulations and Charges for Telegraphic Messages relating
to Sickness or Death, presented after Ordinary Official
Hours.

ORDER IN COUNCIL.

At the Government House, at Wellington, this eighteenth
day of January, 1883.

Present:

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT
IN COUNCIL.

IN pursuance and in exercise of the powers vested in him by
"The Electric Telegraph Act, 1875," and "The Electric
Telegraph Act 1875 Amendment Act, 1880," and of all other
powers enabling him in that behalf, His Excellency the Ad-
ministrator of the Government of the Colony of New Zealand,
with the advice and consent of the Executive Council of the
said colony, doth fix the scale of charges contained in the
Schedule hereto as charges to be respectively demanded and
received for the right of telegraphing messages relating to sick-
ness or death after ordinary official business-hours; and doth
further order and declare that such scale of charges shall take
effect on and after the twenty-ninth day of January, one thou-
sand eight hundred and eighty-three.

SCHEDULE.

TELEGRAPHIC messages relating to sickness or death can be
transmitted from any, to any, telegraph office after ordinary
official hours on payment of double the ordinary tariff rates,
provided that the attention of the terminal office can be ob-
tained.

In addition to the payment of double tariff rates the follow-
ing scale of fees shall also be paid :-

  1. For calling upon a Postmaster or Operator in charge to
    transmit a message after his ordinary hours of duty, and when
    the office is closed, a special fee of 2s. 6d., which amount shall
    be paid even if the telegram fails to reach its destination, but
    in the latter case the tariff rates collected will be refunded.

  2. In addition to the charges for transmission, and fee to
    the Postmaster or Operator, a further charge of 2s. shall be
    paid for delivering a message any distance within a radius of a
    mile from the office.

  3. All charges for ferries, tolls, or increased extra cost incurred
    by the department beyond the ordinary limits of delivery shall
    also be borne by the sender, and paid for at time of presenting
    the message. The sender of a message will, however, be held
    liable for any short collections should it be subsequently found
    that the amount collected for carriage in the first instance has
    not been sufficient.

Rules as to Maori Juries, under "The Juries Act, 1880."

IN pursuance of the powers and authorities in me vested by
the one hundred and forty-fifth section of "The Juries
Act, 1880," I, the Governor of the Colony of New Zealand, do
hereby make the following rules :-

  1. The Jury Officer of every jury district shall, before the
    15th day of February in 1883, and before the last day of
    January in every succeeding year, issue and deliver his warrant,
    in the form hereunto annexed, marked A, to one or more
    constables within such jury district, together with a sufficient
    number of printed forms of return and notice, in the forms
    hereunto annexed, and marked B and C respectively.

  2. Each of such constables shall forthwith after the receipt
    of such warrant prepare and make out in alphabetical order a
    true list of all Maori men between the ages of twenty-one and
    sixty years residing within the limits mentioned in such warrant,
    stating in such list the Christian name and surname, at full
    length, and the true place of abode and calling of each of such
    Maori men, in the proper column of the form of return here-
    unto annexed, and marked B.

  3. Such constables, having made out such lists, shall fix a
    notice in the form hereunto annexed, marked C, in manner
    prescribed by the said form.

  4. Sections 18 to 28, both inclusive, of the said Act shall
    apply, mutatis mutandis, to the forming, revising, keeping, and
    transmitting to the Sheriffs jury lists for Maori cases.
